【摘要】:作為城鎮(zhèn)發(fā)展和土地利用的重點(diǎn)區(qū)域,開發(fā)區(qū)在促進(jìn)我國經(jīng)濟(jì)快速發(fā)展中發(fā)揮了舉足輕重的作用。但在開發(fā)區(qū)土地利用中,重?cái)U(kuò)張輕挖潛、重規(guī)模輕效率、重引資輕規(guī)劃等問題仍然比較普遍。為保證我國經(jīng)濟(jì)社會可持續(xù)發(fā)展、提高土地資源持續(xù)保障能力、緩解土地供需矛盾,必須按照落實(shí)科學(xué)發(fā)展觀和建立資源節(jié)約型社會的要求,著力改變我國開發(fā)區(qū)外延擴(kuò)張、用地粗放的局面,建立集約高效的開發(fā)區(qū)用地模式。 開發(fā)區(qū)是以產(chǎn)業(yè)發(fā)展立區(qū),產(chǎn)業(yè)空間的高效利用關(guān)乎開發(fā)區(qū)的健康發(fā)展,在城市化快速發(fā)展的今天,更多的開發(fā)區(qū)也在經(jīng)歷單純的產(chǎn)業(yè)區(qū)向多功能復(fù)合的城市轉(zhuǎn)變,但又要保持其產(chǎn)業(yè)發(fā)展的本質(zhì),作為產(chǎn)業(yè)發(fā)展載體的產(chǎn)業(yè)空間的研究利用更應(yīng)受到重視。 本研究基于開發(fā)區(qū)產(chǎn)業(yè)空間利用的特殊性,利用ARCGIS軟件的空間分析及統(tǒng)計(jì)功能對開發(fā)區(qū)產(chǎn)業(yè)空間土地利用進(jìn)行分析,從產(chǎn)業(yè)空間土地的開發(fā)強(qiáng)度及產(chǎn)出強(qiáng)度出發(fā)對開發(fā)區(qū)產(chǎn)業(yè)空間利用效率的整體進(jìn)行評析,并對不同類型產(chǎn)業(yè)的空間利用效率進(jìn)行評比,全面掌握開發(fā)區(qū)產(chǎn)業(yè)空間土地集約狀況及產(chǎn)業(yè)空間前景測算,以期挖掘開發(fā)區(qū)在空間利用方面的潛力及選擇更利于開發(fā)區(qū)發(fā)展的產(chǎn)業(yè)類型,為開發(fā)區(qū)的產(chǎn)業(yè)空間拓展提供對策建議。 本文主要從六個方面進(jìn)行論述:首先對關(guān)于我國開發(fā)區(qū)發(fā)展歷程、開發(fā)區(qū)產(chǎn)業(yè)空間拓展、土地集約利用及GIS在土地集約利用評價(jià)的應(yīng)用等方面研究進(jìn)行概述;其次對土地集約利用相關(guān)的基本概念及內(nèi)涵進(jìn)行了簡單討論,并對目前的土地集約利用的理論基礎(chǔ)進(jìn)行闡述,總結(jié)了相關(guān)研究進(jìn)展;第三,以杭州經(jīng)濟(jì)技術(shù)開發(fā)區(qū)為例,進(jìn)行開發(fā)區(qū)產(chǎn)業(yè)空間及各類型產(chǎn)業(yè)空間土地集約利用的評價(jià);第四,對杭州經(jīng)濟(jì)技術(shù)開發(fā)區(qū)進(jìn)行了開發(fā)區(qū)產(chǎn)業(yè)空間土地集約利用潛力測算;第五,借鑒國內(nèi)相關(guān)經(jīng)驗(yàn),對開發(fā)區(qū)產(chǎn)業(yè)空間土地的集約化利用提出建議及做法。最后對論文所取得的成果以及存在的問題進(jìn)行了總結(jié),在此基礎(chǔ)上對今后的研究方向進(jìn)行了展望。
[Abstract]:As a key area of urban development and land use, development zones play an important role in promoting the rapid economic development of our country. However, in the land use of the development zone, it is still common to pay attention to the expansion, the scale and the efficiency, and the introduction of investment and the planning. In order to ensure the sustainable development of our country's economy and society, improve the ability of the sustainable guarantee of land resources and alleviate the contradiction between supply and demand of land, we must change the extension and expansion of development zones in our country in accordance with the requirements of implementing the scientific concept of development and establishing a resource-conserving society. Extensive land use situation, the establishment of intensive and efficient land use model. The development zone is based on the development of industry, the efficient use of industrial space is related to the healthy development of the development zone, in the rapid development of urbanization today, more development zones are also going through a simple industrial zone to a multi-functional urban transformation. However, in order to maintain the essence of industrial development, the research and utilization of industrial space as a carrier of industrial development should be paid more attention. Based on the particularity of industrial spatial utilization in the development zone, this study uses the spatial analysis and statistical function of ARCGIS software to analyze the industrial spatial land use of the development zone. Starting from the development intensity and output intensity of industrial spatial land, the paper evaluates the whole efficiency of industrial spatial utilization in the development zone, and compares the spatial utilization efficiency of different types of industries. In order to excavate the potential of the development zone in space utilization and to select the industry type that is more conducive to the development of the development zone, we can comprehensively grasp the intensive situation of industrial space land and the calculation of the industrial space prospect of the development zone. To provide countermeasures and suggestions for the industrial space expansion of the development zone. This paper mainly discusses from six aspects: first of all, it summarizes the development course, industrial space development, intensive land use and the application of GIS in the evaluation of land intensive use. Secondly, the basic concepts and connotation of intensive land use are briefly discussed, and the current theoretical basis of intensive land use is expounded, and the relevant research progress is summarized. Thirdly, taking Hangzhou Economic and technological Development Zone as an example, Industrial space and various types of industrial space intensive use of land evaluation; fourth, the development zone of Hangzhou economic and technological development zone industrial space intensive use of land potential calculation; fifthly, draw lessons from relevant domestic experience, The paper puts forward suggestions and practices for intensive utilization of industrial space land in the development zone. Finally, the achievements and existing problems are summarized, and the future research direction is prospected.
