【摘要】：摘要：政府投資項目能夠為整個社會、民眾提供和生產(chǎn)公共物品(設(shè)施及服務(wù)),是實現(xiàn)和改善公共服務(wù)、提高國民生活質(zhì)量的重要保障,其建設(shè)產(chǎn)品與社會公眾的利益息息相關(guān)。因此,如何保證政府投資項目的質(zhì)量,實現(xiàn)其有效服務(wù)于社會的目標(biāo),已經(jīng)成為許多學(xué)者和實踐工作者關(guān)注的焦點和熱點。 本文主要目的是通過探討項目質(zhì)量形成特征及影響因素,以構(gòu)建政府投資項目質(zhì)量保證的制度體系和組織體系,進(jìn)而對質(zhì)量實施有效的過程管控,從而為政府投資項目質(zhì)量管理提供理論支持和方法指導(dǎo)。主要研究工作如下： (1)研究政府投資項目質(zhì)量形成特征及影響因素。首先從過程(產(chǎn)品實現(xiàn)過程與管理過程)和組織兩方面討論政府投資項目質(zhì)量形成特征；然后從分析影響質(zhì)量的4M1E因素出發(fā),得出“人因”因素是影響質(zhì)量的最關(guān)鍵要素,并基于此進(jìn)一步從制度和組織兩方面探討了影響質(zhì)量的深層次原因。 (2)研究政府投資項目質(zhì)量保證制度體系。首先對政府投資項目質(zhì)量保證制度進(jìn)行分類分析和界定,在此基礎(chǔ)上討論質(zhì)量保證制度的功效,最后探究質(zhì)量保證制度存在的問題并提出相應(yīng)對策。 (3)研究政府投資項目質(zhì)量保證組織體系。首先分析和總結(jié)政府投資項目管理模式及其變遷,然后著重比較兩類代建制模式的內(nèi)涵和特點；在此基礎(chǔ)上,討論現(xiàn)有模式下政府和項目各參與方的質(zhì)量管理職責(zé),并探討如何構(gòu)建政府、市場與社會共同參與的質(zhì)量管理組織體系。 (4)研究政府投資項目質(zhì)量保證的過程實施。探討如何從制度和組織層面通過管控項目產(chǎn)品實現(xiàn)過程(決策、設(shè)計、施工、竣工驗收與交付使用和運(yùn)營維護(hù)等各階段)來保證政府投資項目質(zhì)量,闡述項目質(zhì)量過程管控的具體方法和措施。 (5)案例分析。以長沙河西交通樞紐項目質(zhì)量管理為實證研究對象,運(yùn)用前面提出的理論和方法,分析該項目質(zhì)量保證制度體系、組織體系和過程管控等內(nèi)容,并提出相關(guān)建議。圖5幅,表6個,參考文獻(xiàn)44篇
[Abstract]:Abstract: government investment projects can provide and produce public goods (facilities and services) for the whole society and the public, which is an important guarantee for the realization and improvement of public services and the improvement of the quality of life of the people. Its construction products are closely related to the interests of the public. Therefore, how to ensure the quality of government investment projects and achieve the goal of serving the society effectively has become the focus and focus of many scholars and practitioners. The main purpose of this paper is to establish the institutional system and organization system of quality assurance of government investment projects by discussing the forming characteristics and influencing factors of project quality, and then to implement effective process control of quality. So as to provide theoretical support and method guidance for government investment project quality management. The main work of the study is as follows: 1) to study the forming characteristics and influencing factors of the quality of government investment projects. The forming characteristics of the quality of government investment projects are discussed from the aspects of process (product realization process and management process) and organization, and then from the analysis of the 4M1E factors that affect the quality, it is concluded that "human factor" is the most important factor affecting the quality. On the basis of this, the paper further discusses the deep reasons of influencing quality from the two aspects of system and organization. 2) to study the system of quality assurance for government investment projects. This paper first analyzes and defines the quality assurance system of government investment projects, discusses the effectiveness of the quality assurance system on this basis, and finally probes into the problems existing in the quality assurance system and puts forward the corresponding countermeasures. Research on the quality assurance organization system of government investment projects. Firstly, the paper analyzes and summarizes the management mode of government investment project and its changes, then compares the connotation and characteristics of the two kinds of agent system mode, then discusses the responsibility of quality management of the government and the participants of the project under the existing mode. It also discusses how to construct the quality management organization system in which government, market and society participate together. Research on the implementation of the quality assurance process of government investment projects. This paper discusses how to ensure the quality of government investment projects from the system and organization level by controlling the process of project product realization (decision-making, design, construction, completion, acceptance, delivery, operation and maintenance, etc.). This paper expounds the concrete methods and measures of project quality process control. Case study. Taking the quality management of Changsha Hexi transportation hub project as the empirical research object, this paper analyzes the quality assurance system system, organization system and process control system of the project by using the theory and method put forward above, and puts forward some relevant suggestions. 5 figures, 6 tables, 44 references
