【摘要】：民生保障領(lǐng)域已經(jīng)具備大數(shù)據(jù)應(yīng)用的必要條件。首先,提出民生保障大數(shù)據(jù)應(yīng)用以解決當(dāng)前民生保障面臨的基層民生利益補(bǔ)給失信、基本民生服務(wù)供給不足和社會救助資源配置失衡等問題為目標(biāo)。然后,從數(shù)據(jù)處理與管理的角度,研究了統(tǒng)一數(shù)據(jù)模型、信息編碼體系、對象全息畫像與大數(shù)據(jù)分析平臺等方面的民生保障大數(shù)據(jù)關(guān)鍵技術(shù)。最后,開展了社會救助對象監(jiān)測預(yù)警、社會服務(wù)綜合統(tǒng)計評估、民生問題跟蹤分析與社會安全運(yùn)行監(jiān)測預(yù)警等民生保障大數(shù)據(jù)的典型應(yīng)用。
[Abstract]:The field of livelihood security has already possessed the necessary conditions for big data's application.First of all, the paper puts forward that big data's aim is to solve the problems such as the loss of trust in the supply of basic livelihood benefits, the insufficient supply of basic livelihood services and the imbalance in the allocation of social assistance resources in order to solve the problems faced by the livelihood security at the grass-roots level.Then, from the point of view of data processing and management, this paper studies the key technologies in the aspects of unified data model, information coding system, object holographic portrait and big data analysis platform, and so on.Finally, the typical application of big data, such as monitoring and warning of social assistance objects, comprehensive statistical evaluation of social services, tracking and analysis of livelihood issues and monitoring and early warning of social security operation, is carried out.
