【摘要】：當(dāng)前中國城市空間增長進(jìn)入轉(zhuǎn)型發(fā)展階段，突出表現(xiàn)為由追求量的增加向追求質(zhì)的提升。城市規(guī)劃范式也相應(yīng)地由增長拉動型向增長管理型轉(zhuǎn)型，以彌補快速增長帶來的負(fù)面效應(yīng)。城市增長邊界作為空間增長管理的政策工具之一，以“生態(tài)優(yōu)先”保護城市生態(tài)本底，以“精明增長”提升城市內(nèi)部空間績效，在協(xié)調(diào)保護與發(fā)展需求之間起到了重要作用。 現(xiàn)行的城市規(guī)劃編制辦法已經(jīng)明確了在城市總體規(guī)劃中劃定城市增長邊界的需求，在總規(guī)層面引入了精明增長理念。但不同編制主體對于增長邊界的內(nèi)涵與劃定方法理解不同，難以發(fā)揮實效。因此，如何科學(xué)合理地劃定城市增長邊界，使其兼具地方特色和推廣意義，成為關(guān)系到城市可持續(xù)發(fā)展的重大問題。蘇州地處長三角城市群核心區(qū)，是我國經(jīng)濟發(fā)達(dá)、人口密集、綜合競爭力強的重要戰(zhàn)略區(qū)域。經(jīng)過改革開放后30年的發(fā)展，蘇州已經(jīng)處于工業(yè)化時期加速向后工業(yè)化時期轉(zhuǎn)型的階段，，前一個時期城市建設(shè)用地曾呈現(xiàn)粗放式增長為主，迫切需要劃定城市增長邊界進(jìn)行增長管理。 本文以蘇州為案例，采用定性與定量相結(jié)合的方法劃定城市增長邊界。首先分析蘇州城市增長歷程與影響因素作為UGB評價指標(biāo)建立的基礎(chǔ)；考慮生態(tài)與工程地質(zhì)條件等方面因素區(qū)分可建設(shè)與不可建設(shè)用地，劃定城市剛性增長邊界；綜合考慮生態(tài)、建設(shè)條件、人口分布、經(jīng)濟發(fā)展、基礎(chǔ)設(shè)施等方面因素，采用主成分分法進(jìn)行增長潛力分析，并結(jié)合聚類分析確定城市增長區(qū)，劃定城市彈性增長邊界。在城市增長邊界的應(yīng)用方面，本文結(jié)合城市功能區(qū)分析對邊界內(nèi)總體規(guī)劃城市建設(shè)用地選擇進(jìn)行探索，并以南部新功能區(qū)為例進(jìn)行用地空間布局設(shè)想，以期對精明增長模式下的城市空間規(guī)劃途徑進(jìn)行探討。 本文的主要結(jié)論是：（1）城市增長邊界劃定需要綜合考慮生態(tài)、經(jīng)濟、社會因素，宜采用定性與定量結(jié)合的方法；（2）城市增長邊界劃定可以為科學(xué)利用和管理城市總體規(guī)劃層面建設(shè)用地和非建設(shè)用地提供技術(shù)支撐。
[Abstract]:As one of the policy tools for the management of space growth , the urban growth boundary is one of the policy tools for the management of space growth . The urban growth boundary serves as one of the policy tools for the management of space growth .

The present urban planning method has clearly defined the demand for the demarcation of the urban growth boundary in the general planning of the city , and introduced the concept of smart growth at the general level . However , how to scientifically and reasonably define the boundary of the urban growth is an important strategic region of the sustainable development of the city . Therefore , how to scientifically and reasonably define the urban growth boundary is an important strategic region of the development of the city sustainable development .

This paper uses Suzhou as a case to define the boundary of urban growth by combining qualitative and quantitative methods . Firstly , it analyzes the growth history and influencing factors of Suzhou city as the basis of UGB evaluation index .
Considering the factors such as ecological and engineering geological conditions , it is possible to distinguish between construction and non - construction land , and to delineate the boundary of urban rigid growth ;
Considering the factors such as ecology , construction condition , population distribution , economic development , infrastructure and so on , the author uses principal component method to analyze the growth potential , and combines the cluster analysis to determine the urban growth area .

The main conclusion of this paper is : ( 1 ) The definition of urban growth boundary needs to take comprehensive consideration of ecological , economic and social factors , and it is advisable to adopt qualitative and quantitative combination method ;
( 2 ) The delineation of the urban growth boundary can provide technical support for the scientific utilization and management of the urban master plan level construction land and the non - construction land .
