【摘要】：大數(shù)據(jù)即將帶來一場顛覆性的革命,無論是生產(chǎn)方式、生活方式,還是行為方式、思維方式,無論是經(jīng)濟生活、文化生活,還是社會生活、政治生活,都將發(fā)生顯著性的變革。大數(shù)據(jù)不可避免地成為促進組織服務(wù)創(chuàng)新、經(jīng)濟社會發(fā)展、國家治理現(xiàn)代化的核心引擎。從許多發(fā)達國家制定的大數(shù)據(jù)戰(zhàn)略來看,大數(shù)據(jù)政策實施和行動計劃明顯具有規(guī)劃性、開放性、智能性、價值性、安全性、保障性的特點。中國大數(shù)據(jù)戰(zhàn)略的實施必須建立統(tǒng)一的大數(shù)據(jù)公共資源平臺,構(gòu)建大數(shù)據(jù)開放共享機制,完善大數(shù)據(jù)隱私保護體系,發(fā)展大數(shù)據(jù)相關(guān)的新產(chǎn)業(yè)和新業(yè)態(tài),加強大數(shù)據(jù)關(guān)鍵技術(shù)的研發(fā)和應(yīng)用,推進大數(shù)據(jù)人才儲備政策的保障和實施。
[Abstract]:Big data is about to bring about a subversive revolution, whether it is the mode of production, the way of life, the way of behavior, the way of thinking, whether it is economic life, cultural life, social life, or political life. Big data will inevitably become the core engine for promoting organizational service innovation, economic and social development, and modernization of national governance. Judging from the big data strategy formulated by many developed countries, Big data's policy implementation and action plan obviously have the characteristics of planning, openness, intelligence, value, security and security. To construct big data's open and shared mechanism, to perfect the system of big data's privacy protection, to develop the new industries and new forms of business related to big data, to strengthen the research and development and application of the key technologies of big data, and to promote the protection and implementation of the talent reserve policy of big data.
