規(guī)劃實施新型定量評價模式探索——“城市發(fā)展規(guī)劃指數(shù)”體系構(gòu)建及實證研究

【摘要】:針對當(dāng)前城鄉(xiāng)規(guī)劃實施績效評估的精細化管理需求,為促進提升動態(tài)監(jiān)測、定量反饋、預(yù)警響應(yīng)和決策支撐能力,探索引入定量評價更具優(yōu)勢、關(guān)聯(lián)分析更具深度的指數(shù)評價方法,建立科學(xué)定量評價規(guī)劃實施進程和發(fā)展效果的"城市發(fā)展規(guī)劃指數(shù)"評價體系。明確提出"城市發(fā)展規(guī)劃指數(shù)"的概念內(nèi)涵、體系框架、評價方法和運行流程,在宏觀層面形成系統(tǒng)完整的核心理論構(gòu)架;以北京10個新城為分析樣本,選取其中1個二級指數(shù)——"城市職能發(fā)育指數(shù)"完成深化設(shè)計和實證運行,在中觀層面取得可靠的應(yīng)用檢驗結(jié)論。構(gòu)建城市發(fā)展規(guī)劃指數(shù)評價機制,為客觀揭示城市規(guī)劃實施過程中的發(fā)展特征和質(zhì)量內(nèi)涵提供了新型定量評價模式,為規(guī)劃管理部門從規(guī)劃實施角度參與政府績效評價提供了新型技術(shù)手段。
[Abstract]:In order to improve the capability of dynamic monitoring, quantitative feedback, early warning response and decision support, it is more advantageous to introduce quantitative evaluation to meet the needs of fine management in the implementation of performance evaluation in urban and rural planning.The index evaluation system of urban development planning is established to evaluate the implementation process and development effect of urban development planning scientifically and quantitatively.The concept connotation, system framework, evaluation method and operation process of the "urban development planning index" are clearly put forward to form a systematic and complete core theoretical framework at the macro level, and 10 new cities in Beijing are taken as the analysis samples.One secondary index, "Urban functional Development Index", was selected to complete the deepening design and empirical operation, and to obtain reliable application test results at the meso level.Constructing the evaluation mechanism of urban development planning index provides a new quantitative evaluation model for objectively revealing the development characteristics and quality connotation in the process of urban planning implementation.It provides a new technical means for planning management to participate in government performance evaluation from the angle of planning implementation.
