【摘要】：隨著計(jì)算機(jī)技術(shù)和信息產(chǎn)業(yè)的快速發(fā)展,信息技術(shù)不斷滲透到社會(huì)各行各業(yè),從"衣、食、住、行"等各個(gè)方面深刻改變我們的生活方式和工作方式,在傳統(tǒng)政務(wù)服務(wù)方面也帶來(lái)了一場(chǎng)新的革命�，F(xiàn)有的電子政務(wù)系統(tǒng)主要集中在大中型城市,而且其功能以信息公開(kāi)為主,區(qū)縣級(jí)城市的電子政務(wù)系統(tǒng)還在起步階段,同時(shí)各個(gè)委辦局、機(jī)構(gòu)單位都建設(shè)有各自的業(yè)務(wù)信息系統(tǒng),由于行政壁壘、物理隔離等原因,導(dǎo)致這些系統(tǒng)很難做到互聯(lián)互通,形成一個(gè)"信息孤島",用戶(hù)辦理一個(gè)業(yè)務(wù),往往需要多個(gè)部門(mén)來(lái)回跑,從而使政府服務(wù)存在著工作效率低,群眾評(píng)價(jià)差等問(wèn)題本文基于前期研究成果和項(xiàng)目開(kāi)發(fā)基礎(chǔ),針對(duì)湖南某縣級(jí)城市,從財(cái)政審核、收支、發(fā)證等方面著手進(jìn)行需求分析,給出了架構(gòu)設(shè)計(jì)、數(shù)據(jù)庫(kù)設(shè)計(jì)和詳細(xì)設(shè)計(jì),并搭建了縣級(jí)電子政務(wù)服務(wù)平臺(tái)。本系統(tǒng)具有如下幾個(gè)特點(diǎn):1.采用開(kāi)源的工作流引擎作為流程驅(qū)動(dòng)引擎,實(shí)現(xiàn)了電子政務(wù)服務(wù)平臺(tái)消息的快速傳遞,如平臺(tái)的財(cái)政審核模塊通過(guò)流程驅(qū)動(dòng)引擎,規(guī)范業(yè)務(wù)辦理流程,及時(shí)將業(yè)務(wù)信息、業(yè)務(wù)消息推送給處理部門(mén)和處理人員,大大加快信息在各個(gè)部門(mén)流轉(zhuǎn)的速度,提高業(yè)務(wù)辦理效率;2.電子政務(wù)服務(wù)平臺(tái)與多個(gè)委辦局、機(jī)構(gòu)單位的業(yè)務(wù)系統(tǒng)進(jìn)行無(wú)縫銜接,實(shí)現(xiàn)這些系統(tǒng)與平臺(tái)的數(shù)據(jù)共享、消息共享,真正實(shí)現(xiàn)政務(wù)業(yè)務(wù)"一條龍"辦理;3.平臺(tái)的發(fā)證打印模塊實(shí)現(xiàn)了業(yè)務(wù)憑證純電子化打印模式,改變了以往的手寫(xiě)憑證模式,提高了證件的規(guī)范性和防偽性;4.平臺(tái)統(tǒng)計(jì)分析模塊通過(guò)豐富的圖表展示,可以讓領(lǐng)導(dǎo)層快速、實(shí)時(shí)了解業(yè)務(wù)辦理情況,對(duì)平臺(tái)運(yùn)營(yíng)情況有直觀的了解。本系統(tǒng)具有良好的可擴(kuò)展性、可移植性、可重用性。系統(tǒng)測(cè)試和試運(yùn)行結(jié)果表明,系統(tǒng)運(yùn)行安全、可靠、穩(wěn)定,能夠滿(mǎn)足區(qū)縣級(jí)電子政務(wù)的各項(xiàng)業(yè)務(wù)需求,切實(shí)提高政務(wù)服務(wù)工作效率,具有很好的易用性和應(yīng)用推廣價(jià)值。
[Abstract]:With the rapid development of computer technology and information industry, information technology has continuously penetrated into all kinds of industries in society. It has profoundly changed our way of life and working way from the aspects of "clothing, food, housing, transportation" and so on.In the traditional government service has also brought a new revolution.The existing e-government systems are mainly concentrated in large and medium-sized cities, and their functions are mainly information disclosure. The e-government systems of district and county-level cities are still in their infancy. At the same time, each commission office,Because of administrative barriers, physical isolation and other reasons, it is very difficult for these systems to be interconnected, forming an "information island" where users can handle a business.It often needs many departments to run back and forth, so that there are problems such as low efficiency of government service, poor evaluation of the masses and so on. Based on the previous research results and the foundation of project development, this paper aims at a county city in Hunan Province, from the financial audit, revenue and expenditure.The requirement analysis is carried out in the aspects of issuing license and so on. The architecture design, database design and detailed design are given, and the county-level e-government service platform is built.The system has the following characteristics: 1.The open source workflow engine is used as the process-driven engine, which realizes the rapid transmission of information in the e-government service platform. For example, the financial audit module of the platform, through the process-driven engine, standardizes the business process and timely transmits the business information.The business message is pushed to the processing department and the processing personnel, greatly speeds up the information in each department circulation speed, enhances the service processing efficiency to 2.E-government service platform is connected seamlessly with the business systems of many agencies and institutions, so as to realize the data sharing and message sharing between these systems and the platform, so as to realize the "one-stop" management of government affairs business.The card printing module of the platform realizes the pure electronic printing mode of business voucher, changes the previous handwritten voucher mode, and improves the standardization and anti-forgery of the certificate.The platform statistical analysis module through the rich chart display, can let the leadership quickly, the real-time understanding service processing situation, has the intuitive understanding to the platform operation situation.The system has good expansibility, portability and reusability.The results of system test and trial operation show that the system is safe, reliable and stable, which can meet the business requirements of county level e-government, and improve the efficiency of government affairs service. It has good usability and application promotion value.
