耕地空間優(yōu)化配置研究——以常州市新北區(qū)為例

【摘要】:如何通過(guò)配置耕地的空間布局,緩解城市建設(shè)用地?cái)U(kuò)張與耕地保護(hù)之間的矛盾,是國(guó)土資源利用過(guò)程中必須重視的問(wèn)題。研究以常州市新北區(qū)為例,首先,從耕地的自然稟賦、質(zhì)量條件、空間形態(tài)、區(qū)位條件和規(guī)劃預(yù)測(cè)五個(gè)方面入手,共選取18個(gè)指標(biāo)因子,構(gòu)建了耕地資源保護(hù)價(jià)值評(píng)價(jià)指標(biāo)體系;然后,利用S型模糊隸屬度函數(shù)標(biāo)準(zhǔn)化指標(biāo)數(shù)值,并綜合運(yùn)用灰色關(guān)聯(lián)分析和理想點(diǎn)逼近法,以實(shí)際地塊為單元,對(duì)評(píng)價(jià)結(jié)果進(jìn)行優(yōu)劣排序;最后,根據(jù)最大相似性原理,將研究區(qū)內(nèi)的耕地分為五級(jí),以預(yù)測(cè)模擬的目標(biāo)年份耕地需求量為基準(zhǔn),確定耕地空間上的最優(yōu)分布位置。研究結(jié)果表明,2020年新北區(qū)耕地需求量的模擬值為10 679.93hm~2,前四級(jí)耕地總量能夠滿足其要求,故將相應(yīng)耕地劃入最優(yōu)區(qū)域。春江鎮(zhèn)和孟河鎮(zhèn)分別以其廣大的區(qū)位優(yōu)勢(shì)和優(yōu)良的耕地質(zhì)量成為耕地保護(hù)的重點(diǎn)區(qū)域。
[Abstract]:How to alleviate the contradiction between the expansion of urban construction land and the protection of cultivated land by allocating the spatial distribution of cultivated land is a problem that must be paid attention to in the process of utilizing land and resources. The study takes Xinbei District of Changzhou City as an example. Firstly, 18 index factors are selected from five aspects: natural endowment, quality condition, spatial form, location condition and planning prediction of cultivated land. The evaluation index system of cultivated land resources protection value was constructed. Then, the S-type fuzzy membership function is used to standardize the index value, and the grey correlation analysis and ideal point approximation method are synthetically used to sort the evaluation results with the actual block as the unit. Finally, according to the principle of maximum similarity, the cultivated land in the study area is divided into five levels, and the optimal spatial distribution of cultivated land is determined based on the prediction of cultivated land demand in the simulated target year. The results show that the simulated value of cultivated land demand in New North District in 2020 is 10679.93hmm2, and the total amount of the first four grades of cultivated land can meet its requirements, so the corresponding cultivated land is divided into the optimal area. Chunjiang Town and Menghe Town have become the key areas for cultivated land protection with their vast geographical advantages and excellent cultivated land quality.
