用熵權(quán)法和改進TOPSIS模型評價高標(biāo)準(zhǔn)基本農(nóng)田建設(shè)后效應(yīng)

【摘要】:規(guī)范評價實施效果對科學(xué)開展高標(biāo)準(zhǔn)基本農(nóng)田建設(shè)具有重要意義。該文以山地丘陵區(qū)3個農(nóng)業(yè)產(chǎn)業(yè)化進程梯度差異明顯的高標(biāo)準(zhǔn)基本農(nóng)田建設(shè)示范縣——重慶市江津區(qū)(YQ-I)、銅梁區(qū)(YQ-II)、梁平縣(YQ-III)為樣區(qū),以土地整治項目為樣點,選取新型經(jīng)營主體數(shù)量、土地流轉(zhuǎn)規(guī)模等10項指標(biāo),構(gòu)建了高標(biāo)準(zhǔn)基本農(nóng)田建設(shè)后經(jīng)濟-社會效應(yīng)評價指標(biāo)體系,并將熵權(quán)法和改進TOPSIS(technique for order preference by similarity to ideal solution)模型應(yīng)用于評價。結(jié)果發(fā)現(xiàn),在影響經(jīng)濟-社會效應(yīng)的各項指標(biāo)中,適度規(guī);(jīng)營面積、項目后期管護農(nóng)民參與度、農(nóng)民參與項目施工收入等3項指標(biāo)處于重要級,指標(biāo)值變差大、影響強;農(nóng)民人均農(nóng)業(yè)年收入變化、整治工程村民滿意度、項目后期管護措施到位度和農(nóng)民參與項目施工人數(shù)等4項處于邊緣級,指標(biāo)值變差小、影響弱;其余指標(biāo)處于次要級,影響程度居中。3個樣區(qū)高標(biāo)準(zhǔn)基本農(nóng)田建設(shè)后經(jīng)濟-社會綜合效應(yīng)與農(nóng)業(yè)產(chǎn)業(yè)化進程關(guān)系密切,呈現(xiàn)為農(nóng)業(yè)產(chǎn)業(yè)化進展快速型的YQ-I進展加速型的YQ-II相對緩慢型的YQ-III,效應(yīng)等級分別為良、中、差;但單方面的經(jīng)濟效應(yīng)和社會效應(yīng)具有不平衡性,表現(xiàn)為指標(biāo)等級分布不平衡、效應(yīng)等級分布不平衡、研究樣區(qū)內(nèi)部不平衡;而隨著農(nóng)業(yè)產(chǎn)業(yè)化進程加快,經(jīng)濟效應(yīng)和社會效應(yīng)之間的差距在逐步縮小,表現(xiàn)為YQ-III、YQ-II和YQ-I中,經(jīng)濟效應(yīng)貼近度與社會效應(yīng)貼近度之間的差距依次為22.25、1.21和0.77倍。因此,通過農(nóng)業(yè)產(chǎn)業(yè)化,山地丘陵區(qū)能有效地利用和發(fā)揮高標(biāo)準(zhǔn)基本農(nóng)田建設(shè)的支撐作用,并通過新型經(jīng)營主體更好地統(tǒng)籌高標(biāo)準(zhǔn)基本農(nóng)田的建設(shè)與后續(xù)管護;而基于熵權(quán)法和改進TOPSIS模型的評價方法,能夠有效用于高標(biāo)準(zhǔn)基本農(nóng)田建設(shè)后經(jīng)濟-社會效應(yīng)評價。
[Abstract]:It is of great significance to standardize the effect of evaluation for scientific construction of high-standard basic farmland. In this paper, three high standard basic farmland construction demonstration counties with obvious gradients of agricultural industrialization process in mountainous hilly areas are as follows: Jiang Jin District (YQ-I), Tongliang District (YQ-II), and Liangping County (YQ-III) in Chongqing. Taking the land regulation project as the sample point, selecting 10 indexes, such as the number of new management subjects and the scale of land circulation, the evaluation index system of economic and social effects after the construction of high standard basic farmland is constructed. The entropy weight method and the improved TOPSIS (technique for order preference by similarity to ideal solution) model are applied to the evaluation. The results show that, among the indexes that affect the economic and social effects, the moderate scale management area, the participation of farmers in the later stage of the project, and the income of farmers participating in the construction of the project are at the important level, and the index value becomes worse and the influence is strong. The change of average annual agricultural income of farmers, the satisfaction of villagers in the renovation project, the degree of management and protection measures in the late stage of the project and the number of farmers participating in the construction of the project were at the edge level, and the index value became small and the influence was weak. The other indexes are in the secondary level, and the influence degree is in the middle. The economic and social comprehensive effects after the construction of high standard basic farmland in the three sample areas are closely related to the process of agricultural industrialization. The YQ-III, effect grades of YQ-I accelerated YQ-II with rapid progress of agricultural industrialization were good, moderate and poor, respectively. However, the unilateral economic and social effects are unbalanced, such as the imbalance of index grade distribution, the imbalance of effect grade distribution, and the internal imbalance of the sample area. With the acceleration of agricultural industrialization, the gap between economic effect and social effect is gradually narrowing, which is manifested in YQ-III,YQ-II and YQ-I. The difference between economic effect closeness and social effect closeness is 22.251.21 and 0.77 times respectively. Therefore, through agricultural industrialization, mountainous hilly areas can effectively use and play a supporting role in the construction of high standard basic farmland, and better coordinate the construction and follow-up management of high standard basic farmland through new management subjects. The evaluation method based on entropy weight method and improved TOPSIS model can be used effectively to evaluate the economic and social effects after the construction of high standard basic farmland.
