【摘要】：中國EPC工程總承包在進30年在發(fā)展很迅速，但是在工程總承包行業(yè)高速發(fā)展的同時，風險管理和控制意識和方式相對薄弱。本論文研究的方向即在EPC總承包高速發(fā)展的形勢下，如何加強EPC工程項目中的風險管理和控制。EPC工程總承包項目的總承包商按照和業(yè)主或者投資者簽訂的合同規(guī)定，對工程項目實施工程中工程設計、設備和材料的采購、工程施工、工程的投入使用進行全面承包的工程總承包第三方服務類型�？偝邪桃勒蘸贤s定對自己承包的工程的質量問題、安全狀況、如期完成情況等向業(yè)主或者投資者負責。這種將工程項目中絕大部分風險都轉嫁到承包商身上的做法下承包商承擔了很大的風險，如果不能在項目投標和執(zhí)行階段很好的研究和控制風險，將會給承包商和項目帶來巨大的損失。本文在對EPC工程總承包這種模式特征、發(fā)展起源進行深入剖析的基礎之上，結合EPC工程總承包模式以及風險管理的特點和要點，從EPC工程項目風險識別、風險評估以及風險控制三個方面闡述如何對EPC工程總承包的風險進行管控。最后以國際水泥廠工程項目投標為例，通過對項目執(zhí)行階段工程設計，，法律法規(guī)，稅賦等方面的分析來說明風險管理和控制的方案。通過本文的研究希望能為EPC工程總承包的管理者和決策者在項目執(zhí)行過程風險管理和控制提供有用的借鑒指導。
[Abstract]:EPC project contracting in China has been developing rapidly in the past 30 years, but the risk management and control consciousness and mode are relatively weak while the engineering general contracting industry develops at a high speed. The research direction of this paper is how to strengthen the risk management and control in EPC project under the situation of EPC's rapid development. The general contractor of EPC project is in accordance with the contract stipulation signed with the owner or investor. The third party service type of engineering design, purchase of equipment and materials, project construction, investment and use of project in the implementation of engineering project. The general contractor shall be responsible to the employer or investor for the quality, safety, and completion of the works contracted by the contractor in accordance with the contract. By transferring most of the risks in the project to the contractor, the contractor bears a great deal of risk if the risk is not well studied and controlled during the bidding and execution stages of the project. Will bring huge losses to contractors and projects. On the basis of deeply analyzing the characteristics and origin of EPC project general contracting mode, combined with the characteristics and key points of EPC project general contracting mode and risk management, this paper analyzes the risk identification of EPC project. How to control the risk of EPC project contracting is discussed in three aspects: risk assessment and risk control. Finally, taking the international cement plant project bidding as an example, the project design, laws and regulations, tax and other aspects of the project implementation stage are analyzed to illustrate the risk management and control scheme. It is hoped that the research in this paper can provide useful guidance for EPC project managers and decision makers in the process of risk management and control of project execution.
