工程量清單計價模式下的建設(shè)工程評標(biāo)研究

【摘要】:隨著我國改革開放的深入,中國經(jīng)濟(jì)已融入全球市場,國內(nèi)市場已逐步國際化,為了迫切適用這種形式,我國于2003年頒布了《建設(shè)工程工程量清單計價規(guī)范》(GB50500-2003)。但是工程量清單計價作為造價管理領(lǐng)域的一項新舉措,它的實施需要多方面的配套與改革,評標(biāo)體系的改革與創(chuàng)新便是其中一個很重要的方面。 本文詳細(xì)分析了我國現(xiàn)階段評標(biāo)體系的特點并指出了現(xiàn)行評標(biāo)體系存在的問題,著重分析了工程量清單計價模式下評標(biāo)的主要影響因素,根據(jù)我國建設(shè)項目的特點,建立了由商務(wù)指標(biāo)、技術(shù)指標(biāo)、承包商資質(zhì)與信譽以及項目實施團(tuán)隊四大指標(biāo)模塊組成的建設(shè)項目評標(biāo)指標(biāo)體系,使中標(biāo)條件由單一的價格因素向綜合因素轉(zhuǎn)變。本文采用解釋結(jié)構(gòu)(ISM)模型,對商務(wù)指標(biāo)子體系、技術(shù)指標(biāo)子體系、承包商資質(zhì)和信譽指標(biāo)子體系、項目團(tuán)隊指標(biāo)子體系中的指標(biāo)因素分析,建立鄰接矩陣和可達(dá)矩陣,,從而得到指標(biāo)因素遞階結(jié)構(gòu)有向圖。遞階結(jié)構(gòu)有向圖中顯示指標(biāo)因素不同層次的劃分,由這種層次關(guān)系分析指標(biāo)因素的相互影響關(guān)系。將指標(biāo)因素的相互影響關(guān)系作為建立ANP模型的輸入,從而建立ANP模式下的工程量清單評標(biāo)體系,在此體系基礎(chǔ)上建立未加權(quán)超矩陣、加權(quán)超矩陣和極限矩陣,并進(jìn)行一致性檢驗,求得各個指標(biāo)因素的權(quán)重。運用網(wǎng)絡(luò)層次灰色關(guān)聯(lián)方法,由灰色關(guān)聯(lián)系數(shù)求得灰色關(guān)聯(lián)矩陣,并將指標(biāo)的權(quán)重加入到求解灰色關(guān)聯(lián)度的計算上。引入ANP的權(quán)重計算結(jié)果求解綜合關(guān)聯(lián)度,避免了傳統(tǒng)灰色關(guān)聯(lián)分析方法不能兼顧指標(biāo)因素影響程度大小的缺陷。并對北京高井燃?xì)忭椖緽標(biāo)段(一拖一機組)的招投標(biāo)項目進(jìn)行實例分析。通過開展上述研究,保護(hù)招投標(biāo)雙方的權(quán)益,維護(hù)正常的競爭秩序,充分體現(xiàn)評標(biāo)工作的公開、公平和公正的原則。
[Abstract]:With the deepening of China's reform and opening up, China's economy has been integrated into the global market, and the domestic market has been internationalized step by step. In order to apply this form urgently, in 2003, our country promulgated the "Construction quantity list valuation Standard" (GB50500-2003). However, as a new measure in the field of cost management, the bill of quantities valuation needs to be matched and reformed in many aspects, and the reform and innovation of bid evaluation system is one of the most important aspects. This paper analyzes in detail the characteristics of the bid evaluation system in our country at present and points out the problems existing in the current bid evaluation system, and emphatically analyzes the main influencing factors of the bid evaluation under the valuation mode of bill of quantities, according to the characteristics of the construction projects in our country. The evaluation index system of construction project is established, which is composed of four index modules: commercial index, technical index, contractor qualification and reputation, and project implementation team, which makes the bid winning condition change from a single price factor to a comprehensive factor. In this paper, the ISM model is used to analyze the sub-system of business index, technical index, contractor qualification and reputation, and the index system of project team, and to establish the adjoining matrix and reachable matrix. Thus, the hierarchical structure digraphs of index factors are obtained. Hierarchical structure digraphs show the division of different levels of index factors and analyze the interaction of index factors with this hierarchy relationship. In this paper, the interrelation of index factors is taken as the input of ANP model, and the evaluation system of bill of quantities in ANP mode is established. On the basis of this system, the unweighted super matrix, weighted super matrix and limit matrix are established. And carries on the consistency test, obtains each index factor weight. The grey correlation matrix is obtained from the grey correlation coefficient by using the network hierarchy grey correlation method, and the weight of the index is added to the calculation of the grey correlation degree. The weight calculation results of ANP are introduced to solve the comprehensive correlation degree, which avoids the defect that the traditional grey correlation analysis method can not take into account the influence degree of the index factors. This paper also analyzes the bidding project of Beijing Gaojing Gas Project B (one towing unit). Through the above research, we can protect the rights and interests of the bidding parties, maintain the normal competition order, and fully embody the principles of openness, fairness and impartiality in bid evaluation.
