南寧市生態(tài)宜居城市發(fā)展能力綜合評價研究

【摘要】：在當前經(jīng)濟飛速發(fā)展的時代，，城市化發(fā)展步伐加快，城市規(guī)模不斷擴大，城市人口急劇增加，各種“城市病”突出顯現(xiàn)，使得建設(shè)生態(tài)宜居城市成為眾多城市發(fā)展的必然選擇。 發(fā)展生態(tài)宜居城市，是實施可持續(xù)發(fā)展戰(zhàn)略的需要，是解決快速城市化與生態(tài)環(huán)境保護之間矛盾的主要方法，也是改善城市生態(tài)環(huán)境，推動綠色經(jīng)濟發(fā)展，促進城市經(jīng)濟實力增強的主要途徑。 在對南寧市生態(tài)宜居城市發(fā)展現(xiàn)狀進行分析的基礎(chǔ)上，對南寧市生態(tài)宜居城市發(fā)展能力進行評價。首先，綜合國內(nèi)外專家學者的研究成果，并結(jié)合南寧的城市特征，從城市基礎(chǔ)、城市生態(tài)、城市社會服務(wù)等三方面確定評價指標；然后運用主成分分析法和回歸分析法對生態(tài)宜居城市的發(fā)展能力、耦合性和協(xié)調(diào)性進行評價分析。最后得出相關(guān)結(jié)論： （1）在發(fā)展能力方面，城市基礎(chǔ)、城市生態(tài)、城市社會服務(wù)等方面的發(fā)展能力和生態(tài)宜居城市的綜合發(fā)展能力都得到了明顯了的提高。但是，在產(chǎn)業(yè)結(jié)構(gòu)、城市交通基礎(chǔ)設(shè)施、人均收入水平、環(huán)保資金投入、廢棄物（主要是固體廢棄物）回收利用率、教育醫(yī)療衛(wèi)生條件、社會保障覆蓋率、社會治安等方面還有待加強和完善。 （2）在耦合性方面，城市基礎(chǔ)與城市生態(tài)之間的耦合性最高，說明了城市基礎(chǔ)建設(shè)與城市生態(tài)環(huán)境保護協(xié)調(diào)發(fā)展。城市基礎(chǔ)與城市社會服務(wù)之間、城市生態(tài)與城市社會服務(wù)之間的耦合性相對低，說明生態(tài)宜居城市發(fā)展系統(tǒng)還沒有進入?yún)f(xié)調(diào)發(fā)展的狀態(tài)。 （3）在貢獻度方面，城市基礎(chǔ)發(fā)展的貢獻度最大，城市社會服務(wù)的貢獻度次之，城市生態(tài)的貢獻度最小。 （4）在協(xié)調(diào)性方面，可以分為三個階段：第一階段（1997年—2001年），城市基礎(chǔ)發(fā)展能力持續(xù)穩(wěn)定地增強，城市生態(tài)發(fā)展能力和城市社會服務(wù)發(fā)展能力也得到不斷的提升，城市發(fā)展系統(tǒng)由不協(xié)調(diào)到較為協(xié)調(diào)。第二階段（2002年—2005年），城市基礎(chǔ)發(fā)展能力、城市生態(tài)發(fā)展能力、城市社會服務(wù)發(fā)展能力及其綜合發(fā)展能力都得到顯著的提高，城市發(fā)展系統(tǒng)協(xié)調(diào)性較好。第三階段（2006年—2011年），城市基礎(chǔ)發(fā)展能力增強速度加快，城市生態(tài)發(fā)展能力也快速增強，而城市社會服務(wù)跟不上城市基礎(chǔ)、城市生態(tài)的發(fā)展步伐，導致城市發(fā)展系統(tǒng)不協(xié)調(diào)。 為了順利地建設(shè)生態(tài)宜居城市，應(yīng)鞏固城市基礎(chǔ)建設(shè)，提升城市生態(tài)環(huán)境質(zhì)量，完善城市社會服務(wù)，促進南寧市全方位發(fā)展。
[Abstract]:In the current era of rapid economic development, the pace of urbanization is accelerating, the scale of cities is expanding, the urban population is increasing rapidly, and all kinds of "urban diseases" are highlighted, so the construction of eco-livable cities has become an inevitable choice for the development of many cities. The development of eco-livable city is the need of implementing the strategy of sustainable development, the main method to solve the contradiction between rapid urbanization and ecological environment protection, and the improvement of urban ecological environment to promote the development of green economy. The main way to promote the strength of urban economy. Based on the analysis of the present situation of ecological livable city in Nanning city, the development ability of ecological livable city in Nanning city is evaluated. First of all, synthesizing the research results of experts and scholars at home and abroad, and combining with the urban characteristics of Nanning, from the urban foundation, urban ecology, urban social services and other three aspects to determine the evaluation index; Then principal component analysis and regression analysis were used to evaluate the development ability, coupling and coordination of eco-livable cities. Finally, some conclusions are drawn as follows: (1) in terms of development capacity, urban basic, urban ecology, urban social services and the comprehensive development of eco-livable cities have been significantly improved. However, in terms of industrial structure, urban transport infrastructure, per capita income level, investment in environmental protection funds, recycling and utilization of waste (mainly solid waste), education, medical and health conditions, social security coverage, Social security and other aspects need to be strengthened and improved. (2) the coupling between urban infrastructure and urban ecology is the highest, indicating the coordinated development of urban infrastructure and urban ecological environment protection. The coupling between urban ecology and urban social services is relatively low, which indicates that the eco-livable urban development system has not entered the state of coordinated development. (3) in terms of contribution, The contribution of urban basic development is the largest, the contribution of urban social services is the second, and the contribution of urban ecology is the least. (4) in terms of coordination, It can be divided into three stages: the first stage (1997-2001), the ability of urban basic development to increase steadily, and the ability of urban ecological development and urban social services to be continuously improved. Urban development system from uncoordinated to more coordinated. In the second stage (2002-2005), the ability of urban basic development, urban ecological development, urban social service development and its comprehensive development have been significantly improved, and the coordination of urban development system is better. The pace of urban ecological development leads to the disharmony of urban development system.
