基于交易費用理論的DB模式與EPC模式的比較

【摘要】：隨著我國加入WTO,國內(nèi)建筑市場進(jìn)一步與國際接軌,工程建設(shè)和管理日益走上現(xiàn)代化。傳統(tǒng)的承包模式難以適應(yīng)專業(yè)化管理的要求,也不利于業(yè)主降低或轉(zhuǎn)移投資和風(fēng)險。近年來,總承包模式在我國得到了較大的發(fā)展,國家相繼出臺一些政策法規(guī)加以提倡和規(guī)范這種承包模式�？偝邪Ｊ街缘玫胶艽蟮陌l(fā)展和推廣,關(guān)鍵在于較傳統(tǒng)建設(shè)模式而言,它有自身優(yōu)勢,其中優(yōu)勢之一就是節(jié)約總承包公司的交易費用。DB模式和EPC模式是目前工程總承包模式中最常見的兩種形式,它們都是按照合同約定對工程項目的設(shè)計、采購、施工、試運行等實行全過程承包,但二者在適用范圍、使用特點、招標(biāo)形式等制度安排方面存在著差異,因此導(dǎo)致了交易費用的差異。 本文從交易費用的角度對DB模式和EPC模式進(jìn)行了分析和比較,加深了對這兩種模式的認(rèn)識和理解,以便能更加全面地了解并在實踐中應(yīng)用這兩種模式。首先,本文綜述了國內(nèi)外相關(guān)文獻(xiàn),分析了總承包模式相關(guān)概念和交易費用相關(guān)理論,并以此為基礎(chǔ),研究了DB模式和EPC模式交易過程,建立DB模式和EPC模式交易費用分解結(jié)構(gòu),按照建設(shè)程序交易費用共有4大類34小項,此外,還對各個階段的機(jī)會主義交易費用進(jìn)行了分析,并在費用分解的基礎(chǔ)上將DB模式和EPC模式進(jìn)行比較。在此之后,本文建立交易費用的評估模型,綜合運用了層次分析法和TOPSIS法,能夠有效的對于交易費用進(jìn)行測量,同時,為了保證交易費用評估的準(zhǔn)確性,本文還設(shè)想了交易費用評估與決策支持系統(tǒng)DSS,充分利用項目積累的經(jīng)驗數(shù)據(jù)對擬建項目提供決策支持,以便在實踐中更加準(zhǔn)確的對承包模式進(jìn)行選擇。圖27幅,表7個,參考文獻(xiàn)100篇.
[Abstract]:With China's entry into WTO, the construction and management of the project are becoming more and more modern. The traditional contracting mode is difficult to adapt to the requirement of specialized management, and it is also unfavorable for the owner to reduce or transfer investment and risk. In recent years, the general contracting model has been greatly developed in our country, the country has issued some policies and regulations to promote and standardize this contracting model. The key to the great development and promotion of the general contracting model is that it has its own advantages over the traditional construction mode. One of the advantages is to save the transaction cost of the general contracting company. DB model and EPC mode are the two most common modes in the current general contracting mode of the project. Both of them are designed, purchased and constructed according to the contract agreement. The whole process contract is carried out in the trial operation, but there are differences in the applicable scope, the characteristics of use, the form of bidding and so on, which leads to the difference of transaction cost. This paper analyzes and compares the DB model and the EPC model from the perspective of transaction cost, and deepens their understanding and understanding so as to understand and apply the two models in practice. First of all, this paper summarizes the relevant literature at home and abroad, analyzes the general contracting model related concepts and transaction cost related theory, and on the basis of this, studies the DB mode and EPC mode transaction process. The transaction cost decomposition structure of DB mode and EPC mode is established. There are four categories and 34 items of transaction cost according to the construction procedure. In addition, the opportunistic transaction cost of each stage is analyzed. On the basis of cost decomposition, the DB schema and the EPC schema are compared. After that, this paper establishes the evaluation model of transaction cost, synthesizes the analytic hierarchy process and TOPSIS method, can effectively measure the transaction cost, at the same time, in order to ensure the accuracy of the evaluation of transaction cost, This paper also envisions that the transaction cost evaluation and decision support system (DSS,) makes full use of the experience data accumulated by the project to provide decision support for the proposed project in order to select the contracting mode more accurately in practice.
