【摘要】：隨著城市化的快速推進(jìn),我國(guó)的城市建設(shè)正逐漸從“建設(shè)時(shí)代”轉(zhuǎn)變?yōu)椤爸亟〞r(shí)代”。在此時(shí)代背景下,既有建筑改造更新是適應(yīng)信息化發(fā)展、緩解城市資源壓力、實(shí)現(xiàn)城市品質(zhì)提升和可持續(xù)發(fā)展的重要途徑。商務(wù)樓宇改造更新是既有建筑改造更新研究系統(tǒng)下的分支,是一個(gè)復(fù)雜的系統(tǒng)工程,不僅涉及的領(lǐng)域多、專業(yè)廣、技術(shù)要求高,并且關(guān)系到政府部門、樓宇業(yè)主、物業(yè)公司、專業(yè)部門等多方利益主體的博弈過程。由此也導(dǎo)致我國(guó)的商務(wù)樓宇改造實(shí)踐中面臨諸多障礙與難題。因此,管理層面的研究,是現(xiàn)階段破解難題、推進(jìn)商務(wù)樓宇更新改造有效實(shí)施的關(guān)鍵所在,具有較大的理論與實(shí)踐意義。 本文在探討研究背景的基礎(chǔ)上,梳理了我國(guó)相關(guān)法規(guī)政策體系和國(guó)內(nèi)外相關(guān)研究成果,對(duì)香港、新加坡、美國(guó)等國(guó)家地區(qū)的建筑改造更新案例進(jìn)行分析,并歸納總結(jié)管理層面的成功經(jīng)驗(yàn)。進(jìn)而,以寧波老城區(qū)為研究對(duì)象,對(duì)商務(wù)樓宇的改造更新實(shí)踐進(jìn)行分析與探討。通過資料搜集與實(shí)地調(diào)研,了解使用者、決策者在改造項(xiàng)目中的不同立場(chǎng)及關(guān)注點(diǎn),深入分析改造更新面臨的問題與工作推進(jìn)的重難點(diǎn)。在此基礎(chǔ)上,從運(yùn)行機(jī)制和過程管理兩方面提出針對(duì)性優(yōu)化策略,明確改造主體角色定位,以及各主體間管理、運(yùn)作、資金的權(quán)利義務(wù)關(guān)系,提出管理過程環(huán)節(jié)的具體設(shè)想以及管理優(yōu)化的實(shí)現(xiàn)路徑,并輔以相應(yīng)保障措施,探索寧波市老城區(qū)商務(wù)樓宇改造更新的管理優(yōu)化方向。
[Abstract]:With the rapid development of urbanization, China's urban construction is gradually changing from "construction era" to "reconstruction era". Under this background, the renewal of existing buildings is an important way to adapt to the development of information, relieve the pressure of urban resources, and realize the promotion of urban quality and sustainable development. Commercial building renovation and renewal is a branch of existing building renovation research system. It is a complex system engineering. It not only involves many fields, but also has high technical requirements. It is also related to government departments, building owners and property companies. The game process of multi-stakeholders such as professional department. As a result, China's commercial building reform practice faces many obstacles and difficulties. Therefore, the research of management level is the key to solve the difficult problems and promote the effective implementation of the renewal and transformation of commercial buildings at present, which is of great theoretical and practical significance. On the basis of discussing the research background, this paper combs the relevant laws and regulations policy system of our country and the domestic and foreign related research results, and analyzes the building renovation and renewal cases in Hong Kong, Singapore, the United States, and other countries, such as Hong Kong, Singapore, the United States and other countries. And summarizes the management level of successful experience. Furthermore, this paper analyzes and discusses the renovation practice of commercial buildings in Ningbo Old City. Through data collection and field investigation, we can understand the different positions and concerns of the users and decision makers in the transformation project, and analyze the problems faced by the renovation renewal and the difficulties of the work. On this basis, this paper puts forward the targeted optimization strategy from the two aspects of operation mechanism and process management, and clearly defines the role orientation of the main body, as well as the relationship between the rights and obligations of the management, operation and funds among the main bodies. This paper puts forward the concrete ideas of the management process and the realization path of the management optimization, and with the corresponding safeguard measures, probes into the management optimization direction of the renovation of the commercial buildings in the old urban area of Ningbo.
