基于DEA的國(guó)家重大區(qū)域規(guī)劃政策效率評(píng)價(jià)
[Abstract]:Regional planning is the overall development strategy deployment of the country in view of the specific regional scope. It plays an important guiding role in the development direction and development focus of the whole economic construction of the planned region. By November 2011, the National Development and Reform Commission had approved 13 regional planning documents, such as the Yangtze River Delta and the Pearl River Delta, indicating that the trend of regionalization in China is becoming more and more obvious. The evaluation of the policy efficiency of the planning region can optimize the policy input of the national regional planning policy and avoid the inefficient policy input under the condition of limited resources. As an important part of the process of regional planning policy implementation, the evaluation of regional planning policy efficiency, in evaluating the advantages and disadvantages of regional planning policy implementation, improving the follow-up policy formulation, improving the efficiency of current planning policies, etc. Therefore, the evaluation of regional planning policy efficiency plays an important role in regional planning policy research. The paper is divided into five chapters. The first chapter is the introduction, which mainly explains the research background, research significance, research status and the technical route of this paper, which explains the research principle in detail. The second chapter is an overview of the principle of regional planning policy evaluation. It mainly discusses the process and method of regional planning policy evaluation and the development of DEA theory, and mainly introduces the principles and methods used in this paper. The third chapter is the evaluation principle of policy efficiency based on DEA. It mainly selects the index of policy efficiency evaluation, summarizes four kinds of policy efficiency and their differences, and puts forward the evaluation principle of overall policy factor input efficiency. The calculation formula of input redundancy / output deficiency, the calculation of scale efficiency and the judgment of scale reward interval, the criterion and principle of the sensitivity of index to policy. The fourth chapter is based on the DEA regional planning policy efficiency evaluation empirical, select the Yangtze River Delta 2000-2010 policy index data, the overall policy factors of the Yangtze River Delta investment efficiency, scale efficiency has been evaluated. The sensitivity of the policy factors to the policy of Yangtze River Delta region planning is analyzed, and the corresponding policy suggestions are put forward. The fifth chapter is the conclusion and characteristics of this paper. The empirical results show that excessive input of policy insensitive indicators to the Yangtze River Delta is the main reason why the implementation efficiency of planning policies in the Yangtze River Delta is not outstanding. The innovation and characteristics of this paper are as follows: first, the sensitivity of each index to regional planning policy can be distinguished by comparing and analyzing the input efficiency of overall policy factors after removing single index and retaining the overall policy factor efficiency of all indicators. To change the existing research can only evaluate the efficiency, can not measure the shortcomings of index sensitivity. Secondly, aiming at the regions that have not reached the optimal input efficiency of overall policy factors, the redundancy of input of policy factors and the insufficiency of effect and output are calculated, and the corresponding policy improvement measures are put forward. Thirdly, by comparing whether the policy factor input efficiency (PE) is equal to the pure policy factor input efficiency (PPE,), the paper judges the scale reward interval of the evaluated province, and then finds out how to increase the efficiency by increasing the investment in the region in which the scale is increasing. On the contrary, reduce the investment to increase the efficiency of the countermeasures.
