【摘要】：自20世紀(jì)90年代掀起的舊城改造風(fēng)潮以來,中國許多城市的老街區(qū)大多都被高樓大廈的所取代。尤其是處于都市繁華地帶的老房子不可避免的成為被拆除的對象�，F(xiàn)如今,中國許多城市的更新從地面深入到了地下,從之前的區(qū)域改造轉(zhuǎn)到大規(guī)模的城市立體體系構(gòu)建,歷史街區(qū)的保護(hù)與城市更新之間的沖突更加顯著。北京的胡同、上海的里弄、武漢的里分等獨特的地域建筑群落正被快速發(fā)展的城市所淘汰。當(dāng)代的中國已經(jīng)失去了太多文化街區(qū),令人惋惜。而面臨這種大拆大建使得城市歷史韻味快速消亡的重構(gòu)方式,尋找中國的舊城改造道路,繼承和發(fā)展城市的獨特文化將變得十分重要。 縱觀國內(nèi)外城市規(guī)劃的歷史,19世紀(jì)末期奧斯曼男爵對巴黎近乎拆除重建的大型改造項目值得我們深度研究。本文概述了奧斯曼的巴黎改造項目,并詳細(xì)解析巴黎改造的模式和街區(qū)形式以及改造帶來的城市遺產(chǎn)等問題,由此對比當(dāng)今中國的舊城改造現(xiàn)狀,總結(jié)經(jīng)驗教訓(xùn),探討適合中國的舊城改造的道路,即通過充分利用政府干涉功能、設(shè)立第三監(jiān)察機(jī)構(gòu)以及逐步完善相關(guān)法規(guī)等方式來重建新街區(qū)來降低城市改造引起的文化遺失,并使之能夠很好的繼承城市文化遺產(chǎn)。
[Abstract]:Since 1990s, a wave of transformation of the old city, many city Chinese old neighborhoods are edifice replaced. Especially in the downtown area of the city will inevitably become the object of the old house was demolished. Today, many city China updates from the ground into the underground city, to build three-dimensional system of large scale from the region before the transformation, the conflict between the historical block protection and renewal of the city more significant. Beijing Hutong, Shanghai street, eliminated in Wuhan unique geographical classification building community is the rapid development of the city. The China has lost too many cultural blocks, regrettable. Facing this large demolition made the reconstruction method of city historical charm fast disappearing, looking for the transformation of the old city Chinese Road, unique cultural inheritance and development of the city will become very important.
The city planning history, Baron Osman of Paris almost at the end of the nineteenth Century demolition of a large renovation project reconstruction is worthy of our depth of research. This paper summarizes Osman's Paris reconstruction project, and detailed analysis of the transformation of Paris mode and block form and to the transformation of city heritage, which compare the old city transformation of the status of today China. To summarize the experience and lessons, to explore the transformation of the old city Chinese Road, by making full use of the government interference function, set up third monitoring mechanism and gradually improve relevant laws and regulations and other ways to build new area to reduce the loss caused by the transformation of the city culture, which can be very good to inherit the cultural heritage of the city.
