【摘要】：隨著市場經(jīng)濟不斷深化，石油企業(yè)面臨著激烈的市場競爭環(huán)境，為尋求發(fā)展，，油田內(nèi)部投資的建設項目越來越多，加強對油田工程建設項目的造價管理與控制工作顯得越來越重要。構建有效的石油企業(yè)建設項目工程造價管理與控制體系，提升造價的效益性，及時發(fā)現(xiàn)、解決建設項目管理中存在的問題，對確保項目目標的實現(xiàn)，降低項目投資風險，提高石油企業(yè)建設項目的資源利用率和經(jīng)濟效益等具有重要的意義。 論文采用文獻研究、理論研究和案例分析相結合的方法對油田工程建設項目造價管理與控制進行了系統(tǒng)研究。首先，重點從建設項目特點、建設項目管理的控制目標、工程造價管理與控制的產(chǎn)生與發(fā)展、工程造價管理與控制特征等方面對工程建設項目工程造價管理的相關基礎理論進行了闡述；然后，在建設項目管理理論和工程造價管理與控制理論的基礎上，詳細論述了工程建設項目造價管理與控制及建設項目全過程管理的主要內(nèi)容；通過對具體工程——新利深1井井口及管線安裝工程全過程工程造價管理與控制進行分析，論證全過程造價管理與控制理論的實用性和有效性。但目前油田工程建設項目全過程造價管理與控制還存在一定的問題；文章最后對油田工程建設項目全過程造價管理與控制的進一步應用提出了建議與對策。
[Abstract]:With the deepening of the market economy, petroleum enterprises are facing a fierce market competition environment. In order to seek development, there are more and more internal investment projects in oil fields.It is more and more important to strengthen the cost management and control of oil field construction project.To construct an effective management and control system of construction project cost in petroleum enterprises, to improve the efficiency of construction cost, to find out in time, to solve the problems existing in construction project management, to ensure the realization of project objectives, and to reduce the risk of project investment.It is of great significance to improve the utilization ratio of resources and economic benefits of construction projects of petroleum enterprises.In this paper, the cost management and control of oil field construction project are systematically studied by the methods of literature research, theoretical research and case analysis.First of all, focus on the characteristics of construction projects, the control objectives of construction project management, the production and development of project cost management and control,The basic theories of engineering cost management are expounded in the aspects of engineering cost management and control, and then, on the basis of construction project management theory and engineering cost management and control theory,The main contents of the cost management and control of the construction project and the whole process management of the construction project are discussed in detail, and the project cost management and control in the whole process of the construction project are analyzed through the concrete project-Xinlisheng 1 well head and pipeline installation project.The practicability and validity of the whole process cost management and control theory are demonstrated.However, there are still some problems in the whole process cost management and control of oil field engineering construction project. Finally, some suggestions and countermeasures are put forward for the further application of the whole process cost management and control of oil field engineering construction project.
