【摘要】：自2008年世界金融危機(jī)以來，全球經(jīng)濟(jì)正呈現(xiàn)出由全球化重回區(qū)域化的態(tài)勢(shì)。為了保證經(jīng)濟(jì)的持續(xù)健康發(fā)展，國家試圖將我國的經(jīng)濟(jì)發(fā)展模式由出口拉動(dòng)型轉(zhuǎn)向內(nèi)需拉動(dòng)型。在這一新形勢(shì)下，各地正面臨著提高產(chǎn)業(yè)競爭力與擴(kuò)大內(nèi)需的雙重壓力。 在這個(gè)背景下，學(xué)術(shù)界和國家政府普遍開始將眼光由城市轉(zhuǎn)向以城市為中心的廣大區(qū)域，區(qū)域發(fā)展日益成為熱門話題。區(qū)域一體化戰(zhàn)略，既能通過整合區(qū)域資源，在不影響就業(yè)的前提下提高區(qū)域競爭力，又能夠擴(kuò)大公共服務(wù)的覆蓋范圍，保障區(qū)域內(nèi)公民平等享有公共物品，從而起到促進(jìn)消費(fèi)的作用，已經(jīng)成為各地競相探索的區(qū)域發(fā)展新途徑。 本文從我國實(shí)際情況出發(fā)，借助經(jīng)濟(jì)地理學(xué)、社會(huì)學(xué)、制度學(xué)、區(qū)域發(fā)展理論等相關(guān)理論，選取江西省吉安市吉泰走廊作為樣本區(qū)域進(jìn)行研究，總結(jié)其區(qū)域發(fā)展的特征，剖析影響區(qū)域發(fā)展的主要因素，在此基礎(chǔ)上分析區(qū)域發(fā)展面臨的重大風(fēng)險(xiǎn)，從而論證區(qū)域一體化是未來區(qū)域發(fā)展的最佳選擇，并分析探討相應(yīng)的發(fā)展策略。 吉泰走廊區(qū)域正處于快速發(fā)展時(shí)期。隨著工業(yè)化進(jìn)程的推進(jìn)，區(qū)域內(nèi)就業(yè)機(jī)會(huì)增加，人口集聚明顯，商貿(mào)物流發(fā)展迅猛，，經(jīng)濟(jì)發(fā)展和城市建設(shè)都取得了巨大成就。然而，分權(quán)化體制下的政府間競爭，也使得區(qū)域內(nèi)出現(xiàn)了盲目開發(fā)新區(qū)，產(chǎn)業(yè)同質(zhì)競爭，負(fù)外部性加劇等一系列問題，極大影響了區(qū)域生產(chǎn)效率。這類問題的根源在于制度缺陷，必須通過制度創(chuàng)新來解決。因此，本文試圖通過對(duì)吉泰走廊樣本區(qū)域的研究，探索當(dāng)下區(qū)域一體化發(fā)展的合理方式，最終將經(jīng)驗(yàn)運(yùn)用到與吉泰走廊類似的區(qū)域中，為我國區(qū)域發(fā)展提供新的樣本參考。 本文的研究思路以“特征總結(jié)—因素分析—風(fēng)險(xiǎn)分析—趨勢(shì)預(yù)判—策略思考”為核心，按照“提出問題—分析問題—解決問題”的脈絡(luò)展開。通過對(duì)吉泰走廊區(qū)域發(fā)展進(jìn)行時(shí)間和空間上的對(duì)比，分析其發(fā)展的特征、影響因素、問題、態(tài)勢(shì)，最終試圖探索出一條促進(jìn)區(qū)域發(fā)展的新途徑。
[Abstract]:Since the world financial crisis in 2008, the global economy is showing a trend of returning to regionalization by globalization, in order to ensure the sustained and healthy development of the economy. The state is trying to change the economic development model of our country from export-led to domestic demand. Under this new situation, all regions are facing the double pressure of improving industrial competitiveness and expanding domestic demand. In this context, academic circles and national governments generally began to shift their vision from cities to city-centered regions, and regional development has become a hot topic. Through the integration of regional resources, without affecting employment to improve regional competitiveness, but also to expand the coverage of public services, to ensure that citizens in the region equal access to public goods. Thus, the role of promoting consumption has become a new approach to regional development. This paper starts from the actual situation of our country, with the help of economic geography, sociology, institution theory, regional development theory and other relevant theories, selected Ji'an City, Jiangxi Province Jitai Corridor as a sample area to study. This paper summarizes the characteristics of regional development, analyzes the main factors affecting regional development, analyzes the major risks facing regional development, and proves that regional integration is the best choice for regional development in the future. And analyze and discuss the corresponding development strategy. The Jitai Corridor region is in a period of rapid development. With the advancement of industrialization, the employment opportunities in the region increase, the population agglomeration is obvious, and the development of trade and logistics is swift and violent. Great achievements have been made in economic development and urban construction. However, the inter-governmental competition under the decentralized system also causes a series of problems in the region, such as blind development of new areas, homogeneous competition of industry, aggravated negative externalities, and so on. It has greatly affected the efficiency of regional production. The root of this kind of problems lies in the institutional defects, which must be solved through institutional innovation. Therefore, this paper attempts to study the sample region of the Jitai Corridor. This paper explores the reasonable way of the development of regional integration at present, and finally applies the experience to the region similar to the Jitai Corridor, which provides a new sample reference for the regional development of our country. The research idea of this paper is "characteristic summary-factor analysis-risk analysis-trend forecast-strategic thinking" as the core. Through the contrast of time and space to the regional development of Jitai Corridor, this paper analyzes the characteristics, influencing factors, problems and situation of the development of Jitai Corridor. Finally, we try to explore a new way to promote regional development.
