【摘要】:由于,朝陽(yáng)區(qū)廣電中心人事檔案管理工作,目前仍處于純手工管理狀態(tài),以紙質(zhì)存檔與手工管理為主,或配合一些電子表格輔助管理的現(xiàn)狀。傳統(tǒng)的檔案管理手段和管理模式所帶來(lái)的費(fèi)時(shí)費(fèi)力、誤操作、管理不善和不專業(yè)、不規(guī)范,足以證實(shí):對(duì)于人事檔案資料的搜集整理、檢索查閱和封裝存儲(chǔ)等工作,缺乏現(xiàn)代化管理手段以及新技術(shù)的運(yùn)用,是一定會(huì)嚴(yán)重制約人事檔案管理工作水平的提升的。為了提升和改變本單位的檔案管理工作水平和現(xiàn)狀,在對(duì)于國(guó)內(nèi)較成熟的人事檔案管理系統(tǒng)設(shè)計(jì)公司進(jìn)行市場(chǎng)調(diào)研和詢價(jià)的基礎(chǔ)上,本人決定結(jié)合本單位人事檔案管理工作實(shí)際,利用自己軟件工程專業(yè)所學(xué),運(yùn)用軟件工程思想,團(tuán)隊(duì)開(kāi)發(fā)方法,學(xué)習(xí)和借鑒成熟人事檔案管理系統(tǒng)的設(shè)計(jì)思路和模式,自行開(kāi)發(fā)設(shè)計(jì)一款適合本單位使用的人事檔案管理系統(tǒng)。希望利用信息化資源優(yōu)勢(shì),通過(guò)字符識(shí)別等現(xiàn)代信息技術(shù)手段,提升本單位人事檔案管理工作效率,進(jìn)一步實(shí)現(xiàn)人事檔案電子化、無(wú)紙化管理,推動(dòng)單位人事檔案工作的信息化進(jìn)程。本系統(tǒng)的設(shè)計(jì)與開(kāi)發(fā),是基于并結(jié)合廣電中心(本人單位)人事檔案管理工作的現(xiàn)狀以及實(shí)際業(yè)務(wù)流程的需要,結(jié)合該單位中現(xiàn)有計(jì)算機(jī)系統(tǒng)配置情況和應(yīng)用模式,開(kāi)展了嚴(yán)謹(jǐn)細(xì)致地調(diào)研和分析,挖掘出現(xiàn)存的各種實(shí)際問(wèn)題,并依據(jù)問(wèn)題提出了本系統(tǒng)設(shè)計(jì)思路與開(kāi)發(fā)模式。在需求分析方面,對(duì)本系統(tǒng)的功能和性能進(jìn)行了詳細(xì)分析,并對(duì)人事檔案業(yè)務(wù)流程進(jìn)行全面闡述,然后再對(duì)本系統(tǒng)的數(shù)據(jù)需求進(jìn)行了分析。在系統(tǒng)設(shè)計(jì)方面,對(duì)本系統(tǒng)的整體架構(gòu)、數(shù)據(jù)庫(kù)表、紙質(zhì)材料數(shù)字化轉(zhuǎn)換等方面進(jìn)行了詳細(xì)設(shè)計(jì),各模塊設(shè)計(jì)將滿足系統(tǒng)的靈活性、可擴(kuò)充性和全面性。在系統(tǒng)實(shí)現(xiàn)方面,力爭(zhēng)達(dá)到人事檔案信息化、無(wú)紙化、規(guī)范化管理。使電子人事資料的檔案管理與電子文件的檔案管理一體化。將過(guò)去的紙張調(diào)閱的方式逐漸向電腦無(wú)紙化查閱的方向轉(zhuǎn)變;實(shí)現(xiàn)檔案數(shù)據(jù)刪除、修改、查詢、添加、統(tǒng)計(jì)、維護(hù)、識(shí)別等多種使用功能。

In order to improve and change the level and current situation of the archives management of our unit, it is certain that it will seriously restrict the improvement of the work level of personnel archives management. On the basis of market research and inquiry for the domestic mature personnel file management system design company, I decided to combine the actual work of personnel file management in this unit, and make use of my own software engineering major. Using the idea of software engineering and the method of team development, we can learn from the design ideas and models of the mature personnel file management system. Develop and design a personnel file management system suitable for the use of this unit. We hope to use the advantages of information resources, through modern information technology means such as character recognition, to improve the efficiency of personnel archives management in our unit. Further realize the personnel file electronic, paperless management, promote the unit personnel file work information process. Design and development of this system. Is based on and combined with the radio and television center (my unit) personnel file management status and actual business process needs, combined with the existing computer system in the unit configuration and application mode. Carried out rigorous and meticulous investigation and analysis, excavated out the existing practical problems, and put forward the system design ideas and development model. The function and performance of the system are analyzed in detail, and the business process of personnel files is described comprehensively. Then, the data requirements of the system are analyzed. The overall structure of the system, database tables, paper material digitization conversion and other aspects of the detailed design, each module design will meet the flexibility of the system, extensibility and comprehensiveness, in the implementation of the system. Strive to achieve personnel files information, paperless. Standardized management. Make the electronic personnel data file management and electronic document file management integration. The past paper retrieval way gradually to the computer paperless access to the direction of change; File data delete, modify, query, add, statistics, maintenance, identification and other functions.
