【摘要】：大數(shù)據(jù)即將帶來(lái)一場(chǎng)顛覆性的革命,無(wú)論是生產(chǎn)方式、生活方式,還是行為方式、思維方式,無(wú)論是經(jīng)濟(jì)生活、文化生活,還是社會(huì)生活、政治生活,都將發(fā)生顯著性的變革。大數(shù)據(jù)不可避免地成為促進(jìn)組織服務(wù)創(chuàng)新、經(jīng)濟(jì)社會(huì)發(fā)展、國(guó)家治理現(xiàn)代化的核心引擎。從許多發(fā)達(dá)國(guó)家制定的大數(shù)據(jù)戰(zhàn)略來(lái)看,大數(shù)據(jù)政策實(shí)施和行動(dòng)計(jì)劃明顯具有規(guī)劃性、開放性、智能性、價(jià)值性、安全性、保障性的特點(diǎn)。中國(guó)大數(shù)據(jù)戰(zhàn)略的實(shí)施必須建立統(tǒng)一的大數(shù)據(jù)公共資源平臺(tái),構(gòu)建大數(shù)據(jù)開放共享機(jī)制,完善大數(shù)據(jù)隱私保護(hù)體系,發(fā)展大數(shù)據(jù)相關(guān)的新產(chǎn)業(yè)和新業(yè)態(tài),加強(qiáng)大數(shù)據(jù)關(guān)鍵技術(shù)的研發(fā)和應(yīng)用,推進(jìn)大數(shù)據(jù)人才儲(chǔ)備政策的保障和實(shí)施。
[Abstract]:Big data is about to bring about a subversive revolution, whether it is the mode of production, the way of life, the way of behavior, the way of thinking, whether it is economic life, cultural life, social life, or political life. Big data will inevitably become the core engine for promoting organizational service innovation, economic and social development, and modernization of national governance. Judging from the big data strategy formulated by many developed countries, Big data's policy implementation and action plan obviously have the characteristics of planning, openness, intelligence, value, security and security. To construct big data's open and shared mechanism, to perfect the system of big data's privacy protection, to develop the new industries and new forms of business related to big data, to strengthen the research and development and application of the key technologies of big data, and to promote the protection and implementation of the talent reserve policy of big data.
