【摘要】：本文通過對(duì)直升機(jī)產(chǎn)業(yè)背景的分析，結(jié)合天津直升機(jī)公司101廠房項(xiàng)目管理存在的問題，提出了直升機(jī)101廠房項(xiàng)目建設(shè)目標(biāo)管理這一研究課題，主要研究?jī)?nèi)容是如何制定符合直升機(jī)101廠房項(xiàng)目特點(diǎn)的目標(biāo)管理方法和措施。 論文對(duì)項(xiàng)目目標(biāo)管理的概念、國內(nèi)外項(xiàng)目管理研究現(xiàn)狀進(jìn)行了綜述，介紹了101廠房項(xiàng)目概況及其目標(biāo)設(shè)計(jì)影響因素，總結(jié)了101廠房項(xiàng)目目標(biāo)特點(diǎn)，并最終確定了101項(xiàng)目各目標(biāo)具體內(nèi)容。 本文通過對(duì)一般項(xiàng)目目標(biāo)管理方法及其運(yùn)用中存在不足的分析，結(jié)合101廠房工程特點(diǎn)，對(duì)直升機(jī)101廠房成本、進(jìn)度、質(zhì)量、HSE管理四大目標(biāo)管理提出了創(chuàng)新解決方法和措施，包括采用作業(yè)標(biāo)準(zhǔn)提前分類法解決101廠房復(fù)雜作業(yè)成本分類和評(píng)價(jià)問題，采用質(zhì)量標(biāo)準(zhǔn)權(quán)重分析法解決101廠房多標(biāo)準(zhǔn)重疊影響質(zhì)量目標(biāo)評(píng)定問題，采用進(jìn)度區(qū)域分解法解決101廠房多項(xiàng)目進(jìn)度目標(biāo)管理問題，采用HSE系統(tǒng)定性風(fēng)險(xiǎn)分析法解決直升機(jī)廠房HSE不確定因素管理問題。同時(shí)針對(duì)各目標(biāo)制訂了詳細(xì)有效的目標(biāo)管理措施方案包括區(qū)別化制度設(shè)計(jì)用于成本管理的措施、看板講圖質(zhì)量提前控制措施、信息化平臺(tái)協(xié)調(diào)進(jìn)度措施、HSE應(yīng)急管理措施等。 在以上論述基礎(chǔ)上，總結(jié)歸納天津直升機(jī)101廠房項(xiàng)目目標(biāo)管理方法和措施在運(yùn)用中的優(yōu)缺點(diǎn)，，提出了主要結(jié)論、研究存在不足和進(jìn)一步需要研究的問題展望。
[Abstract]:Based on the analysis of helicopter industry background and the problems existing in the project management of Tianjin helicopter Company 101 plant project, this paper puts forward the research topic of helicopter 101 plant project construction objective management. The main research content is how to establish the target management methods and measures which accord with the characteristics of helicopter 101 plant project. This paper summarizes the concept of project objective management and the research status of project management at home and abroad, introduces the general situation of 101 plant project and the influencing factors of its objective design, and summarizes the characteristics of 101 plant project objective. And finally determined the 101 project each target concrete content. Based on the analysis of the general project objective management method and its application, combined with the characteristics of 101 factory building, the cost, schedule and quality of helicopter 101 plant are analyzed in this paper. The four main objectives of HSE management put forward innovative solutions and measures, including the use of operating standard advance classification to solve the problem of complex activity cost classification and evaluation. The quality standard weight analysis method is used to solve the problem of multi-standard overlap affecting the quality target evaluation of 101 plant, and the progress region decomposition method is used to solve the problem of multi-project schedule goal management of 101 plant. The qualitative risk analysis method of HSE system is used to solve the HSE uncertainty factor management problem of helicopter plant. At the same time, a detailed and effective target management plan including distinguishing system design for cost is developed. Management measures. Kanban quality control measures, information platform to coordinate progress measures HSE emergency management measures. On the basis of the above discussion, this paper summarizes the advantages and disadvantages of the objective management methods and measures of Tianjin helicopter 101 plant project, and puts forward the main conclusions. There are some shortcomings in the study and some problems need to be studied further.
