【摘要】：近年來(lái)，中國(guó)和非洲之間的貿(mào)易額不斷增長(zhǎng)，2012年已達(dá)1985億美元并且被估算在2015年達(dá)到3850億美元。非洲大陸是中國(guó)最重要的經(jīng)濟(jì)合作伙伴（排在法國(guó)和美國(guó)前面），但是中國(guó)企業(yè)尤其是與建筑相關(guān)的公司在非洲正在面臨一系列管理問(wèn)題，如果不采取相應(yīng)的措施，這很可能將嚴(yán)重威脅到未來(lái)他們?cè)诜侵藿ㄖ袌?chǎng)的擴(kuò)張。 中非國(guó)際建設(shè)項(xiàng)目管理的主要問(wèn)題之一就是風(fēng)險(xiǎn)管理問(wèn)題。中國(guó)企業(yè)目前對(duì)這些問(wèn)題并沒(méi)有認(rèn)真考慮。本文通過(guò)對(duì)中非建設(shè)項(xiàng)目調(diào)查和采訪來(lái)識(shí)別中非國(guó)際建設(shè)項(xiàng)目的主要風(fēng)險(xiǎn)源�；谡{(diào)查分析所得到的數(shù)據(jù)，通過(guò)實(shí)證研究識(shí)別了在項(xiàng)目每個(gè)階段的風(fēng)險(xiǎn)，并根據(jù)其嚴(yán)重程度和發(fā)生概率運(yùn)用層次分析方法(AHP)來(lái)分析主要風(fēng)險(xiǎn)和風(fēng)險(xiǎn)源，結(jié)合決策支持技術(shù)（DST）來(lái)評(píng)估其發(fā)生嚴(yán)重程度。在風(fēng)險(xiǎn)分析的基礎(chǔ)上，針對(duì)主要項(xiàng)目風(fēng)險(xiǎn)提出相應(yīng)的應(yīng)對(duì)措施，以通過(guò)有效的風(fēng)險(xiǎn)管理來(lái)減少目前中非國(guó)際建設(shè)項(xiàng)目中所遇到費(fèi)用增加以及項(xiàng)目交付延誤等風(fēng)險(xiǎn)。 研究結(jié)果表明，在中非國(guó)際建設(shè)項(xiàng)目(SA-ICPs)實(shí)施過(guò)程中，施工籌建階段缺乏對(duì)施工現(xiàn)場(chǎng)、環(huán)境以及組織文化差異的調(diào)查，是最大風(fēng)險(xiǎn)源之一。本文創(chuàng)新性地提出了履行風(fēng)險(xiǎn)管理的不同研究框架以及文化管理方法的解決方案，，并應(yīng)用該框架及方案對(duì)兩個(gè)項(xiàng)目案例進(jìn)行評(píng)估，研究結(jié)果表明了該研究框架及方案對(duì)中非國(guó)際建設(shè)程項(xiàng)目的風(fēng)險(xiǎn)管理研究的有效性。 本文的研究，為中國(guó)承包商及當(dāng)?shù)貥I(yè)主（政府）了解中非建設(shè)工程項(xiàng)目風(fēng)險(xiǎn)并依據(jù)項(xiàng)目風(fēng)險(xiǎn)評(píng)估的結(jié)果來(lái)管理項(xiàng)目過(guò)程中所遇到的主要風(fēng)險(xiǎn)提供了參考和幫助。
[Abstract]:Trade between China and Africa has grown in recent years, reaching $198.5 billion in 2012 and estimated at $385 billion in 2015. The African continent is China's most important economic partner (ahead of France and the United States), but Chinese companies, especially those related to construction, are facing a series of management problems in Africa if they do not take appropriate measures. This is likely to pose a serious threat to their future expansion in the African construction market. One of the main problems of international construction project management in China and Africa is risk management. Chinese companies are currently not seriously considering these issues. In this paper, the main risk sources of China-Africa international construction projects are identified through the investigation and interview of China-Africa construction projects. Based on the data obtained from the investigation and analysis, this paper identifies the risks in each stage of the project through empirical research, and analyzes the main risks and risk sources by using the analytic hierarchy process (AHP) method according to the severity and probability of occurrence. Combined with decision support technology (DST) to evaluate the severity of its occurrence. On the basis of risk analysis, this paper puts forward corresponding measures to deal with the risk of major projects, so as to reduce the risks such as the increase of cost and the delay of project delivery in the current China-Africa international construction projects through effective risk management. The results show that during the implementation of SA-ICPs, the lack of investigation on site, environment and organizational culture is one of the biggest risk sources. This paper innovatively proposes different research frameworks and cultural management solutions to fulfill risk management, and applies the framework and scheme to evaluate two project cases. The results show the effectiveness of the research framework and scheme in the risk management of China-Africa International Construction Program. The research in this paper provides reference and help for Chinese contractors and local owners (government) to understand the risk of non-construction project and manage the main risks in the process of project risk assessment according to the results of project risk assessment.
