【摘要】：大數(shù)據(jù)的迅速發(fā)展推動(dòng)了社會(huì)信息化的進(jìn)程,政府內(nèi)部信息安全面臨著新的挑戰(zhàn)。我國(guó)堅(jiān)持走中國(guó)特色社會(huì)主義道路,我們的政府承載的管理和服務(wù)職能任務(wù)比其他國(guó)家更為艱巨。目前,我國(guó)政府基本實(shí)現(xiàn)內(nèi)部網(wǎng)絡(luò)辦公及普及工作。各級(jí)機(jī)關(guān)在享受信息網(wǎng)絡(luò)化和共享化帶來(lái)的便捷的同時(shí),政府部門(mén)的信息安全也面臨著重重威脅。對(duì)于信息安全的研究,以往都偏重于技術(shù)層面,尤其對(duì)于微觀層面的組織管理的研究更是甚少。當(dāng)前,大數(shù)據(jù)盛行,我國(guó)政府面臨的信息安全壓力比以往更大。本文通過(guò)研究我國(guó)政府部門(mén)在大數(shù)據(jù)背景下的內(nèi)部信息安全風(fēng)險(xiǎn)現(xiàn)狀并分析原因和借鑒國(guó)外做法,最終提出適應(yīng)我國(guó)政府現(xiàn)狀和情況的內(nèi)部信息安全管理對(duì)策。本文共分五部分。第一部分為導(dǎo)論,主要對(duì)大數(shù)據(jù)時(shí)代政府內(nèi)部信息安全的產(chǎn)生背景和研究意義進(jìn)行闡述,梳理該問(wèn)題的國(guó)內(nèi)外研究現(xiàn)狀并介紹文章使用的方法和思路;第二部分為相關(guān)概念及理論分析,主要對(duì)大數(shù)據(jù)及政府內(nèi)部信息安全的相關(guān)概念進(jìn)行闡述;第三部分為大數(shù)據(jù)背景下政府內(nèi)部信息安全現(xiàn)狀及原因分析,對(duì)政府內(nèi)部信息安全的產(chǎn)生及現(xiàn)狀、原因進(jìn)行具體深入的分析;第四部分為國(guó)外政府內(nèi)部信息安全管理情況及對(duì)我啟示,通過(guò)對(duì)歐美等發(fā)達(dá)國(guó)家的政府內(nèi)部信息安全管理經(jīng)驗(yàn)進(jìn)行介紹,找出差距,得出對(duì)我國(guó)政府可用的借鑒經(jīng)驗(yàn);第五部分為我國(guó)政府內(nèi)部信息安全管理的對(duì)策分析,建議我國(guó)政府通過(guò)完善相關(guān)法律、完善信息安全管理制度、提高信息安全意識(shí)、加強(qiáng)技術(shù)保障等手段來(lái)加強(qiáng)對(duì)政府內(nèi)部信息安全的管理。
[Abstract]:The rapid development of big data has promoted the process of social informatization, and the internal information security of the government is facing new challenges.China adheres to the socialist road with Chinese characteristics, and our government carries more arduous tasks of management and service than other countries.At present, our country government basically realizes the internal network office and popularizes the work.Authorities at all levels enjoy the convenience of information networking and sharing, and the information security of government departments is also facing a lot of threats.For the research of information security, emphasis has been placed on the technical level, especially on the micro level of organization management.At present, big data prevails, our country government faces the pressure of information security more than ever.By studying the present situation of internal information security risk of Chinese government departments under the background of big data and analyzing the reasons and drawing lessons from foreign practices, this paper finally puts forward the internal information security management countermeasures adapted to the present situation and situation of our government.This paper is divided into five parts.The first part is the introduction, mainly expounds the background and research significance of the government information security in big data era, combs the domestic and foreign research status of this problem and introduces the methods and ideas used in the article.The second part is related concepts and theoretical analysis, mainly on big data and the relevant concepts of information security within the government; the third part is the analysis of the current situation and reasons of information security in the background of big data.The emergence and current situation of information security in government and the reasons for it are analyzed in detail. The fourth part is about the internal information security management of foreign governments and its enlightenment to me.Through the introduction of the information security management experience of the developed countries, such as Europe and the United States, to find out the gap, draw lessons from the experience of our government; the fifth part is the analysis of the countermeasures of the internal information security management of our government.It is suggested that our government should strengthen the management of information security within the government by means of perfecting the relevant laws, perfecting the information security management system, raising the awareness of information security, and strengthening the technical security.
