我國大型建筑企業(yè)BT項(xiàng)目運(yùn)作研究

【摘要】:目前,我國基礎(chǔ)設(shè)施建設(shè)對經(jīng)濟(jì)發(fā)展的“瓶頸”作用日益突出,這主要緣于基礎(chǔ)設(shè)施建設(shè)對政府財(cái)政的過于依賴和融資渠道的過于單一,因而政府近年來政府大力推行基礎(chǔ)設(shè)施建設(shè)市場化,這為我國大型建筑企業(yè)通過BT模式參與政府基礎(chǔ)設(shè)施項(xiàng)目提供了平臺。而對于企業(yè)來講,BT項(xiàng)目的實(shí)施,有利于企業(yè)規(guī)避國內(nèi)傳統(tǒng)市場的過度競爭,加速了企業(yè)經(jīng)營角色的轉(zhuǎn)化和多元化業(yè)務(wù),推進(jìn)企業(yè)的轉(zhuǎn)型升級,因此我國大型建筑企業(yè)參與政府BT項(xiàng)目對企業(yè)來講有十分重要的意義。 但是,BT模式作為一種新型建設(shè)項(xiàng)目融資模式,在我國基礎(chǔ)設(shè)施中的運(yùn)用仍處于初級階段,建筑企業(yè)運(yùn)作BT項(xiàng)目的實(shí)踐來看還存在著許多問題,如BT項(xiàng)目選擇問題、企業(yè)投資決策問題、融資效率問題、建設(shè)管理過程中的問題和風(fēng)險(xiǎn)管理的問題等多方面問題,這些問題很大程度上制約著我國大型建筑企業(yè)運(yùn)作BT項(xiàng)目的順利進(jìn)行,因而本文立足建筑企業(yè)的角度,對建筑企業(yè)運(yùn)作BT項(xiàng)目時(shí)出現(xiàn)的一些問題進(jìn)行簡單的探討,同時(shí)對這些問題存在的原因進(jìn)行分析,結(jié)合較成功BT項(xiàng)目的實(shí)踐經(jīng)驗(yàn),從企業(yè)建設(shè)過程管理、投融資能力以及風(fēng)險(xiǎn)管理能力等三方面對我國大型建筑企業(yè)運(yùn)作BT項(xiàng)目提出合理化對策和建議,最后引入北京市軌道交通亦莊線BT項(xiàng)目作為案例分析,總結(jié)其項(xiàng)目經(jīng)驗(yàn)作為借鑒。
[Abstract]:At present, the "bottleneck" effect of infrastructure construction on economic development is increasingly prominent, which is mainly due to the over-dependence of infrastructure construction on government finance and the singularity of financing channels.So in recent years, the government has vigorously promoted the marketization of infrastructure construction, which provides a platform for large construction enterprises to participate in government infrastructure projects through BT mode.For enterprises, the implementation of BT projects is conducive to avoiding excessive competition in traditional domestic markets, speeding up the transformation of business roles and diversification of business, and promoting the transformation and upgrading of enterprises.Therefore, the participation of large-scale construction enterprises in government BT projects is of great significance to enterprises.However, as a new type of construction project financing mode, the application of BT mode in infrastructure is still in the primary stage. There are still many problems in the practice of running BT projects in construction enterprises, such as the selection of BT projects.The problems of enterprise investment decision, financing efficiency, construction management and risk management, to a large extent, restrict the smooth running of BT projects in large construction enterprises in our country.Therefore, based on the perspective of construction enterprises, this paper makes a simple discussion on some problems that appear in the operation of BT projects in construction enterprises, analyzes the causes of these problems, and combines the practical experience of successful BT projects.From three aspects of enterprise construction process management, investment and financing ability and risk management ability, the paper puts forward some reasonable countermeasures and suggestions for the operation of BT project in large construction enterprises of our country. Finally, it introduces the BT project of Beijing rail transit as a case study.Summarize its project experience as a reference.
