【摘要】：城市的未來較易預測，至少從發(fā)展的角度看，未來正在城市化的高速道路上。規(guī)劃層面上，城市規(guī)劃也有較為系統(tǒng)的理論與可操作的模式，預計人口增長，計算城市規(guī)模，控制建筑高度，限制用地容積率等等。但是鄉(xiāng)村的未來之路在何方？中國正經(jīng)歷前所未有的經(jīng)濟發(fā)展階段，大面積的土地工業(yè)化、城市化，鄉(xiāng)村剩余勞動力被城市化，導致鄉(xiāng)村的邊緣化。城鄉(xiāng)二元結構注定鄉(xiāng)村與城市的不同制，中國傳統(tǒng)社會是個鄉(xiāng)土社會，且各地地域發(fā)展不平衡，，即使到達高水平的城市化階段，鄉(xiāng)村仍占有上億的人口，鄉(xiāng)村面積更是遠大于城鎮(zhèn)。在大力發(fā)展城鎮(zhèn)的同時，不能忽視鄉(xiāng)村的視角，鄉(xiāng)村發(fā)展問題值得更多的研究關注。 近代中國的開端，社會制度的巨變也造成了對傳統(tǒng)鄉(xiāng)村社會的破壞，復興鄉(xiāng)村的運動就此拉開了序幕。城市化、工業(yè)化進程中，鄉(xiāng)村不僅哺育城市人口以糧食，更是提供了大量的勞動力，為城市化做出了巨大的貢獻，城市在城鄉(xiāng)關系中處于相對受益的一方。經(jīng)歷了建國六十多年的發(fā)展，如今，我國的城市化率已經(jīng)突破50%，在經(jīng)濟增長的背后，人們對于社會、文化的關注進一步提升，鄉(xiāng)村對于城市化所做出的犧牲逐漸被認識。本文基于鄉(xiāng)村的重要性，鄉(xiāng)村對于城市化的貢獻和犧牲，分析反哺的條件及可能性，提出了反哺鄉(xiāng)村是當前城市化發(fā)展狀況下鄉(xiāng)村發(fā)展的應然之舉。
[Abstract]:The future of cities is easy to predict, at least from a development point of view, the future is on the high-speed road of urbanization. At the planning level, urban planning also has a more systematic theory and operational model, predicting population growth, calculating the size of the city, controlling the height of buildings, limiting the land volume ratio, and so on. But where is the future of the country? China is experiencing an unprecedented stage of economic development. The industrialization and urbanization of large areas of land and the urbanization of rural surplus labor force lead to the marginalization of rural areas. The dual structure of urban and rural areas is doomed to different systems between rural and urban areas. The traditional Chinese society is a rural society, and the development of different regions is not balanced. Even when the urbanization stage is high, the rural areas still occupy hundreds of millions of people. Rural areas are much larger than towns. At the same time, we can not ignore the rural perspective, rural development deserves more research and attention. At the beginning of modern China, the great change of social system also caused the destruction to the traditional rural society. In the process of urbanization and industrialization, the countryside not only feeds the urban population with food, but also provides a large number of labor force, and makes a great contribution to urbanization, and the city is relatively beneficial in the relationship between urban and rural areas. After more than 60 years of development, the urbanization rate of our country has exceeded 50%. Behind the economic growth, people pay more attention to the society and culture, and the sacrifices made by the countryside to urbanization are gradually recognized. Based on the importance of rural areas, the contribution and sacrifice of villages to urbanization, this paper analyzes the conditions and possibilities of backfeeding rural areas, and puts forward that backfeeding rural areas is the necessary measure of rural development under the current situation of urbanization.
