【摘要】：自19世紀末、21世紀初以來,我國經濟迅速發(fā)展,城市化水平呈現爆炸式提高。然而,在城市化水平的迅速提高和城市社會經濟快速發(fā)展的情況下,城市土地資源日益緊缺、城市交通問題日益嚴峻、城市空間日益擁擠。為了緩和上述問題,各政府開始把眼光轉下地下空間資源。但不能盲目開發(fā)地下空間資源,要對利用與地下空間資源的社會經濟實力有效評估,對地下空間資源利用和管理現狀,進行科學分析,從而達到合理利用與管理地下空間資源的目的。 本論文首先闡述了地下空間資源利用的迫切性、重要性及意義,然后科學總結了國內外地下空間資源利用與管理研究現狀,通過研究總結出我國在地下空間資源利用與管理上的不足,尤其是地下空間資源法律法規(guī)和規(guī)劃上的缺乏。這些問題的存在,很大程度是對地下空間資源利用與管理能力上認識的不夠。繼而,本文從社會經濟角度出發(fā),選取影響城市地下空間資源利用與管理的22項因素,對12個典型城市地下空間資源利用與管理的社會經濟能力進行評估,分成五類；在這個基礎上,延續(xù)其研究,選取9項量化因子,運用AHP法對量化因子確定權重,通過綜合加權與關聯度的方法,對長沙市內部九個區(qū)域地下空間資源利用與管理的社會經濟能力進行評估,分成四類。接著,通過分析長沙市市區(qū)地下空間資源利用與管理現狀,研究方法基本符合實際現狀。在現狀分析過程中,發(fā)現了長沙市地下空間資源利用與管理上,地下空間資源面積過小、空間分布不均勻、主要類型過少的問題,并分析了這些問題的原因。最后,針對這些問題,提出了長沙市地下空間資源利用與管理的對策,結論、不足與展望。
[Abstract]:Since the end of 19th century and the beginning of the 21st century, China's economy has developed rapidly and the level of urbanization has increased explosively. However, with the rapid improvement of urbanization level and the rapid development of urban social economy. Urban land resources are becoming increasingly scarce, urban traffic problems are becoming increasingly serious, urban space is becoming increasingly crowded. In order to alleviate the above problems. The governments began to turn their eyes to underground space resources, but they should not blindly develop underground space resources. They should effectively evaluate the social and economic strength of utilization and underground space resources, and make use of and manage the present situation of underground space resources. Scientific analysis is carried out to achieve the purpose of rational utilization and management of underground space resources. This paper first expounds the urgency, importance and significance of underground space resource utilization, and then scientifically summarizes the research status of underground space resource utilization and management at home and abroad. Through the research and summary of our country in the use and management of underground space resources deficiencies, especially the lack of laws and regulations of underground space resources and planning. To a large extent, the utilization and management of underground space resources is not well understood. Then, from the point of view of social economy, this paper selects 22 factors that affect the utilization and management of urban underground space resources. This paper evaluates the social and economic ability of utilization and management of underground space resources in 12 typical cities, which is divided into five categories. On this basis, continue its research, select nine quantization factors, use AHP method to determine the weight of the quantitative factors, through the method of comprehensive weighting and correlation degree. This paper evaluates the social and economic ability of the utilization and management of underground space resources in nine regions of Changsha, and divides them into four categories. Then, by analyzing the present situation of utilization and management of underground space resources in Changsha city. The research method is basically in line with the actual situation. In the process of current situation analysis, we found that the utilization and management of underground space resources in Changsha City, the area of underground space resources is too small, the spatial distribution is uneven, and the main types are too few. Finally, aiming at these problems, the paper puts forward the countermeasures, conclusions, shortcomings and prospects for the utilization and management of underground space resources in Changsha.
