基于風(fēng)險(xiǎn)理論的承包方案索賠管理研究

【摘要】:近年來,隨著我國建設(shè)項(xiàng)目規(guī)模的擴(kuò)大和復(fù)雜性的增加,對(duì)項(xiàng)目管理提出了更高的要求。而且,項(xiàng)目復(fù)雜性和不確定性越來越大,導(dǎo)致工程索賠事件也越來越多。不少專家學(xué)者愈發(fā)意識(shí)到索賠管理在項(xiàng)目管理中越來越重要。建設(shè)項(xiàng)目在實(shí)施的每一個(gè)階段都可能發(fā)生索賠事件,而每一個(gè)索賠事件的發(fā)生都是由不確定的風(fēng)險(xiǎn)因素引起的。對(duì)承包方來講,索賠風(fēng)險(xiǎn)的出現(xiàn)意味著索賠機(jī)會(huì)的出現(xiàn),因此為了使承包方在項(xiàng)目管理中更加順利的維護(hù)自身合法利益,很有必要從索賠風(fēng)險(xiǎn)的角度對(duì)承包方建設(shè)項(xiàng)目施工索賠管理進(jìn)行研究。 本文首先對(duì)索賠及風(fēng)險(xiǎn)的相關(guān)理論進(jìn)行闡述,主要介紹索賠的分類、索賠依據(jù)、索賠程序、索賠風(fēng)險(xiǎn)概念、特點(diǎn)以及索賠風(fēng)險(xiǎn)分析管理的過程與內(nèi)容等。 其次對(duì)索賠風(fēng)險(xiǎn)相關(guān)因素的識(shí)別進(jìn)行了研究,提出了采用工作分解結(jié)構(gòu)-風(fēng)險(xiǎn)分解結(jié)構(gòu)(WBS-RBS)來識(shí)別索賠風(fēng)險(xiǎn)因素的方法,并構(gòu)建基于WBS-RBS的索賠風(fēng)險(xiǎn)因素識(shí)別模型。 然后運(yùn)用模糊層次分析法(FAHP)和模糊綜合評(píng)價(jià)的數(shù)學(xué)方法,針對(duì)索賠風(fēng)險(xiǎn)的評(píng)價(jià)問題進(jìn)行了研究,由之前的索賠風(fēng)險(xiǎn)識(shí)別結(jié)果總結(jié)提出了索賠風(fēng)險(xiǎn)評(píng)價(jià)的指標(biāo)體系,并建立了索賠風(fēng)險(xiǎn)的FAHP及模糊綜合評(píng)價(jià)模型。 之后在以上研究的基礎(chǔ)上,針對(duì)承包方索賠管理的措施與對(duì)策進(jìn)行了探討,提出了索賠管理的組織結(jié)構(gòu)、索賠程序泳道圖、索賠矩陣以及業(yè)主與承包方共同延誤下總時(shí)差分配的計(jì)算公式。通過這些對(duì)策措施,可以使索賠管理更加有效。 最后以X大型水利樞紐工程為例進(jìn)行了案例分析研究,驗(yàn)證以上所提的索賠風(fēng)險(xiǎn)識(shí)別方法和評(píng)價(jià)模型在實(shí)際項(xiàng)目中應(yīng)用的適用性和可行性。
[Abstract]:In recent years, with the expansion of the scale and complexity of construction projects in China, higher requirements for project management have been put forward. Moreover, the complexity and uncertainty of the project is increasing, resulting in more and more engineering claims. Many experts and scholars increasingly realize that claim management is becoming more and more important in project management. Claims may occur at every stage of construction project implementation, and each claim event is caused by uncertain risk factors. For the contractor, the emergence of claim risk means the emergence of claim opportunities, so in order to enable the contractor to more smoothly maintain their legitimate interests in project management, It is necessary to study the construction claim management of contractor construction project from the angle of claim risk. Firstly, this paper expounds the theory of claim and risk, mainly introduces the classification of claim, the basis of claim, the procedure of claim, The concept and characteristics of claim risk, the process and content of claim risk analysis and management, etc. Secondly, the identification of claim risk related factors is studied. A method of identifying claim risk factors using WBS-RBS-based WBS-RBS is put forward, and a claim risk factor identification model based on WBS-RBS is constructed. Then the fuzzy analytic hierarchy process (FAHP) and the mathematical method of fuzzy comprehensive evaluation are used. In this paper, the problem of claim risk evaluation is studied, and the index system of claim risk evaluation is put forward by summarizing the results of claim risk identification. The FAHP and fuzzy comprehensive evaluation model of claim risk are established. Based on the above research, the measures and countermeasures of contractor claim management are discussed, and the organization structure of claim management and the swimming lane chart of claim procedure are put forward. Claim matrix and calculation formula of total time difference distribution under joint delay between employer and contractor. Through these countermeasures, the claim management can be made more effective. Finally, taking X large water conservancy project as an example, the case study is carried out. The applicability and feasibility of the above mentioned claim risk identification method and evaluation model in practical projects are verified.
