【摘要】：鄉(xiāng)村建設(shè)作為我國現(xiàn)代化與城市化進(jìn)程中的一項重大歷史任務(wù),近些年隨著相關(guān)政府政策與法律文件的出臺發(fā)生了諸多新的積極變化,鄉(xiāng)村基礎(chǔ)設(shè)施和基本生活水平等均得到顯著的改善與提高。但是,因為缺少相對統(tǒng)一的規(guī)劃和開發(fā)指引、脫離鄉(xiāng)村實際、盲目大拆大建、破壞生態(tài)環(huán)境等。因此鄉(xiāng)村規(guī)劃與建設(shè)過程中普遍存在著“一刀切、千篇一律”等現(xiàn)象,造成資金與土地流失、歷史文化無法繼續(xù)傳承、耕地大幅度減少、社會矛盾愈演愈烈、城鄉(xiāng)二元結(jié)構(gòu)突出等的問題,嚴(yán)重影響著鄉(xiāng)村地區(qū)的可持續(xù)發(fā)展與科學(xué)發(fā)展,從而制約區(qū)域城鄉(xiāng)統(tǒng)籌和全面進(jìn)步。 鑒于筆者近十年的鄉(xiāng)村規(guī)劃設(shè)計工作經(jīng)歷,本文以吉林省中部地區(qū)為研究范圍,通過系統(tǒng)的分析鄉(xiāng)村規(guī)劃的發(fā)展歷程,并借鑒黑龍江省鄉(xiāng)村規(guī)劃所積累的部分經(jīng)驗,制定吉林省中部地區(qū)切實可行的鄉(xiāng)村規(guī)劃改進(jìn)措施,最終推動鄉(xiāng)村地區(qū)經(jīng)濟(jì)社會文化等的全面進(jìn)步。 文章首先對吉林省地區(qū)鄉(xiāng)村規(guī)劃的研究背景、研究意義、研究內(nèi)容、研究方法和手段進(jìn)行宏觀概述；接著對相關(guān)理論支撐進(jìn)行闡述,主要包括鄉(xiāng)村與新農(nóng)村、社區(qū)和鄉(xiāng)村社區(qū)、鄉(xiāng)村建設(shè)與鄉(xiāng)村規(guī)劃的基本概念、基礎(chǔ)理論、國內(nèi)外對鄉(xiāng)村規(guī)劃的研究綜述等內(nèi)容,為下文進(jìn)行實踐研究奠定理論基礎(chǔ)：其次,是對吉林省鄉(xiāng)村規(guī)劃的三個發(fā)展階段進(jìn)行詳細(xì)敘述,具體針對每個時期鄉(xiāng)村規(guī)劃編制體系提出的背景、依據(jù)、內(nèi)容和利弊進(jìn)行分析；并以筆者在各個鄉(xiāng)村規(guī)劃發(fā)展時期參與的實際工程項目為典型范例,對其規(guī)劃實施情況進(jìn)行逐一回顧評價,對規(guī)劃編制和規(guī)劃實施過程中所產(chǎn)生的社會效益、經(jīng)濟(jì)效益、區(qū)域影響等現(xiàn)象進(jìn)行綜合分析,找出不足之處。最終為吉林省中部地區(qū)提出綜合全面的鄉(xiāng)村規(guī)劃編制改進(jìn)措施,以推動鄉(xiāng)村區(qū)域持續(xù)、有序、健康、全面的快速發(fā)展,實現(xiàn)城鄉(xiāng)統(tǒng)籌和區(qū)域一體化。
[Abstract]:Rural construction is an important historical task in the process of modernization and urbanization in China. In recent years, with the introduction of relevant government policies and legal documents, many new and positive changes have taken place. Rural infrastructure and basic living standards have been significantly improved and improved. However, due to the lack of relatively unified planning and development guidelines, they are divorced from the reality of the countryside and blindly demolished and built. Destroying the ecological environment and so on. Therefore, in the process of rural planning and construction, there are widespread phenomena such as "one-size-fits-all, one-size-fits-all" and so on, resulting in the loss of funds and land, the inability to continue to inherit history and culture, the reduction of arable land by a large margin, and the intensification of social contradictions. The prominent dual structure of urban and rural areas has seriously affected the sustainable development and scientific development of rural areas, thus restricting the overall planning and overall progress of regional urban and rural areas. In view of the author's work experience of rural planning and design in the past ten years, this paper takes the central region of Jilin Province as the research scope, through the systematic analysis of the development process of rural planning, and draws lessons from some experiences accumulated by Heilongjiang Province rural planning. In order to promote the economic, social and cultural progress of rural areas, we should formulate feasible rural planning improvement measures in the central part of Jilin Province. Firstly, the paper gives a macro overview of the background, significance, content, methods and means of rural planning in Jilin Province, and then expounds the relevant theoretical support, mainly including rural and new rural areas. Community and rural community, the basic concepts of rural construction and rural planning, the basic theory, and the summary of the research on rural planning at home and abroad, which lay the theoretical foundation for the following practical research: secondly, It is a detailed description of the three stages of development of rural planning in Jilin Province, specifically aimed at the background, basis, content and advantages and disadvantages of rural planning system in each period. Taking the actual project that the author participated in the development period of rural planning as a typical example, the author reviews and evaluates the planning implementation one by one, and the social benefit and economic benefit produced in the process of planning and implementation are analyzed. In order to promote the sustainable, orderly, healthy and comprehensive rapid development of rural areas, the regional influence and other phenomena are comprehensively analyzed to find out the inadequacies.
