【摘要】：城市交通規(guī)劃是在調查分析現(xiàn)狀交通需求和運行狀態(tài)的基礎上，運用科學方法預測規(guī)劃年限內的交通發(fā)生量、吸引量、確定承擔城市交通的方式，進行合理的交通分配，達到滿足交通需求的目的。隨著城市化和工業(yè)化進程的加快，機動車交通呈現(xiàn)出井噴式的發(fā)展趨勢，然而傳統(tǒng)的城市交通規(guī)劃雖然一定程度上緩解了交通問題，卻忽略了城市交通對環(huán)境的污染狀況，對資源的浪費情況。傳統(tǒng)的城市交通規(guī)劃多為被動的接受交通需求的要求，沒有起到引導交通良性發(fā)展的作用。 綠色交通是一種全新的理念，旨在引導人們根據(jù)出行距離，優(yōu)先選擇更為環(huán)保、節(jié)能的交通工具，實現(xiàn)交通與環(huán)境、交通與資源以及交通與社會的和諧發(fā)展。因此，，可以將綠色交通的總體目標歸納為提高運輸效率、降低能源消耗和減少環(huán)境污染三個方面。面對嚴峻的交通擁堵和環(huán)境破壞的現(xiàn)狀，將綠色交通的理念融入到城市交通規(guī)劃勢在必行。 基于綠色交通的城市交通規(guī)劃是從如何降低能源消耗、減少環(huán)境的污染和提高客貨運輸效率的角度著手的。本文首先從國內外的城市交通規(guī)劃發(fā)展歷程切入，反思傳統(tǒng)城市交通規(guī)劃的特點和不足。其次對綠色交通的內涵進行了深入的解析，并選取了典型城市的綠色交通規(guī)劃為我國的綠色交通提供實踐經驗和啟示。然后重點研究基于綠色交通的城市交通規(guī)劃方法的改進，分別從規(guī)劃目標、規(guī)劃對策、規(guī)劃理念、規(guī)劃方法和評價指標體系等方面進行改進。最后選取了鹽城市綠色交通規(guī)劃作為案例佐證，為引導城市交通規(guī)劃朝著節(jié)能減排、舒適安全、綠色文明的方向發(fā)展提供參考。
[Abstract]:Urban traffic planning is based on the investigation and analysis of the current traffic demand and operation state, the use of scientific methods to predict the amount of traffic in the planning period, attract quantity, determine the way to bear urban traffic, and carry out reasonable traffic distribution. To meet the needs of traffic. With the acceleration of urbanization and industrialization, motor vehicle traffic shows a trend of blowout development. However, although the traditional urban traffic planning alleviates traffic problems to a certain extent, it ignores the pollution of urban traffic to the environment. Waste of resources Traditional urban traffic planning is passive to accept the requirements of traffic demand, and does not play a role in guiding the benign development of traffic. Green traffic is a new concept, which aims to guide people to choose more environmentally friendly and energy-saving means of transportation according to travel distance, and to realize the harmonious development of traffic and environment, traffic and resources, and traffic and society. Therefore, the overall goal of green transportation can be summarized as three aspects: improving transportation efficiency, reducing energy consumption and reducing environmental pollution. In the face of severe traffic congestion and environmental damage, it is imperative to integrate the concept of green traffic into urban traffic planning. Urban traffic planning based on green traffic is based on how to reduce energy consumption, reduce environmental pollution and improve the efficiency of passenger and freight transportation. In this paper, the characteristics and shortcomings of traditional urban traffic planning are reflected from the development of urban traffic planning at home and abroad. Secondly, the connotation of green traffic is deeply analyzed, and the green traffic planning of typical cities is selected to provide practical experience and inspiration for green traffic in our country. Then it focuses on the improvement of urban traffic planning method based on green traffic, respectively from the planning objectives, planning countermeasures, planning ideas, planning methods and evaluation index system. Finally, the green transportation planning of Yancheng City is selected as a case study, which provides a reference for guiding the development of urban traffic planning towards the direction of energy saving, comfort, safety and green civilization.
