【摘要】：在中國(guó)土地資源越來(lái)越匱乏以及沿海城市人口的不斷增加的背景下，沿海的大城市會(huì)建設(shè)越來(lái)越多新城來(lái)緩解日益增長(zhǎng)的城市化壓力。在新城建設(shè)的浪潮中，城市邊緣區(qū)的舊有聚落面臨發(fā)展困境，一方面，這些舊有聚落是原有居民賴以生存的重要建成環(huán)境，，城市擴(kuò)張為它們發(fā)展帶來(lái)了不可多得的發(fā)展機(jī)遇，但另一方面，這些舊有聚落在未來(lái)必將成為城市的一部分，舊有聚落的轉(zhuǎn)型是一個(gè)必須直面的問(wèn)題。在后土地經(jīng)濟(jì)時(shí)代，完全推倒重來(lái)的激進(jìn)式新城規(guī)劃很難落實(shí)。從新城規(guī)劃的實(shí)際角度來(lái)說(shuō)，必須將舊有聚落現(xiàn)狀進(jìn)行充分考慮，才能合理有效地推動(dòng)新城建設(shè)的開(kāi)展。 本文通過(guò)對(duì)新城理論、聚落研究以及城市邊緣城市空間發(fā)展規(guī)律的研究形成新城中舊有聚落發(fā)展規(guī)律理論基礎(chǔ)，總結(jié)舊有聚落對(duì)于保持城市文脈、增加城市復(fù)雜性、形成城市特有文化的作用。通過(guò)對(duì)于世界新城建設(shè)中重要的三個(gè)區(qū)域——英國(guó)第三代新城、香港第二代新城和巴黎新城的整體研究歸納出舊有聚落與新城融合的三種模式：融合舊有聚落、保存舊有聚落結(jié)構(gòu)、城市郊區(qū)重新構(gòu)筑；并總結(jié)出舊有聚落與新城建設(shè)的關(guān)系：1.舊有聚落的演進(jìn)是大部分新城建設(shè)中無(wú)法回避的問(wèn)題，2.舊有聚落對(duì)于新城的建設(shè)模式有著深刻的影響，3舊有聚落演進(jìn)方式在不同國(guó)家的新城建設(shè)中有著不同的再開(kāi)發(fā)措施。 通過(guò)對(duì)米爾頓·凱恩斯新城、大埔新城和馬恩河谷新城這三種舊有聚落和新城融合模式的典型案例研究，總結(jié)出新城與舊有聚落發(fā)展中應(yīng)對(duì)不同場(chǎng)所背景下采取的不同策略。以總結(jié)出的策略為基礎(chǔ)，探索性地評(píng)論福州市荊溪新城現(xiàn)有規(guī)劃存在的問(wèn)題；并嘗試應(yīng)用到香港洪水橋新發(fā)展區(qū)的規(guī)劃，提出以保存舊有聚落中的文化為核心的方案。 希望本文能夠?qū)Ξ?dāng)下盲目的造城運(yùn)動(dòng)有所反思，讓更多人對(duì)新城建設(shè)運(yùn)動(dòng)中處于弱勢(shì)的舊有聚落有所思考，讓更多的新城成為人們真正的家園樂(lè)土。
[Abstract]:Under the background of the increasing shortage of land resources and the increasing population of coastal cities, more and more new cities will be built in coastal cities to alleviate the increasing pressure of urbanization. On the one hand, these old settlements are the important built environment for the original residents to survive, and urban expansion has brought them rare opportunities for development. But on the other hand, these old settlements in the future will become part of the city, the transformation of old settlements is a problem that must be faced directly. In the post-land economy era. It is very difficult to carry out the radical new town planning which is completely overthrown. From the actual point of view of the new town planning, we must consider the present situation of the old settlement sufficiently, in order to promote the construction of the new town reasonably and effectively. In this paper, through the study of the new city theory, settlement research and urban fringe urban spatial development law of the formation of the new city in the old settlement development law theoretical basis, summed up the old settlement for the preservation of urban context. Increase the complexity of the city, form the role of the unique culture of the city. Through the three important areas in the construction of new towns in the world-the third generation of new towns in Britain. The overall study of the second generation of Hong Kong New City and Paris New City summed up three models of integration of old settlements and new towns: integration of old settlements, preservation of old settlement structure, reconstruction of urban suburbs; And summed up the relationship between old settlements and new town construction: 1. The evolution of old settlements is an unavoidable problem in the construction of most new towns. 2. Old settlements have a profound impact on the construction mode of new towns. The evolution of old settlements has different redevelopment measures in the construction of new cities in different countries. This is a typical case study of the three old settlements and the new towns of Milton Keynes, Tai Po and the Man River Valley. This paper summarizes the different strategies to be adopted in the development of the new city and the old settlements under different circumstances. Based on the summarized strategies, the paper makes an exploratory comment on the problems existing in the existing planning of Jingxi New Town in Fuzhou. It also tries to apply to the planning of Hong Kong Flood Bridge New Development area, and puts forward a plan to preserve the culture in the old settlement. I hope this article can reflect on the current blind city building movement, let more people think about the weak old settlements in the new town construction movement, let more new cities become people's real home paradise.
