【摘要】：城市規(guī)劃是城市的發(fā)展計劃,是城市管理最重要的部分,它是城市建設發(fā)展的藍圖和管理城市的依據(jù)。城市規(guī)劃管理的好壞直接影響城市管理,好的規(guī)劃使土地保值、增值,提升城市品質；差的規(guī)劃管理則使土地貶值,降低城市品質。好的規(guī)劃成果可以促進城鄉(xiāng)經(jīng)濟社會發(fā)展,差的規(guī)劃成果不僅實施困難、影響城鄉(xiāng)建設,更影響城鄉(xiāng)發(fā)展。城市規(guī)劃功能的發(fā)揮,是實現(xiàn)城市規(guī)劃的重要保障。珠海作為改革開放前沿陣地,經(jīng)濟曾一度高速發(fā)展,但近年來珠海經(jīng)濟發(fā)展在全省地市級城市中的排名越來越后,經(jīng)濟總量與發(fā)達地區(qū)差距是越拉越大。近年來,珠海著力構筑交通樞紐、產(chǎn)業(yè)布局和城市發(fā)展三大格局,從“一橋雙港”、“兩鐵六高速”、“城市慢行”及“綠道”到“東部服務”、“西部制造”產(chǎn)業(yè)品牌,從“4+4+1+1”園區(qū)產(chǎn)業(yè)發(fā)展新格局,到“一條主軸、兩大板塊、三區(qū)一城、若干組團”的城市空間格局。但縱觀珠海的規(guī)劃管理及其城市規(guī)劃對經(jīng)濟發(fā)展的影響不難看出,在規(guī)劃管理中存在重規(guī)劃編制輕規(guī)劃實施、重概念輕可實施性等問題,規(guī)劃編制缺乏扎實調查,規(guī)劃管理影響城市管理未能促進城鄉(xiāng)建設和城鄉(xiāng)經(jīng)濟發(fā)展,城市規(guī)劃是生產(chǎn)力也是競爭力。目前,珠海又開始新一輪城市規(guī)劃,如何發(fā)現(xiàn)以前規(guī)劃管理存在的問題,提出珠海市的規(guī)劃管理優(yōu)化策略,并加以實施,十分重要。 本文根據(jù)國內外城市規(guī)劃管理的研究現(xiàn)狀,利用城市規(guī)劃管理相關理論,針對珠海城市規(guī)劃對珠海經(jīng)濟發(fā)展的影響,分析珠海規(guī)劃管理的現(xiàn)狀、存在問題,通過對比和借鑒國內外城市規(guī)劃管理,從珠海城市規(guī)劃管理體制、城市規(guī)劃編制管理、城市規(guī)劃實施管理和城市建設等方面提出優(yōu)化對策。 本文共分為六部分,第一,通過國內外文獻研究,了解了發(fā)達國家及地區(qū)在城市規(guī)劃管理方面的相關政策、經(jīng)驗及方法,再對現(xiàn)有研究成果進行梳理和分析研究,提出本論文的突破點和立足點。 第二,闡述城市規(guī)劃管理的相關概念、規(guī)劃管理的內容和手段。 第三,研究珠海城市發(fā)展現(xiàn)狀、珠海城市規(guī)劃管理現(xiàn)狀以及規(guī)劃管理對珠海經(jīng)濟影響分析。 第四,對珠海城市規(guī)劃建設問題、規(guī)劃編制問題、規(guī)劃實施問題以及規(guī)劃管理問題進行分析。 第五,對美國、深圳、中山等城市規(guī)劃管理經(jīng)驗借鑒。 第六,針對珠海規(guī)劃管理存在問題,從珠海城市規(guī)劃管理體制、規(guī)劃編制管理、城鄉(xiāng)規(guī)劃實施管理和城市建設管理等方面提出優(yōu)化對策。
[Abstract]:Urban planning is the urban development plan and the most important part of urban management. It is the blueprint of urban construction and development and the basis of urban management. The quality of urban planning management directly affects urban management. Good planning to maintain the value of land, value-added, improve the quality of the city; Poor planning management will devalue the land and reduce the quality of the city. Good planning results can promote the economic and social development of urban and rural areas. Poor planning results are not only difficult to implement, but also affect urban and rural construction. The development of urban and rural areas and the function of urban planning play an important role in the realization of urban planning. As a front position of reform and opening up, Zhuhai's economy once developed at a high speed. However, in recent years, Zhuhai's economic development ranks more and more in the prefecture-level cities of the province, and the gap between the total economic volume and developed regions is widening. In recent years, Zhuhai has focused on building a transportation hub. Industrial layout and urban development from "one bridge and two ports", "two railways six high-speed", "urban slow" and "green road" to "eastern services", "made in the west" industrial brand. From "4411" park industry development new pattern, to "one main shaft, two big plates, three districts and one city". But looking at the planning management of Zhuhai and its influence on the economic development, it is not difficult to see that in the planning and management, the planning establishment is more important than the implementation of the planning. Pay attention to the concept and the implementation of problems such as lack of solid investigation planning management impact on urban and rural construction and urban and rural economic development urban planning is productivity and competitiveness. Zhuhai has begun a new round of urban planning. It is very important to find out the problems existing in the planning and management of Zhuhai and to put forward the optimization strategy of planning and management in Zhuhai. According to the current situation of urban planning and management at home and abroad, this paper analyzes the current situation and problems of Zhuhai planning and management in view of the impact of Zhuhai urban planning on Zhuhai's economic development, using the theory of urban planning and management. By comparing and drawing lessons from the domestic and foreign urban planning management, this paper puts forward the optimized countermeasures from the aspects of Zhuhai urban planning management system, urban planning compilation management, urban planning implementation management and urban construction. This paper is divided into six parts. First, through the domestic and foreign literature research, we understand the relevant policies, experiences and methods of urban planning management in developed countries and regions. Then combing and analyzing the existing research results, the breakthrough point and foothold of this paper are put forward. Second, the related concepts of urban planning management, planning management content and means. Thirdly, it studies the present situation of Zhuhai's urban development, the present situation of Zhuhai's urban planning and management, and the analysis of its impact on Zhuhai's economy. In 4th, the problems of Zhuhai urban planning and construction, planning preparation, planning implementation and planning management were analyzed. 5th, for the United States, Shenzhen, Zhongshan and other urban planning and management experience. In 6th, aiming at the problems existing in Zhuhai's planning and management, the author puts forward the optimization countermeasures from the aspects of Zhuhai's urban planning management system, planning establishment management, urban and rural planning implementation management and urban construction management, etc.
