【摘要】：黨的十六屆五中全會(huì)上明確提出了“兩型社會(huì)”建設(shè)構(gòu)想，這是從我國(guó)國(guó)情出發(fā)而作出的一項(xiàng)重大決策，其中住房與城鄉(xiāng)建設(shè)領(lǐng)域是“兩型社會(huì)”建設(shè)的關(guān)鍵領(lǐng)域。目前學(xué)界大多從經(jīng)濟(jì)、社會(huì)、制度等較為宏觀的視角對(duì)“兩型社會(huì)”建設(shè)進(jìn)行研究，而在“兩型社會(huì)”城鄉(xiāng)規(guī)劃領(lǐng)域，以空間和實(shí)體建設(shè)為基礎(chǔ)的實(shí)踐也尚處在摸索階段，其中對(duì)于“兩型社會(huì)”鄉(xiāng)村規(guī)劃與建設(shè)的研究更是缺乏。為了更好地指導(dǎo)“兩型社會(huì)”鄉(xiāng)村規(guī)劃和建設(shè)，本論文從鄉(xiāng)村地區(qū)可持續(xù)發(fā)展?jié)摿�、資源節(jié)約程度和生態(tài)環(huán)境保護(hù)程度等方面出發(fā)，構(gòu)建“兩型社會(huì)”鄉(xiāng)村規(guī)劃指標(biāo)體系，使其成為把握“兩型社會(huì)”建設(shè)方向和進(jìn)程的重要保障。 論文首先對(duì)目前研究?jī)?nèi)容較為豐富的可持續(xù)發(fā)展城市、宜居城市、生態(tài)城市和生態(tài)園林城市指標(biāo)體系進(jìn)行綜合分析，將“兩型社會(huì)”綜合目標(biāo)與鄉(xiāng)村規(guī)劃內(nèi)容進(jìn)行對(duì)應(yīng)結(jié)合，，形成“兩型社會(huì)”鄉(xiāng)村規(guī)劃內(nèi)容指向，然后將“兩型社會(huì)”綜合指標(biāo)體系與鄉(xiāng)村規(guī)劃指標(biāo)體系進(jìn)行對(duì)應(yīng)結(jié)合，為“兩型社會(huì)”鄉(xiāng)村規(guī)劃指標(biāo)體系指標(biāo)的選取提供基礎(chǔ)。其次從鄉(xiāng)規(guī)劃和村莊規(guī)劃兩個(gè)方面分別構(gòu)建“兩型社會(huì)”鄉(xiāng)規(guī)劃和村莊規(guī)劃指標(biāo)體系整體框架，在此基礎(chǔ)上，通過(guò)田野調(diào)查法，并運(yùn)用德?tīng)柗品ㄟM(jìn)行兩輪專家意見(jiàn)咨詢，對(duì)指標(biāo)體系進(jìn)行校正，從而形成本次“兩型社會(huì)”鄉(xiāng)規(guī)劃和村莊規(guī)劃指標(biāo)體系。論文最后通過(guò)確定指標(biāo)參考值來(lái)源，并結(jié)合“兩型社會(huì)”建設(shè)的目標(biāo)要求，形成本次指標(biāo)體系評(píng)價(jià)指標(biāo)的參考值，同時(shí)分別從鄉(xiāng)村規(guī)劃編制、實(shí)施和評(píng)價(jià)階段對(duì)“兩型社會(huì)“鄉(xiāng)村規(guī)劃指標(biāo)體系的運(yùn)用提出具體的管理對(duì)策，以期形成較為豐富完善和科學(xué)合理的“兩型社會(huì)”鄉(xiāng)規(guī)劃和村莊規(guī)劃指標(biāo)體系。
[Abstract]:At the Fifth Plenary session of the 16th CPC Central Committee, the concept of "two-oriented society" was clearly put forward, which was an important decision based on the national conditions of our country, in which the field of housing and urban and rural construction was the key area of the construction of "two-oriented society". At present, scholars mostly study the construction of "two-oriented society" from the macro perspective of economy, society and system, but in the field of urban and rural planning of "two-type society", the practice based on the construction of space and entity is still in the exploratory stage. Among them, the study on rural planning and construction of two-type society is even less. In order to better guide the rural planning and construction of "two-oriented society", this paper sets out the index system of "two-oriented society" rural planning from the aspects of the potential of sustainable development in rural areas, the degree of resource saving and the degree of ecological and environmental protection. Make it become an important guarantee to grasp the construction direction and process of "two-type society". Firstly, the paper comprehensively analyzes the index system of sustainable development city, livable city, ecological city and ecological garden city, and combines the comprehensive goal of "two types of society" with the content of rural planning. Forming the "two type society" rural planning content direction, and then combining the "two type society" comprehensive index system with the village planning index system, which provides the foundation for the selection of the index system of "two type society" rural planning index system. Secondly, from the two aspects of township planning and village planning, the overall framework of the index system of "two-type society" rural planning and village planning is constructed, and on this basis, two rounds of expert opinion consultation are carried out through field investigation and Delphi method. The index system is corrected to form the "two-type society" township planning and village planning index system. Finally, by determining the source of the index reference value and combining with the target requirements of the construction of "two-oriented society", the paper forms the reference value of the evaluation index of the index system, at the same time, it is compiled from the rural planning. In the stage of implementation and evaluation, concrete management countermeasures are put forward for the application of the index system of rural planning of "two-type society", in order to form a rich and scientific and reasonable index system of rural planning and village planning of "two-type society".
