鄉(xiāng)村單元生態(tài)資產(chǎn)評估體系與動態(tài)管理信息系統(tǒng)的創(chuàng)建

【摘要】:生態(tài)資產(chǎn)的評估是近年生態(tài)經(jīng)濟(jì)、自然資源管理、土地利用和可持續(xù)發(fā)展等領(lǐng)域共同關(guān)注的熱點(diǎn)問題。生態(tài)資產(chǎn)評估技術(shù)體系和相關(guān)平臺開發(fā)的研究對象集中在較大空間尺度和行政單元,而對鄉(xiāng)村單元的生態(tài)資產(chǎn)評估與管理技術(shù)的研究較少。本文試圖通過構(gòu)建鄉(xiāng)村生態(tài)資產(chǎn)評估的指標(biāo)體系和評估方法,創(chuàng)建一套適用于鄉(xiāng)村單元的生態(tài)資產(chǎn)動態(tài)管理信息系統(tǒng),對鄉(xiāng)村生態(tài)資產(chǎn)進(jìn)行動態(tài)管理、實(shí)時(shí)監(jiān)測和模擬預(yù)測,以期為決策者在自然資源資產(chǎn)化管理、土地利用規(guī)劃和可持續(xù)發(fā)展決策技術(shù)支撐。首先,結(jié)合國內(nèi)外生態(tài)資產(chǎn)評估技術(shù)的最近成果和我國鄉(xiāng)村單元生態(tài)資產(chǎn)的特點(diǎn),篩選建立了適合鄉(xiāng)村單元的生態(tài)資產(chǎn)評估指標(biāo)體系,完善了適合鄉(xiāng)村單元的主要類別生態(tài)資產(chǎn)指標(biāo)的評估模型和相關(guān)參數(shù),確立了鄉(xiāng)村生態(tài)資產(chǎn)評估技術(shù)體系。在此基礎(chǔ)上,對適用于鄉(xiāng)村單元的生態(tài)資產(chǎn)動態(tài)管理信息系統(tǒng)進(jìn)行了目標(biāo)、框架和功能設(shè)計(jì),并利用C++語言編程開發(fā)了以Windows7/8/系統(tǒng)為應(yīng)用環(huán)境的鄉(xiāng)村單元生態(tài)資產(chǎn)動態(tài)管理信息系統(tǒng),實(shí)現(xiàn)了設(shè)計(jì)的生態(tài)資產(chǎn)評估、管理和預(yù)測功能。平臺實(shí)現(xiàn)了對村莊、參數(shù)和模型和資產(chǎn)信息的全面動態(tài)管理并可對不同發(fā)展規(guī)劃情境下生態(tài)資產(chǎn)的變化進(jìn)行預(yù)測和比較。最后,以山東萊蕪市房干村、富家莊村、安子灣村三個(gè)行政村為例,對系統(tǒng)功能進(jìn)行了測試。結(jié)果表明該系統(tǒng)能夠?qū)崿F(xiàn)預(yù)期目標(biāo)和功能,模型和參數(shù)對生態(tài)資產(chǎn)變化和土地利用變化具有良好的敏感性,是支持鄉(xiāng)村單元生態(tài)資產(chǎn)管理、景觀規(guī)劃、土地利用和可持續(xù)發(fā)展決策的有力工具。綜上所述,本文創(chuàng)建的鄉(xiāng)村單元生態(tài)資產(chǎn)評估指標(biāo)體系和相應(yīng)的評估模型對鄉(xiāng)村生態(tài)資產(chǎn)評估、管理和預(yù)測具有很好的科學(xué)性和適用性。研發(fā)的鄉(xiāng)村生態(tài)資產(chǎn)動態(tài)管理信息系統(tǒng)科學(xué)易用,可為我國鄉(xiāng)村自然資源資產(chǎn)化管理、土地利用規(guī)劃和可持續(xù)發(fā)展決策提供技術(shù)支撐。
[Abstract]:The evaluation of ecological assets is a hot issue in the fields of ecological economy, natural resource management, land use and sustainable development. The research object of ecological assets assessment technology system and related platform is concentrated on large spatial scale and administrative unit, but the research on ecological assets assessment and management technology of village unit is less. This paper attempts to establish a set of dynamic management information system of ecological assets for rural units by constructing the index system and evaluation method of rural ecological assets evaluation, and carries out dynamic management, real-time monitoring and simulation prediction of rural ecological assets. It is expected to provide technical support for decision makers in natural resource asset management, land use planning and sustainable development. First of all, combined with the recent achievements of ecological assets assessment technology at home and abroad and the characteristics of ecological assets of rural units in China, the ecological assets evaluation index system suitable for rural units is selected and established. The evaluation model and related parameters of the main types of ecological assets suitable for rural units were improved, and the technical system of rural ecological assets evaluation was established. On this basis, the goal, framework and function design of the ecological assets dynamic management information system suitable for the village unit are carried out. The dynamic management information system of ecological assets of rural unit based on Windows7/8/ system is developed by using C language, and the function of ecological assets evaluation, management and prediction is realized. The platform realizes the comprehensive dynamic management of village, parameter and model and asset information, and can predict and compare the changes of ecological assets in different development planning situations. Finally, taking Fanggan Village, Fujiazhuang Village and Anziwan Village in Laiwu City, Shandong Province as examples, the system functions are tested. The results show that the system can achieve the expected objectives and functions, and the model and parameters are sensitive to the changes of ecological assets and land use, and it supports the ecological asset management and landscape planning of rural units. A powerful tool for decision-making on land use and sustainable development. To sum up, the index system and the corresponding evaluation model of ecological assets of rural units are scientific and applicable to the evaluation, management and prediction of rural ecological assets. The rural ecological assets dynamic management information system is scientific and easy to use, which can provide technical support for rural natural resource asset management, land use planning and sustainable development decision.
