城市邊緣區(qū)城鄉(xiāng)用地規(guī)劃控制研究

【摘要】:我國經(jīng)濟發(fā)達地區(qū)在工業(yè)化和城鎮(zhèn)化的快速推進下,已經(jīng)表現(xiàn)出城鄉(xiāng)一體化的發(fā)展趨勢,同時我國城鄉(xiāng)關系進入了城鄉(xiāng)融合、統(tǒng)籌發(fā)展的歷史時期。城市邊緣區(qū)作為兼具城市與鄉(xiāng)村特征的過渡性區(qū)域,城市邊緣區(qū)是城鄉(xiāng)建設中最敏感、最復雜,土地利用結構變化最頻繁的地區(qū)。在城鄉(xiāng)統(tǒng)籌發(fā)展的目標下,城市的擴展使得城市邊緣區(qū)城鄉(xiāng)用地出現(xiàn)了諸如土地利用率低下、非農用地擴展迅速、非法土地交易大量存在和土地生態(tài)環(huán)境污染嚴重等問題。因此,如何在城鄉(xiāng)統(tǒng)籌的背景下控制城鄉(xiāng)用地無序蔓延,引導城市邊緣區(qū)城鄉(xiāng)用地規(guī)劃走向有序、有控的道路是本論文研究的重點。首先,本論文在分析城市邊緣區(qū)土地利用問題的基礎上,進一步分析現(xiàn)行規(guī)劃體系在城市邊緣區(qū)城鄉(xiāng)用地規(guī)劃控制上的問題,指出現(xiàn)行規(guī)劃缺乏生態(tài)實效性以及現(xiàn)行規(guī)劃的思想與方法滯后于土地市場配置這兩大問題。并從城市發(fā)展轉型、現(xiàn)行土地制度、傳統(tǒng)規(guī)劃與管理三個層面深入剖析引起城市邊緣區(qū)土地利用問題和城鄉(xiāng)用地規(guī)劃控制問題的原因。其次,本論文對城市邊緣區(qū)建設用地與非建設用地的關系進行了深入的分析,主要從二者的內在關系、空間關系、“邊緣效應”及特征、轉化關系四個方面進行,在此基礎上深入挖掘影響控制邊緣區(qū)城鄉(xiāng)用地有序發(fā)展的各要素,提取自然生態(tài)要素、城市建設要素、行政管理要素、技術經(jīng)濟要素作為下一步研究城市邊緣區(qū)城鄉(xiāng)用地規(guī)劃控制方法的基礎。最后,基于城市邊緣區(qū)城鄉(xiāng)用地及規(guī)劃控制問題、邊緣區(qū)建設用地與非建設用地關系及影響控制要素分析,以保證城市邊緣區(qū)生態(tài)和諧為目標,從三個方面提出城鄉(xiāng)用地規(guī)劃控制方法與對策:①從城鄉(xiāng)用地總量和城鄉(xiāng)用地空間關系角度出發(fā)的城鄉(xiāng)用地總體控制;②運用AHP層次分析法的思想,通過其遞階層次結構,初步構建城市邊緣區(qū)城鄉(xiāng)用地轉化實施過程控制框架體系。建立非建設用地轉化控制的層次分析框架體系以及建設用地復墾控制的層次分析框架體系;③結合規(guī)劃控制方法提出相應的城鄉(xiāng)用地總量及雙向轉化管理對策。
[Abstract]:With the rapid development of industrialization and urbanization, China's economically developed areas have shown the trend of urban-rural integration, while the urban-rural relations in China have entered the integration of urban and rural areas. The historical period of overall development. As a transitional region with both urban and rural characteristics, urban fringe is the most sensitive and complex in urban and rural construction. Under the goal of urban and rural development as a whole, urban expansion makes urban and rural land use in urban fringe areas appear such as low land use rate, non-agricultural land expansion rapidly. Therefore, how to control the disorderly spread of urban and rural land use under the background of urban and rural overall planning, and guide urban and rural land use planning in urban and rural fringe areas to be orderly, The controlled road is the focus of this paper. Firstly, on the basis of analyzing the land use problem in the urban fringe area, this paper further analyzes the problems of the current planning system in the urban and rural land use planning control in the urban fringe area. It is pointed out that the current planning lacks of ecological effectiveness and the ideas and methods of current planning lag behind the allocation of land market, and the current land system is transformed from urban development to urban development. The traditional planning and management of urban fringe land use problems and urban and rural land use planning control problems caused by three levels of in-depth analysis. Secondly, this paper analyzes the relationship between construction land and non-construction land in urban fringe areas. It is mainly carried out from the following four aspects: internal relationship, spatial relationship, "edge effect" and characteristics, transformation relationship. On this basis, the factors that affect the orderly development of urban and rural land use in marginal areas are deeply excavated, and natural ecological elements are extracted. Urban construction elements, administrative elements, technical and economic factors are the next step to study the urban and rural land use planning control methods in urban fringe areas. Finally, based on urban and rural land use and planning control in urban fringe areas, The relationship between the construction land and the non-construction land in the marginal area and the influence control factors are analyzed in order to ensure the ecological harmony of the urban fringe area. This paper puts forward the methods and countermeasures of urban and rural land planning control from three aspects: 1. From the perspective of the total amount of urban and rural land and the spatial relationship between urban and rural land, the overall control of urban and rural land use is based on the idea of AHP's Analytic hierarchy process (AHP), and through its hierarchical structure, The implementation process control framework system of urban and rural land conversion in urban and rural fringe area is constructed preliminarily. The hierarchical analysis framework system of non-construction land conversion control and the hierarchical analysis framework system of construction land reclamation control are established. The control method proposed the corresponding urban and rural land quantity and the two-way transformation management countermeasure.
