基于棕地再開發(fā)識別與評價方法研究

【摘要】:棕地(Brownfield)第一次出現是在上世紀80年代英國的一篇規(guī)劃文獻中,從此之后,西方各國開始相繼使用并關注這個概念!白氐亍边@個術語最初的表述是指與未曾開發(fā)利用過的天然“綠地”土地定義相對立,并且具有一定污染的土地。除了被廢棄的工業(yè)用地以外,棕地的類型也包含商業(yè)用地、交通設施用地、倉儲用地以及市政設施用地等。 我國正處在高速城市化和工業(yè)化的發(fā)展階段,城市土地資源緊缺以及環(huán)境污染等問題已經越來越多的受到政府以及社會各界的關注。對棕地的再開發(fā)利用可以為抑制城市擴張和城市用地緊缺提供一條有效的解決辦法。然而,到目前為止,棕地這一概念還沒有被廣泛地運到中國的城市規(guī)劃與環(huán)境工程中,這并不意味著在中國沒有潛在的棕地地塊。 在本文中,作者首先通過對西方發(fā)達國家已有棕地概念的解析,明確棕地的基本特征,再針對中國的國情對棕地概念加以特殊的限定。然后通過對國外棕地再開發(fā)利用過程中,針對棕地地塊識別和評價方法等方面進行理論研究和學習,與我國的土地利用現狀進行對比,總結出適合于本研究的識別和評價方法。 本文的第一個研究目標為:引進并介紹棕地概念。為實現該研究目的,筆者通過對國外文獻的閱讀和研究,總結出北美和歐洲棕地的不同定義、特征與開發(fā)過程,并與中國的土地再利用開發(fā)進行對比分析。通過對棕地不同定義的研讀,可以將棕地的基本特征歸納總結為以下幾類:1、已經經過開發(fā)利用的土地;2、位于城市范圍內;3、目前處于荒廢的狀態(tài);4、需要再開發(fā)利用;5、存在或可能引發(fā)環(huán)境污染問題。 本文的第二個研究目的是識別定位潛在的棕地地塊。筆者通過對已有的識別方法進行研究與分析,再綜合深圳當地的一些特殊條件,得出適合于本研究內容的棕地地塊識別方法,這個方法可以歸納為以下四個步驟:1、定位目標地塊的位置;2、反復核查工業(yè)分類標準;3、確定環(huán)境責任;4、核實交納賦稅拖欠。 本文的第三個研究目的,同時也是最核心的研究目的:對棕地地塊再開發(fā)利用的價值評估。這個過程主要可分為三個步驟:1)可行性分析的影響因素;2)開發(fā)后為當地帶來的利益;3)當地的特殊要素。
[Abstract]:Brown (Brownfield) first appeared in a 80s British planning literature last century. Since then, western countries have started using and paying attention to this concept. The term "brownfield" refers to the original formulation and development and utilization of the natural "green" never land defined legislation, and has a certain the pollution of land. In addition to the abandoned industrial type, brownfield also contains commercial land, land transport facilities, storage land and municipal facilities land.
China is in the stage of rapid development and industrialization of the city, city land resources shortage and environmental pollution problems have been more and more attention by the government and the community. For brownfield redevelopment and utilization of scarce land can provide an effective solution to inhibit the expansion of city and the city. However, so far the concept of Brownfield, has not been widely transported to the city planning and environmental engineering in China, this does not mean that there is no potential brownfield plots in China.
In this paper, the author firstly by analyzing the existing concept of brownfield in western developed countries, to clarify the basic characteristics of Brownfield, aiming at the situation of Chinese brownfield concepts special limited. Then through to foreign brownfield redevelopment in the process, theoretical research and study for the identification and evaluation of brownfield land method, compared with the status of land use in our country, summarizes the suitable for the identification and evaluation of the research methods.
The first goal of this paper is: introduces the concept of brownfields. To achieve the research purpose, the author of the foreign literature reading and research, summed up the different definitions of North American and European Brownfield, characteristics and development process, and Chinese land exploitation were analyzed. Through the different of brownfield the definition of the study can be the basic characteristics of brownfield is summarized as the following categories: 1, has been the development and utilization of the land; 2, located within the city; 3, is currently in a state of neglect; 4, need to use; 5, or may lead to the problem of environmental pollution.
Second the purpose of this study is to identify the location of potential brownfield land. The author through the research and Analysis on existing recognition methods, and some special conditions in Shenzhen local, that suitable for the research of brownfield land identification methods, this method can be categorized into the following four steps: 1, target the location of the plot; 2, repeated verification of industrial classification standards; 3, to determine the environmental responsibility; 4, check to pay taxes in arrears.
Third the purpose of this research, the purpose of the study is also the core value of the redevelopment of brownfield land use assessment. This process can be divided into three steps: 1) factors affecting the feasibility analysis; 2) after the development for the local benefits; 3) the local special elements.
