建設用地指標跨區(qū)域市場化配置可行性分析

【摘要】:正為保護18億畝耕地紅線,我國實行最嚴格耕地保護制度,并且在土地管理政策上明確限制耕地的跨省(市、區(qū))占補平衡。但從目前政策實行的實際結果來看,東部沿海發(fā)達地區(qū)對建設用地指標需求量較大,而國家分配的建設用地指標嚴重不足,導致一些項目無法落地。在西部地區(qū),雖然用指標征收土地,建造了不少工業(yè)園區(qū),但由于西部很多地區(qū)不具備發(fā)展工商業(yè)的條件,造成園區(qū)空置。這些問題的根
[Abstract]:In order to protect the red line of 1.8 billion mu of arable land, China implements the strictest cultivated land protection system, and clearly restricts the balance between provinces (cities, districts) of cultivated land in terms of land management policy.
