【摘要】：摘要：目前國(guó)內(nèi)關(guān)于小城鎮(zhèn)公共服務(wù)設(shè)施配置標(biāo)準(zhǔn)的研究目前僅有少數(shù)地方在進(jìn)行初步探索,還沒(méi)有比較完備的小城鎮(zhèn)公共服務(wù)設(shè)施配置指標(biāo)體系。因此,迫切需要制定有針對(duì)性的小城鎮(zhèn)公共服務(wù)設(shè)施配置標(biāo)準(zhǔn),以指導(dǎo)小城鎮(zhèn)公共服務(wù)設(shè)施的規(guī)劃建設(shè)。 本文以“實(shí)證城鎮(zhèn)研究——配置標(biāo)準(zhǔn)制定方法選取”的技術(shù)路線(xiàn),通過(guò)理論與實(shí)際的結(jié)合,探討小城鎮(zhèn)公共服務(wù)設(shè)施配置標(biāo)準(zhǔn)的制定策略與方法,并嘗試構(gòu)建的一套小城鎮(zhèn)公共服務(wù)設(shè)施配置標(biāo)準(zhǔn),以期為以后的小城鎮(zhèn)公共服務(wù)設(shè)施指標(biāo)體系的研究提供一定的借鑒和參考。 本文研究共分為六章： 第一章緒論。包括研究背景、研究的目的及意義、本文研究的范圍內(nèi)容與方法以及論文框架。 第二章公共服務(wù)設(shè)施配置標(biāo)準(zhǔn)制定的依據(jù)。主要根據(jù)國(guó)內(nèi)外相關(guān)理論與實(shí)踐研究成果、現(xiàn)行我國(guó)各層次的相關(guān)規(guī)范、公共服務(wù)設(shè)施配置應(yīng)考慮的因素,并通過(guò)大量典型案例的選取和研究來(lái)進(jìn)行分析來(lái)確定公共服務(wù)設(shè)施配置標(biāo)準(zhǔn)制定的依據(jù)。 第三章公共服務(wù)設(shè)施配置標(biāo)準(zhǔn)研究。主要研究了小城鎮(zhèn)公共服務(wù)設(shè)施配置標(biāo)準(zhǔn)制定的總體思路、原則與策略以及配置標(biāo)準(zhǔn)制定的具體定方法,并對(duì)小城鎮(zhèn)公共服務(wù)設(shè)施進(jìn)行了分類(lèi)。 第四章公共服務(wù)設(shè)施配置標(biāo)準(zhǔn)的構(gòu)建。通過(guò)對(duì)實(shí)證城鎮(zhèn)現(xiàn)狀與規(guī)劃的分析,以及對(duì)各項(xiàng)設(shè)施配置標(biāo)準(zhǔn)制定時(shí)采用的方法進(jìn)行確定,從而構(gòu)建小城鎮(zhèn)各項(xiàng)公共服務(wù)設(shè)施的配置標(biāo)準(zhǔn)指標(biāo)體系。 第五章公共服務(wù)設(shè)施配置標(biāo)準(zhǔn)應(yīng)用實(shí)例。研究選取湖南省沅陵縣作為案例來(lái)檢驗(yàn)小城鎮(zhèn)公共服務(wù)設(shè)施配置標(biāo)準(zhǔn)研究成果的空間適用性。 第六章結(jié)語(yǔ)。指出了本文的創(chuàng)新點(diǎn)和存在的不足之處。本文圖16幅,表50個(gè),參考文獻(xiàn)60篇。
[Abstract]:Absrtact: at present, the domestic research on the standard of public service facilities allocation in small towns is only a preliminary exploration in a few places, and there is not a relatively complete index system of public service facilities allocation in small towns. In order to guide the planning and construction of public service facilities in small towns, it is urgent to formulate the standard of public service facilities in small towns. This paper discusses the strategy and method of public service allocation standard in small towns by combining theory and practice with the technical route of "empirical urban research-how to choose the method of setting up standards for allocation of public service facilities". And try to construct a set of small town public service facilities allocation standards, in order to provide a certain reference and reference for the future study of the small town public service facilities index system. This paper is divided into six chapters: The first chapter is introduction, including the research background, the purpose and significance of the study, the scope and methods of this study and the framework of the paper. The second chapter is the basis of the establishment of the public service facilities allocation standard. Mainly based on the domestic and foreign relevant theory and practice research results, the current relevant norms at all levels of our country, public service facilities allocation should be considered factors. And through a large number of typical cases of selection and research to determine the basis for the establishment of public service facilities allocation standards. The third chapter is the research on the allocation standard of public service facilities. It mainly studies the general ideas, principles and strategies of the public service facilities allocation standards in small towns and the specific methods of setting the allocation standards. Public service facilities in small towns are classified. Chapter 4th: the construction of public service facilities allocation standard. Through the analysis of the status quo and planning of empirical towns, and the establishment of facilities allocation standards to determine the use of methods. So as to construct the allocation of public service facilities in small towns standard index system. In the 5th chapter, the author chooses Yuanling County of Hunan Province as a case study to test the spatial applicability of the research results of public service facilities allocation standards in small towns. The conclusion of chapter 6th points out the innovations and shortcomings of this paper. 16 figures, 50 tables and 60 references are given in this paper.
