【摘要】：城市不僅是由摩天大樓組成的，城市公共空間也不只是城市中建筑以外的空間，它具有更為豐富的意義。城市公共空間在展示獨(dú)特的城市魅力的同時(shí)，容納著豐富多彩的城市生活，承載著豐厚的歷史底蘊(yùn)，為市民提供物質(zhì)和精神寄托的場(chǎng)所，對(duì)提高人類的生存環(huán)境品質(zhì)具有極為重大意義。 現(xiàn)代社會(huì)，信息化和全球化大幅度的沖擊人們的精神理念和物質(zhì)水平，越來(lái)越多的人通過(guò)互聯(lián)網(wǎng)進(jìn)行各種日常生活的交易和對(duì)外活動(dòng)，逐漸脫離了現(xiàn)實(shí)的公共空間生活。城市公共空間遇到了新時(shí)代的考驗(yàn)，怎樣功能和景觀設(shè)計(jì)才能吸引人參與活動(dòng)，如何使城市公共空間真正擁有人性化和公共性是規(guī)劃設(shè)計(jì)者必須面對(duì)的課題。 天津?yàn)I海新區(qū)的功能定位是通過(guò)發(fā)展，目標(biāo)建設(shè)成為生態(tài)宜居，，經(jīng)濟(jì)發(fā)達(dá)，環(huán)境優(yōu)美的海濱城市。在各級(jí)政府領(lǐng)導(dǎo)的指導(dǎo)要求下，編制的所有規(guī)劃項(xiàng)目，都要考慮對(duì)城市的品質(zhì)進(jìn)行提升，對(duì)生活環(huán)境進(jìn)行改善，凸顯大港口、大生態(tài)、新都市、多元文化的城市特色。本文在此基礎(chǔ)上，結(jié)合濱海新區(qū)規(guī)劃和國(guó)土資源管理局在編的《濱海新區(qū)城市公共空間規(guī)劃審批和管理暫行辦法》對(duì)濱海新區(qū)城市公共空間設(shè)計(jì)和管理內(nèi)容進(jìn)行分析和研究。 本論文主要分六大章節(jié)展開(kāi)論述： 第一章主要簡(jiǎn)要概述了論文的研究背景、目的與意義、研究方法與思路以及創(chuàng)新點(diǎn)等，并著重分析了編制城市公共空間行政管理體系研究的重要性。 第二章總結(jié)了城市公共空間的概念、分類、演變過(guò)程和設(shè)計(jì)要點(diǎn)�？傮w闡述濱海新區(qū)城市公共空間研究范圍、規(guī)劃設(shè)計(jì)要求。 第三章通過(guò)對(duì)國(guó)內(nèi)外現(xiàn)行城市公共空間行政管理體系研究，為進(jìn)一步提煉適合濱海新區(qū)使用的規(guī)劃管理制度做鋪墊。 第四章以在編的城市公共空間研究項(xiàng)目為例，對(duì)城市公共空間設(shè)計(jì)的深度和要求進(jìn)行了展示。 第五章結(jié)合在編的《濱海新區(qū)城市公共空間規(guī)劃審批和管理暫行辦法》分析總結(jié)出濱海新區(qū)城市公共空間的行政管理體系。 第六章結(jié)論對(duì)研究成果進(jìn)行了歸納提煉，并提出論文的不足與改進(jìn)之處。
[Abstract]:The city is not only made up of skyscrapers, but also the urban public space is not only the space outside the city building, but also has a richer meaning.The city public space not only displays the unique city charm, but also accommodates the rich and colorful city life, carries rich historical details, and provides the place of material and spiritual sustenance for the citizens.It is of great significance to improve the quality of human living environment.In modern society, information and globalization greatly impact on people's spiritual concept and material level, more and more people through the Internet to carry out a variety of daily life transactions and external activities, gradually divorced from the reality of public space life.Urban public space has met the test of the new era, how to attract people to participate in the activities of function and landscape design, how to make the urban public space have humanization and publicity is a subject that the designer must face.The function orientation of Tianjin Binhai New area is through development, the target construction becomes a seaside city with ecological habitability, developed economy and beautiful environment.Under the guidance of government leaders at all levels, all planning projects should consider improving the quality of the city, improving the living environment, and highlighting the urban characteristics of big ports, big ecology, new cities and diverse cultures.On this basis, this paper analyzes and studies the content of urban public space design and management in Binhai New area in combination with the "interim measures for approval and Management of Urban Public Space Planning in Binhai New area" which is being compiled by Binhai New area Planning and Land and Resources Administration.This thesis is divided into six chapters:The first chapter briefly summarizes the research background, purpose and significance, research methods and ideas, as well as innovation points, and analyzes the importance of the study on the development of urban public space administration system.The second chapter summarizes the concept, classification, evolution and design of urban public space.The research scope, planning and design requirements of urban public space in Binhai New area are expounded.The third chapter through the domestic and foreign current city public space administration system research, for further refines the plan management system suitable for the coastal new area use to make the foundation.The fourth chapter takes the urban public space research project as an example to demonstrate the depth and requirement of urban public space design.The fifth chapter analyzes and sums up the administrative system of urban public space in Binhai New area in combination with the "interim measures for approval and Management of Urban Public Space Planning in Binhai New area".The sixth chapter summarizes the research results, and puts forward the shortcomings and improvements of the paper.
