城市規(guī)劃視角下的中國(guó)城市雨水內(nèi)澇問(wèn)題研究

【摘要】:近年來(lái),城市雨水內(nèi)澇頻發(fā),引起了社會(huì)各界的密切關(guān)注,如何解決城市雨水內(nèi)澇問(wèn)題已經(jīng)成為一個(gè)迫在眉睫的研究課題。本文以雨水內(nèi)澇問(wèn)題為研究對(duì)象,通過(guò)雨水內(nèi)澇原因、雨水控制單元理論、雨水控制指標(biāo)體系、雨水量化模擬和雨水控制專(zhuān)項(xiàng)規(guī)劃等內(nèi)容來(lái)展開(kāi)對(duì)雨水問(wèn)題的深入研究。具體研究?jī)?nèi)容如下: (1)結(jié)合雨水內(nèi)澇問(wèn)題,明晰城市雨水內(nèi)澇的成因 整合國(guó)內(nèi)不同城市雨水內(nèi)澇的資料,總結(jié)我國(guó)城市雨水內(nèi)澇呈現(xiàn)出的特點(diǎn)和對(duì)交通、經(jīng)濟(jì)、人身安全及生態(tài)環(huán)境方面的影響,歸納和明晰雨水內(nèi)澇的原因:一是間接原因,主要包括規(guī)劃設(shè)計(jì)的滯后、建設(shè)施工的漏洞、管理維護(hù)的低效和行業(yè)法規(guī)的缺失等;二是直接原因,主要包括因城市開(kāi)發(fā)引發(fā)的可滲透地表面積驟減、排蓄水技術(shù)的落后、地形地勢(shì)的變化降低了排蓄水能力和排水管網(wǎng)擴(kuò)展對(duì)雨水排放速度的影響等。 (2)提出雨水控制單元理論,闡述雨水控制單元理論的概念、模型、內(nèi)容和應(yīng)用等 以雨水內(nèi)澇成因引出雨水控制單元理論的研究?jī)?nèi)容,根據(jù)系統(tǒng)論和低影響開(kāi)發(fā)理論對(duì)該研究的啟示,以量化控制某區(qū)域內(nèi)雨水徑流量為目的,結(jié)合現(xiàn)行城市規(guī)劃制度,提出雨水控制單元的概念、模型、雨水控制單元的應(yīng)用原理、理論內(nèi)容和應(yīng)用等。理論內(nèi)容包括水文環(huán)境承載力基礎(chǔ)分析、綜合徑流系數(shù)的評(píng)估與設(shè)定、飽和徑流系數(shù)的確定方法以及雨水控制指標(biāo)體系的建立及效益評(píng)估與修正等。 (3)提出雨水控制指標(biāo)體系,分析指標(biāo)體系構(gòu)成并闡述該指標(biāo)與城市控制性詳細(xì)規(guī)劃指標(biāo)的關(guān)系 根據(jù)量化控制雨水控制單元內(nèi)雨水徑流量的需求,提出雨水控制指標(biāo)體系,包括綜合控制指標(biāo)和分項(xiàng)控制指標(biāo)。綜合控制指標(biāo)包括暴雨重現(xiàn)期、綜合徑流系數(shù)和場(chǎng)地豎向指標(biāo);分項(xiàng)控制指標(biāo)包括建筑密度、綠地率、鋪裝滲透率、自然滲透地表率等。分析制定各雨水控制指標(biāo)的方法和原理,并闡述與控規(guī)指標(biāo)的關(guān)系和銜接方法。 (4)結(jié)合雨水控制單元理論,模擬論證雨水控制單元指標(biāo)體系的雨水控制效益 應(yīng)用SWMM軟件1對(duì)雨水控制單元在不同雨水控制指標(biāo)下進(jìn)行雨水徑流總量、徑流峰值、流速、滯水持續(xù)時(shí)間等指標(biāo)進(jìn)行模擬,通過(guò)模擬結(jié)果的分析,總結(jié)雨水控制單元在不同控制指標(biāo)情況下的雨水排放數(shù)據(jù)的變化規(guī)律,論證雨水控制指標(biāo)的實(shí)效性,并歸納雨水技術(shù)措施控制雨水徑流方面的效益。 (5)提出雨水控制專(zhuān)項(xiàng)規(guī)劃的內(nèi)容和保障規(guī)劃實(shí)施的措施 綜合雨水內(nèi)澇成因、雨水控制單元理論和雨水控制指標(biāo)體系等內(nèi)容,以法定專(zhuān)項(xiàng)規(guī)劃的視角提出雨水控制專(zhuān)項(xiàng)規(guī)劃的內(nèi)容,包括規(guī)劃背景和現(xiàn)狀分析、雨水控制單元的劃分、雨水內(nèi)澇風(fēng)險(xiǎn)評(píng)估、雨水控制指標(biāo)的設(shè)定、排水管網(wǎng)規(guī)劃、雨水控制技術(shù)措施和雨水資源化利用以及規(guī)劃實(shí)施保障措施等。最后,從雨水管理政策、規(guī)劃協(xié)調(diào)和監(jiān)督機(jī)制等方面闡述了保障規(guī)劃實(shí)施的措施。
[Abstract]:In recent years, city rainwater waterlogging frequently, attracted close attention from all sectors of society, how to solve the problem of city rainwater waterlogging has become an imminent research topic. In this paper, the rain waterlogging problem as the research object, through the rain waterlogging, rainwater control unit theory, control index system of rainwater, rainwater and rainwater control planning quantitative simulation etc. to deeply study the problem of rain. The main research contents are as follows:
(1) in combination with the problem of rainwater waterlogging, the causes of urban rainwater waterlogging are clarifying.
The integration of the domestic various city rainwater waterlogging data, summarizes the characteristics of China's city shows rain waterlogging and traffic, economy, affect personal safety and the ecological environment, causes and clear rainwater waterlogging: one is the indirect cause, including planning and design construction lag, vulnerability management and maintenance the inefficiency and lack of industry regulations; two is the direct cause, including the development of the city caused by the permeable surface area is smaller, row storage technology is backward, the terrain changes reduce the row of water storage capacity and water pipe network expansion effect on the drainage speed.
(2) the theory of rainwater control unit is put forward, and the concept, model, content and application of the theory of rainwater control unit are expounded.
The rain waterlogging control unit leads to the research contents of the theory of rain, according to the revelation of the system theory and the theory of low impact development of the study, in order to quantify in a region of stormwater runoff control, combined with the current city planning system, put forward the concept, the rain control unit model, application of the principle of rainwater control unit, theoretical content and the application of theory. Including the analysis of bearing force based hydrological environment, and set up to assess the comprehensive runoff coefficient, saturated runoff coefficient determination and rainwater control index system establishment and benefit evaluation and correction.
(3) the index system of rainwater control is put forward, the index system is made up and the relationship between the index and the detailed planning index of urban control is expounded.
According to the quantitative control of rainwater control unit needs runoff, rainwater control index system is proposed, including comprehensive control index and partial control index. Comprehensive control indexes including rainstorm return period, the comprehensive runoff coefficient and vertical site index; sub control indicators include building density, green rate, pavement permeability, infiltration rate. Surface analysis the method and principle of making rain control index, and expounds the relationship with the regulatory index and convergence method.
(4) combined with the theory of rainwater control unit, the rainfall control benefit of the index system of rainwater control unit is simulated and demonstrated.
Application of SWMM software in 1 of rainwater runoff amount in different rainwater control index of rainwater runoff peak control unit, velocity, duration and other indicators of water simulation, through the analysis of simulation results, summarize the regularity of rainwater control unit under different control index case of rain emissions data, the effectiveness of the demonstration of rainwater control index. And summarize the benefits of rainwater runoff control measures.
(5) put forward the contents of the special plan for rainwater control and the measures to ensure the implementation of the plan.
Comprehensive rainwater waterlogging control unit, rainwater theory and rainwater control indicator system, the legal planning perspective put forward rainwater control special planning content, including the background and current situation of planning, division of rainwater control unit, rainwater waterlogging risk assessment, stormwater control index setting, drainage network planning, rainwater control measures and technology utilization of rainwater resource and planning the implementation of security measures. Finally, from stormwater management policy, planning and coordination and supervision mechanism of the protection planning and implementation measures.
