【摘要】：“十二五”期間，國家和自治區(qū)明確提出了積極推進新疆新型城鎮(zhèn)化進程的要求，新疆面臨著諸多的發(fā)展機遇，但是目前新疆城鎮(zhèn)化水平較低，區(qū)域差異性大，對新型城鎮(zhèn)化發(fā)展產(chǎn)生的不利影響因素較多。加強新疆新型城鎮(zhèn)化發(fā)展研究，規(guī)劃城鎮(zhèn)化總體空間布局，有利于科學推進新型城鎮(zhèn)化發(fā)展進程，促進新型工業(yè)化、農(nóng)業(yè)現(xiàn)代化與新型城鎮(zhèn)化協(xié)調(diào)發(fā)展、加強生態(tài)環(huán)境保護、統(tǒng)籌城鄉(xiāng)空間資源配置，對實現(xiàn)新疆跨越式發(fā)展和長治久安、實現(xiàn)全面建設(shè)小康社會目標具有重大意義。 本文采用了定性分析與定量分析相結(jié)合的方法，首先系統(tǒng)歸納和總結(jié)國內(nèi)外城鎮(zhèn)化的現(xiàn)狀與發(fā)展趨勢；其次是分析新疆城鎮(zhèn)體系發(fā)展歷程以及城鎮(zhèn)體系和城鎮(zhèn)化的現(xiàn)狀特征，指出新疆城鎮(zhèn)化進程中的問題及其主要影響因素；再次以走“內(nèi)外雙驅(qū)、量質(zhì)并重、和諧包容、生態(tài)宜居、兵地共融的新疆特色城鎮(zhèn)化道路”的中心思想為指導(dǎo)，分析探討新疆新型城鎮(zhèn)化的發(fā)展策略，，提出新疆新型城鎮(zhèn)化發(fā)展目標；最后從城鎮(zhèn)空間結(jié)構(gòu)、中心城市等級體系、產(chǎn)業(yè)發(fā)展布局、旅游發(fā)展空間布局四大方面規(guī)劃構(gòu)建新疆新型城鎮(zhèn)化總體空間布局，為落實新疆新型城鎮(zhèn)化發(fā)展目標提供城鎮(zhèn)建設(shè)發(fā)展指導(dǎo)。
[Abstract]:During the 12th Five-Year Plan period, the state and the autonomous region clearly put forward the requirements for actively promoting the new urbanization process in Xinjiang. Xinjiang is faced with many development opportunities, but at present the urbanization level in Xinjiang is relatively low and the regional differences are large. There are many unfavorable factors to the development of new urbanization. To strengthen the research on the development of new urbanization in Xinjiang and to plan the overall spatial distribution of urbanization is conducive to the scientific advancement of the development of new urbanization, the promotion of new industrialization, the coordinated development of agricultural modernization and new urbanization, and the strengthening of ecological environment protection. The overall allocation of urban and rural space resources is of great significance to the realization of Xinjiang's great-leap-forward development and long-term stability and the goal of building a well-off society in an all-round way. This paper adopts the method of combining qualitative analysis with quantitative analysis. Firstly, it summarizes and summarizes the present situation and development trend of urbanization at home and abroad, secondly, it analyzes the development course of urban system in Xinjiang and the characteristics of urban system and urbanization in Xinjiang. The paper points out the problems in the process of urbanization in Xinjiang and its main influencing factors, and takes the central idea of "internal and external dual drive, equal emphasis on quantity and quality, harmony and tolerance, ecological livability and integration of soldiers and places" as the central idea of urbanization in Xinjiang. This paper analyzes and discusses the development strategy of new urbanization in Xinjiang, puts forward the development goal of new urbanization in Xinjiang, and finally, from the perspective of urban spatial structure, central city grade system, industrial development layout, Four major aspects of tourism development spatial layout to construct the overall spatial layout of new urbanization in Xinjiang to provide guidance for the implementation of the new urbanization development goal in Xinjiang.
