【摘要】：地處中原的河南省是我國的人口、農(nóng)村勞動力和農(nóng)業(yè)大省,所討論的某地級市政區(qū)的農(nóng)村地區(qū)則是河南省在這些方面的縮影。一方面,該地區(qū)的鄉(xiāng)村建設(shè)用地不集約現(xiàn)象突出,有推進居民點調(diào)整及新型社區(qū)的現(xiàn)實需求;另一方面,城鄉(xiāng)產(chǎn)業(yè)經(jīng)濟的總體發(fā)展水平較低。難以支撐新型社區(qū)的大范圍推廣。所以,應(yīng)堅持實事求是的原則,從實際條件出發(fā),分區(qū)域、分步驟、有重點地推進新型農(nóng)村社區(qū)建設(shè)。并討論了具體的思路和策略。
[Abstract]:Henan Province, which is located in the Central Plains, is the population of our country, the rural labor force and the big agricultural province. The rural area of a prefecture-level city administrative district is a microcosm of Henan Province in these aspects. On the one hand, the phenomenon of non-intensive rural construction land in this area is prominent. On the other hand, the overall level of industrial economy in urban and rural areas is relatively low, and it is difficult to support the large-scale promotion of new types of communities. Therefore, we should adhere to the principle of seeking truth from facts and proceed from the actual conditions. Sub-regional, step-by-step, to promote the construction of new rural communities, and discussed the specific ideas and strategies.
