【摘要】：作為一個(gè)區(qū)域性重大公共事務(wù)問(wèn)題的成功治理范例,其善治之道是治理方法、治理機(jī)制和治理精神的有機(jī)結(jié)合。這種善治之道遵循善政啟端、善治接續(xù)的邏輯。在長(zhǎng)期艱辛的治理過(guò)程中,從中央高層到基層黨委政府的體制力量發(fā)揮了決定性作用,這也彰顯了社會(huì)主義制度的優(yōu)越性。在改革開(kāi)放背景下,這種體制性力量在鋪就治理基本面、開(kāi)啟大規(guī)模治理格局后,得到包括當(dāng)?shù)匕傩铡⑹袌?chǎng)力量等其他治理主體的呼應(yīng)。福建長(zhǎng)汀治理經(jīng)驗(yàn)表明,在中國(guó)語(yǔ)境下,黨政力量的主導(dǎo)作用是諸多公共事務(wù)問(wèn)題實(shí)現(xiàn)有效治理的現(xiàn)實(shí)選擇,西方治理理論中的多中心主義模式缺乏解釋力。
[Abstract]:As an example of successful governance of regional major public affairs, the way of good governance is the organic combination of governance method, governance mechanism and governance spirit. This way of good governance follows the logic of good governance. In the long and arduous process of governance, the institutional strength from the central high level to the grass-roots party committee and government played a decisive role, which also demonstrated the superiority of the socialist system. Under the background of reform and opening up, this kind of institutional strength is echoed by other governing bodies, including local people, market forces and so on, after laying out the basic aspects of governance and opening up a large-scale governance pattern. The experience of Changting government in Fujian shows that in Chinese context, the leading role of the party and government forces is the realistic choice for the effective governance of many public affairs problems, and the polycentrism model in the western governance theory lacks the explanatory power.
