【摘要】：歷史環(huán)境保護(hù)，是城市運(yùn)行管理的重要內(nèi)容。在我國經(jīng)濟(jì)社會(huì)轉(zhuǎn)型和新型城鎮(zhèn)化建設(shè)過程中，如何采用云計(jì)算、物聯(lián)網(wǎng)、大數(shù)據(jù)等新興技術(shù)，在智慧城市理念框架下，探索歷史環(huán)境保護(hù)的新手段和新方法，使之即能將自身價(jià)值得到升華，又能滿足當(dāng)前社會(huì)發(fā)展需要，還能持續(xù)性地對城市面貌產(chǎn)生影響，將是未來很長一段時(shí)間內(nèi)理論界與實(shí)踐界的重要課題。 本文從新興科技的視角出發(fā)，結(jié)合智慧城市建設(shè)實(shí)踐，力圖從新與舊、古與今、虛與實(shí)、點(diǎn)線面的相互結(jié)合，，闡述在信息技術(shù)時(shí)代背景下，如何走出歷史環(huán)境保護(hù)的傳統(tǒng)思維，采用技術(shù)革新手段，在現(xiàn)狀保護(hù)的前提下促使自身獲得新生，從而跟上城市發(fā)展步伐。同時(shí)用辯證唯物主義和歷史唯物主義的觀點(diǎn)，看待傳統(tǒng)事物和新興技術(shù)之間的關(guān)系，用科學(xué)的世界觀和方法論，提煉出歷史環(huán)境保護(hù)與信息技術(shù)手段的融合和發(fā)展之道。 圍繞上述這條線索，第一章引言從幾個(gè)事例分析中，說明歷史環(huán)境保護(hù)的迫切和困境；第二章闡述了智慧城市及相關(guān)信息技術(shù)的內(nèi)涵、外延、國內(nèi)外發(fā)展現(xiàn)狀，進(jìn)而分析其對與城市發(fā)展的關(guān)系、作用和缺陷；第三章和第四章歸納了歷史環(huán)境保護(hù)的概念、動(dòng)態(tài)，以及當(dāng)前歷史環(huán)境保護(hù)所面臨的內(nèi)部和外部問題；第五章，結(jié)合智慧城市建設(shè)實(shí)踐，分別對歷史環(huán)境保護(hù)提出具體的和綜合的解決方案。并根據(jù)技術(shù)演進(jìn)方向，對這些解決方案所達(dá)到的效果，作了科學(xué)預(yù)測；然后探討信息技術(shù)手段在歷史環(huán)境保護(hù)實(shí)施過程中可能會(huì)面臨的風(fēng)險(xiǎn)和規(guī)避方法，特別是智慧項(xiàng)目建設(shè)的政府引導(dǎo)、資金籌措和公眾參與等方面提出具體對策，從而保證其能成為現(xiàn)實(shí)，而不僅僅是停留在紙面上；最后對本文進(jìn)行總結(jié)，得出只有起點(diǎn)、沒有終點(diǎn)的智慧城市背景下歷史環(huán)境保護(hù)的新思路和新途徑，以及這一領(lǐng)域的新興技術(shù)保護(hù)實(shí)踐在我國新型城鎮(zhèn)化過程中的作用和意義。
[Abstract]:The protection of historical environment is an important content of urban operation and management. In the process of economic and social transformation and new urbanization in China, how to use cloud computing, Internet of things, big data and other emerging technologies, under the framework of the concept of intelligent city, to explore new means and methods of historical environment protection, Making it sublimate the value of itself, meet the needs of the current social development, and have a sustained impact on the appearance of the city will be an important subject for the theorists and practitioners for a long period of time in the future. From the perspective of new science and technology, combined with the practice of intelligent city construction, this paper tries to explain how to walk out of the traditional thinking of historical environment protection under the background of information technology era from the combination of new and old, old and modern, virtual and real, point line and plane. The adoption of technological innovation means, under the premise of the protection of the status quo, to promote their own new life, so as to keep up with the pace of urban development. At the same time, from the viewpoint of dialectical materialism and historical materialism, the relationship between traditional things and emerging technologies is viewed, and the integration and development of historical environment protection and information technology means are refined by scientific world outlook and methodology. Around the above clue, the first chapter introduces the exigencies and dilemmas of the protection of historical environment from several examples, the second chapter expounds the connotation, extension, and the current situation of the development of the intelligent city and its related information technology at home and abroad. The third and fourth chapters summarize the concept of historical environmental protection, dynamics, and the internal and external problems faced by the current historical environmental protection. Combined with the practice of intelligent city construction, this paper puts forward concrete and comprehensive solutions to the protection of historical environment. According to the direction of technological evolution, the effects of these solutions are predicted scientifically, and then the risks and evading methods that information technology means may face in the implementation of historical environmental protection are discussed. In particular, the government guidance, financing and public participation in the construction of intelligent projects put forward specific countermeasures, so as to ensure that they can become a reality, not just stay on paper; finally, this paper is summarized, only the starting point, Under the background of intelligent city with no end point, the new thought and new way of historical environment protection, and the function and significance of new technology protection practice in this field in the process of new urbanization in our country are discussed.
