【摘要】：近年來我國小城鎮(zhèn)發(fā)展迅速，土地規(guī)模急劇擴(kuò)張，經(jīng)濟(jì)總量快速上升，小城鎮(zhèn)的迅猛發(fā)展必然對總體規(guī)劃的編制提出新的要求。而正當(dāng)小城鎮(zhèn)的規(guī)劃如火如荼的展開的同時(shí)，卻很少有學(xué)者對上一輪總體規(guī)劃編制過程、實(shí)施成效和實(shí)施影響等進(jìn)行詳細(xì)的綜合評價(jià)。在缺少對規(guī)劃實(shí)施情況總結(jié)的情況下，就很難準(zhǔn)確預(yù)測出新的規(guī)劃編制方案能夠解決什么樣的問題，在小城鎮(zhèn)發(fā)展中到底起到什么樣的作用，由此造成小城鎮(zhèn)規(guī)劃作用或者效能的降低。為此，本研究以儀征月塘鎮(zhèn)為例，參照《月塘鎮(zhèn)年總體規(guī)劃2006-2020》關(guān)于近期規(guī)劃建設(shè)的內(nèi)容，對照2011年月塘鎮(zhèn)發(fā)展現(xiàn)狀，對月塘鎮(zhèn)2006-2011規(guī)劃實(shí)施成效進(jìn)行評價(jià)研究。 首先，論文對我國城鎮(zhèn)總體規(guī)劃的實(shí)施過程進(jìn)行分析，總結(jié)存在的主要問題，并對國內(nèi)外對規(guī)劃實(shí)施評價(jià)理論發(fā)展現(xiàn)狀和各自特點(diǎn)進(jìn)行梳理的基礎(chǔ)上。論證進(jìn)行小城鎮(zhèn)規(guī)劃實(shí)施成效評價(jià)的必要性，包括規(guī)劃實(shí)施成效評價(jià)的本質(zhì)內(nèi)涵、功能意義和類型等內(nèi)容。 其次，以月塘鎮(zhèn)為例，介紹《月塘鎮(zhèn)年總體規(guī)劃（2006-2020）》的主要內(nèi)容，，對照2011年月塘鎮(zhèn)發(fā)展現(xiàn)狀，確立規(guī)劃實(shí)施成效評價(jià)框架，進(jìn)行“目標(biāo)-現(xiàn)狀”的規(guī)劃成效評價(jià)研究，包括：月塘鎮(zhèn)規(guī)劃實(shí)施環(huán)境適應(yīng)性評價(jià)、月塘鎮(zhèn)規(guī)劃實(shí)施成效評價(jià)、月塘鎮(zhèn)規(guī)劃實(shí)施社會影響評價(jià)三部分內(nèi)容。 最后，論文對月塘鎮(zhèn)2006年至2011年的規(guī)劃實(shí)施成效進(jìn)行總結(jié)，并嘗試為下一輪月塘鎮(zhèn)總體規(guī)劃修編提供參考建議。 本論文是針對月塘鎮(zhèn)具體問題的研究，但受資料收集及筆者能力限制，論文中存在許多未盡事宜，有待后續(xù)研究進(jìn)一步完善。
[Abstract]:In recent years, with the rapid development of small towns in China, the scale of land has expanded rapidly, and the total economic volume has risen rapidly. The rapid development of small towns is bound to put forward new requirements for the overall planning. While the planning of small towns is in full swing, there are few scholars on the last round of the overall planning process, implementation effectiveness and implementation impact on a detailed comprehensive evaluation. In the absence of a summary of the implementation of the plan, it is difficult to accurately predict what kind of problems can be solved by the new plan and what role it will play in the development of small towns. As a result, the small town planning function or the effectiveness of the decline. Therefore, this study takes Yizheng Yuetang Town as an example, referring to the contents of the recent planning and construction of Yuetang Town Annual Master Plan 2006-2020, and comparing with the present development situation of Yuetang Town in 2011, the effect of Yuetang Town 2006-2011 planning implementation is evaluated and studied. First of all, the paper analyzes the implementation process of China's urban master plan, summarizes the main problems, and combs the development status and characteristics of the planning implementation evaluation theory at home and abroad. This paper demonstrates the necessity of evaluating the effectiveness of planning and implementation of small towns, including the essential connotation, functional significance and types of evaluation of the effectiveness of planning and implementation. Secondly, taking Yuetang Town as an example, this paper introduces the main contents of "Yuetang Town Annual Master Plan (2006-2020)", establishes a framework for evaluation of the effectiveness of planning implementation, and carries out a study on planning effectiveness evaluation of "goal-present situation" in comparison with the present development situation of Yuetang Town in 2011. It includes three parts: environmental adaptability evaluation of Yuetang town planning, evaluation of the effectiveness of Yuetang town planning implementation, and social impact assessment of Yuetang town planning implementation. Finally, the paper summarizes the implementation effect of Yuetang Town from 2006 to 2011, and tries to provide reference suggestions for the next round of Yuetang Town Master Planning revision. This paper is aimed at the specific problems of Yuetang Town. However, due to the limitation of data collection and the author's ability, there are many outstanding issues in the paper, which need to be further improved.
