【摘要】:摘要:政府投資建設(shè)項目是實施政府職能的一種方式,在我國社會固定資產(chǎn)投資中占很大比例,具有公共物品屬性,并受到社會的廣泛關(guān)注。然而,根據(jù)審計署、發(fā)展改革委及財政評審等相關(guān)部門的數(shù)據(jù)顯示,我國政府投資項目的建設(shè)管理過程中存在的投資控制問題嚴(yán)重,多數(shù)建設(shè)項目都不同程度的出現(xiàn)“三超”現(xiàn)象。學(xué)界對于政府投資項目投資控制問題的研究已經(jīng)很多,隨著信息化時代的來臨,建筑業(yè)也在逐步向信息化邁進(jìn),信息化的產(chǎn)物BIM技術(shù)被公認(rèn)為是繼CAD之后建筑業(yè)第二次科技革命,這一技術(shù)已然席卷了世界,也正在進(jìn)入中國的建筑市場,本文將BIM技術(shù)普遍性的引入政府投資項目中,為政府投資項目投資控制問題提供了新的技術(shù)手段。 本文的主要內(nèi)容分為四個部分:首先,文章對我國政府投資項目投資控制問題進(jìn)行了分析,找出了問題的根源所在,并對我國現(xiàn)行的政府投資項目監(jiān)管模式及相關(guān)制度進(jìn)行分析,找出其中的問題所在。然后,闡述了BIM技術(shù)及相關(guān)理念,并結(jié)合全生命周期理論、系統(tǒng)論以及協(xié)調(diào)管理理論對BIM技術(shù)理念在政府投資項目投資控制中的價值進(jìn)行了全面的分析。接下來,文章基于技術(shù)創(chuàng)新與制度創(chuàng)新之間的互動關(guān)系,設(shè)計了基于BIM技術(shù)的政府投資項目決策機制和監(jiān)督機制,分析了相應(yīng)的決策制度、全過程投資評審制度、后評價制度等制度,從制度的角度對政府投資項目投資控制問題進(jìn)行了研究。最后,文章對基于BIM技術(shù)的政府投資項目全壽命周期投資控制問題進(jìn)行了研究,闡述了基于BIM平臺的政府投資項目三維協(xié)同機理,并在此基礎(chǔ)之上,具體分析了政府投資項目全生命周期各階段的投資控制方法和資金監(jiān)管模式。圖10幅,表6個,參考文獻(xiàn)80篇。
[Abstract]:Absrtact: government investment and construction project is a way to carry out government function, which accounts for a large proportion of the investment in fixed assets in our country, has the attribute of public goods, and has been widely concerned by the society. However, according to the Audit Office, Data from relevant departments, such as the Development and Reform Commission and the Financial Review Commission, show that there are serious investment control problems in the construction and management process of government investment projects in China. In most construction projects, the phenomenon of "three superpowers" appears in varying degrees. There has been a lot of research in academic circles on the investment control of government investment projects. With the advent of the information age, the construction industry is also gradually moving towards informatization. BIM technology, the product of informatization, is recognized as the second scientific and technological revolution in the construction industry after CAD, which has swept the world and is entering the construction market of China. This paper introduces the universality of BIM technology into government investment projects. For the government investment project investment control problem provides the new technical means. The main content of this paper is divided into four parts: firstly, the paper analyzes the problem of investment control of government investment projects, and finds out the root of the problem. This paper also analyzes the current supervision mode and related system of government investment projects in China, and finds out the problems. Then, it expounds the BIM technology and related concepts, and combines with the whole life cycle theory. System theory and coordination management theory make a comprehensive analysis of the value of BIM technology concept in the investment control of government investment projects. Then, based on the interactive relationship between technological innovation and institutional innovation, the paper makes a comprehensive analysis of the value of the concept of BIM technology in the investment control of government investment projects. This paper designs the decision-making mechanism and supervision mechanism of government investment projects based on BIM technology, analyzes the corresponding decision-making system, the whole process investment evaluation system, the post-evaluation system and so on. This paper studies the investment control of government investment projects from the point of view of system. Finally, the paper studies the whole life cycle investment control of government investment projects based on BIM technology. This paper expounds the three dimensional cooperative mechanism of government investment projects based on BIM platform, and on this basis, analyzes the investment control methods and fund supervision models of the whole life cycle of government investment projects. 80 references.
