【摘要】:安全是人類社會(huì)永恒的主題,安全問(wèn)題可以說(shuō)是與人類生產(chǎn)生活相伴而生的。供熱、供燃?xì)、通風(fēng)與空調(diào)領(lǐng)域是各種安全事故頻發(fā)的領(lǐng)域,存在著各類安全問(wèn)題:如火災(zāi)、爆炸、有毒有害物質(zhì)泄漏等各種突發(fā)事件。突發(fā)事件一旦發(fā)生,其產(chǎn)生的破壞力、牽連性和沖擊力會(huì)給人類以及其日常生活帶來(lái)巨大的沖擊。因此研究突發(fā)事件發(fā)生的演化規(guī)律以及對(duì)突發(fā)事件可能產(chǎn)生的作用類型、強(qiáng)度、時(shí)空特性等進(jìn)行表征,同時(shí)分析突發(fā)事件作用下的承災(zāi)載體的脆弱性,從而實(shí)現(xiàn)對(duì)突發(fā)事件的充分預(yù)防和有效控制,為人們應(yīng)對(duì)供熱、供燃?xì)、通風(fēng)與空調(diào)領(lǐng)域發(fā)生的安全問(wèn)題提供一些理論參考,對(duì)區(qū)域公共安全規(guī)劃也起著至關(guān)重要的作用。以2014青島世界園藝博覽會(huì)可能發(fā)生的突發(fā)事件為例,將突發(fā)事件表征的實(shí)際應(yīng)用進(jìn)行說(shuō)明,旨在為政府在城市突發(fā)事件的應(yīng)急管理中采取正確的管理和決策行為提供科學(xué)的理論依據(jù)和方法借鑒。 通過(guò)對(duì)公共安全領(lǐng)域重要基礎(chǔ)理論的總結(jié)歸納,分別闡述公共安全三角形理論、風(fēng)險(xiǎn)理論、系統(tǒng)科學(xué)理論、事故觸發(fā)理論、事故預(yù)防理論的實(shí)質(zhì)與內(nèi)涵,為區(qū)域公共安全規(guī)劃構(gòu)建起理論基礎(chǔ)。著重對(duì)三角形理論中的突發(fā)事件和承災(zāi)載體進(jìn)行分析研究,主要研究分析了突發(fā)事件的類型以及突發(fā)事件產(chǎn)生的作用,在此基礎(chǔ)上綜合分析了突發(fā)事件的確定性和不確定性等,對(duì)突發(fā)事件從不同屬性的角度上進(jìn)行了表征,以及承災(zāi)載體在突發(fā)事件作用下的破壞表現(xiàn)以及對(duì)承災(zāi)載體的脆弱性分析和評(píng)價(jià),為本文關(guān)于2014青島世界園藝博覽會(huì)(簡(jiǎn)稱“世園會(huì)”)可能的典型突發(fā)事件的表征等相關(guān)內(nèi)容的研究做了理論上的鋪墊。為區(qū)域公共安全規(guī)劃的相關(guān)內(nèi)容研究提供理論上的支撐,,以及對(duì)應(yīng)急管理工作進(jìn)行宏觀的調(diào)整,達(dá)到減少突發(fā)事件帶來(lái)的損失的目的。
[Abstract]:Safety is the eternal theme of human society, safety problems can be said to accompany with human production and life. Heating, gas supply, ventilation and air conditioning field is a variety of safety accidents. There are a variety of safety problems: such as fire, explosion, toxic and harmful substances leakage and other emergencies. Implicative and impact force will bring great impact to human beings and their daily life. Therefore, the evolution of sudden events and the possible impact on the type and intensity of sudden events are studied. The characteristics of time and space are characterized and the vulnerability of disaster carrier under the action of sudden events is analyzed so as to realize the full prevention and effective control of emergencies and to provide heat and gas for people. The safety problems in the field of ventilation and air conditioning provide some theoretical reference and also play a vital role in regional public safety planning. Take the 2014 Qingdao World Horticultural Expo as an example. The purpose of this paper is to provide a scientific theoretical basis and method for the government to take the correct management and decision-making behavior in the emergency management of urban emergencies. By summarizing and summarizing the important basic theories in the field of public security, the essence and connotation of triangle theory, risk theory, system science theory, accident trigger theory and accident prevention theory of public safety are expounded respectively. To build the theoretical basis for regional public security planning. Focusing on the triangle theory of sudden events and disaster carrier analysis, the main analysis of the types of emergencies and the role of emergencies. On this basis, the certainty and uncertainty of emergencies are comprehensively analyzed, and the unexpected events are characterized from different attributes. And the damage performance of disaster carrier under the action of emergency and the vulnerability analysis and evaluation of disaster carrier. For this article on the 2014 Qingdao World Horticultural Exposition (abbreviated as "Expo"). The research on the related contents such as the representation of possible typical emergencies makes a theoretical foundation for the research of the relevant content of regional public security planning. And the macro adjustment of emergency management to reduce the loss caused by emergencies.
