【摘要】：城鄉(xiāng)統(tǒng)籌是中央根據(jù)經(jīng)濟社會發(fā)展階段而提出的重大戰(zhàn)略決策。旅游小城鎮(zhèn)在城鄉(xiāng)統(tǒng)籌的背景下,有可能形成從—產(chǎn)到三產(chǎn)的跨越式發(fā)展模式,發(fā)揮其城鄉(xiāng)過渡體的作用,大力推進城鄉(xiāng)過渡,是實現(xiàn)城鄉(xiāng)統(tǒng)籌發(fā)展的關鍵。旅游小城鎮(zhèn)應始終立足自身資源優(yōu)勢,以旅游為突破口,帶動產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,推進旅游小城鎮(zhèn)的發(fā)展。目前對旅游小城鎮(zhèn)的研究缺乏系統(tǒng)性,對其規(guī)劃的研究較少,針對城鄉(xiāng)統(tǒng)籌下的旅游小城鎮(zhèn)規(guī)劃研究更是缺乏地區(qū)的個案探討。本論文嘗試以云南西雙版納州為地域背景,針對其旅游小城鎮(zhèn)獨特的特色性,分析研究城鄉(xiāng)統(tǒng)籌背景下不同于其他小城鎮(zhèn)的旅游小城鎮(zhèn)規(guī)劃。 在城鄉(xiāng)統(tǒng)籌背景下,旅游小城鎮(zhèn)規(guī)劃既要符合城鎮(zhèn)發(fā)展實際需求,又要有一定的針對性和前瞻性�；谝陨媳尘昂蛦栴}的分析,通過書籍及文獻資料閱讀、調(diào)研訪談、理論結(jié)合實踐、實際案例分析的方法,首先對旅游小城鎮(zhèn)、城鄉(xiāng)統(tǒng)籌等重要概念進行界定,分析旅游小城鎮(zhèn)的城鄉(xiāng)統(tǒng)籌應注重哪幾個方面,在對國內(nèi)外相關文獻學習和反思的基礎上,選取應用城鄉(xiāng)統(tǒng)籌理念進行規(guī)劃上較成熟的典型案例進行研究,即以竹鎮(zhèn)鎮(zhèn)、仕陽鎮(zhèn)、山泉鎮(zhèn)為例,探索旅游小城鎮(zhèn)在城鄉(xiāng)統(tǒng)籌背景下的規(guī)劃建設啟示；對國外經(jīng)驗進行梳理,以總結(jié)出規(guī)劃建設經(jīng)驗。在此基礎上對本文所選案例地勐罕鎮(zhèn)、勐侖鎮(zhèn)進行分析、研究,針對其現(xiàn)狀情況和現(xiàn)有規(guī)劃文本,歸納、總結(jié)并進一步提升,挖掘旅游小城鎮(zhèn)在城鄉(xiāng)統(tǒng)籌背景下的重點規(guī)劃內(nèi)容,總結(jié)歸納出西雙版納旅游小城鎮(zhèn)規(guī)劃重點、策略及方法步驟。本論文借此研究希望能對西雙版納的旅游小城鎮(zhèn)規(guī)劃及城鄉(xiāng)統(tǒng)籌建設發(fā)展有所裨益和參考。
[Abstract]:Urban and rural planning is a major strategic decision put forward by the central government according to the stage of economic and social development. Under the background of urban and rural planning, tourism small towns may form a leapfrog development model from production to three industries. It is the key to realize the overall development of urban and rural areas to give full play to the role of its urban-rural transitional body and to vigorously promote the urban-rural transition. Small tourist towns should always base themselves on their own resource advantages, take tourism as a breakthrough point, and promote the adjustment of industrial structure. To promote the development of small tourism towns. At present, the research on tourism towns is lack of systematic, and the research on its planning is less. This paper tries to take Xishuangbanna Prefecture of Yunnan Province as the regional background, aiming at the unique characteristics of tourism small towns. Under the background of urban and rural planning, the planning of tourism towns is different from other small towns. Under the background of urban and rural planning, tourism town planning should not only meet the actual needs of urban development, but also be targeted and forward-looking. Based on the analysis of the above background and problems, through books and literature reading. Research and interview, theory combined with practice, practical case analysis method, first of all, the tourism small towns, urban and rural planning and other important concepts are defined, analysis of tourism small towns urban and rural planning should pay attention to several aspects. On the basis of the study and reflection of the relevant literature at home and abroad, select the application of urban and rural planning concept on the more mature typical case study, that is, Zhuzhen Town, Shiyang Town, Shanquan Town as an example. To explore the enlightenment of planning and construction of small tourist towns under the background of urban and rural planning; In order to sum up the experience of planning and construction, this paper analyzes and studies the selected cases of Menghan and Menglun, and sums up the current situation and the existing planning text of Menghan and Menglun. Sum up and further improve, mining tourism small towns in the context of urban and rural planning in the context of the key planning content, summed up the Xishuangbanna tourism town planning focus. This paper hopes to be of benefit and reference to the planning of tourism small towns and the overall development of urban and rural areas in Xishuangbanna.
