【摘要】：安全是城市發(fā)展的基礎(chǔ)，而安全的社區(qū)是城市有效抵御災(zāi)害的基石，城市防災(zāi)體系的完善離不開(kāi)其在社區(qū)的落實(shí)。社區(qū)作為整合各方資源的基層平臺(tái)，是各部門(mén)開(kāi)展防災(zāi)減災(zāi)工作的前沿陣地；同時(shí)，社區(qū)作為居民日常生活的場(chǎng)所，社區(qū)的防災(zāi)安全也直接關(guān)系到居民的生活安全與質(zhì)量。因此，如何整合社區(qū)的防災(zāi)資源，促進(jìn)社區(qū)防災(zāi)的常態(tài)化與可持續(xù)化建設(shè)，實(shí)現(xiàn)社區(qū)從應(yīng)對(duì)災(zāi)害向減小災(zāi)害風(fēng)險(xiǎn)的轉(zhuǎn)變，進(jìn)而構(gòu)建具有防災(zāi)能力的社區(qū)，都將是城市災(zāi)害風(fēng)險(xiǎn)日益復(fù)雜的今天所需探討的課題。 本文以“防災(zāi)社區(qū)”為研究對(duì)象，就綜合、可持續(xù)的社區(qū)防災(zāi)規(guī)劃與建設(shè)方法進(jìn)行探索。本文首先對(duì)“防災(zāi)社區(qū)”的研究背景、定義、基本理念及建設(shè)模式的系統(tǒng)梳理，提煉社區(qū)防災(zāi)規(guī)劃建設(shè)的主要層面及基本要素；與此同時(shí)，通過(guò)對(duì)北京地區(qū)防災(zāi)社區(qū)建設(shè)的實(shí)地調(diào)研，結(jié)合對(duì)美國(guó)、日本、中國(guó)臺(tái)灣地區(qū)的防災(zāi)社區(qū)建設(shè)經(jīng)驗(yàn)的分析與借鑒，分別從外部支撐和社區(qū)建設(shè)兩個(gè)層面，對(duì)北京地區(qū)社區(qū)防災(zāi)規(guī)劃建設(shè)的社會(huì)及空間資源整合進(jìn)行有益探索；提出了政府、社會(huì)、社區(qū)三方合作的防災(zāi)社區(qū)管理機(jī)制、具有防災(zāi)能力的社區(qū)空間單元建構(gòu)以及平災(zāi)結(jié)合的社區(qū)防災(zāi)理念；并通過(guò)對(duì)社區(qū)防災(zāi)相關(guān)規(guī)劃標(biāo)準(zhǔn)的梳理，，就不同層次防災(zāi)空間單元的設(shè)施配置標(biāo)準(zhǔn)及其空間組織模式進(jìn)行整理和歸納，期能對(duì)國(guó)內(nèi)防災(zāi)社區(qū)規(guī)劃與建設(shè)研究提供有益參考。
[Abstract]:Safety is the foundation of urban development, and safe community is the cornerstone of urban effective disaster resistance. The perfection of urban disaster prevention system can not be separated from its implementation in the community. As a basic platform for integrating resources, community is the front position for all departments to carry out disaster prevention and mitigation work. At the same time, community as a place of daily life, community disaster prevention safety is also directly related to the safety and quality of residents' lives. Therefore, how to integrate the disaster prevention resources of the community, promote the normalization and sustainable construction of community disaster prevention, realize the transformation of community from disaster response to disaster risk reduction, and then build a community with disaster prevention capacity. Urban disaster risk will be increasingly complex today need to explore the subject. In this paper, "disaster prevention community" as the research object, comprehensive, sustainable community disaster prevention planning and construction methods are explored. In this paper, the research background, definition, basic idea and construction mode of "disaster prevention community" are systematically combed, and the main levels and basic elements of community disaster prevention planning and construction are refined, at the same time, Through the field investigation of disaster prevention community construction in Beijing, combined with the analysis and reference of the experience of disaster prevention community construction in the United States, Japan and Taiwan, respectively from the external support and community building two levels, This paper probes into the integration of social and spatial resources in the planning and construction of disaster prevention in communities in Beijing, and puts forward the management mechanism of disaster prevention communities with the cooperation of government, society and community. Community space unit construction with disaster prevention ability and community disaster prevention concept of combining the level with disaster prevention; and through combing the related planning standards of community disaster prevention, In this paper, the facilities allocation standards and their spatial organization models of different disaster prevention space units are arranged and summarized, which can provide a useful reference for the study of disaster prevention community planning and construction in China.
