【摘要】：通過選取18個(gè)指標(biāo)構(gòu)建草原生態(tài)補(bǔ)償政策實(shí)施效應(yīng)評(píng)價(jià)指標(biāo)體系,運(yùn)用層次分析法、熵值法以及模糊綜合評(píng)價(jià)等方法,對新疆草原生態(tài)補(bǔ)償政策實(shí)施成效以及效應(yīng)間協(xié)調(diào)度進(jìn)行定量評(píng)價(jià)。結(jié)果表明:(1)從各種效應(yīng)的重要性來看,草原生態(tài)補(bǔ)償政策實(shí)施的生態(tài)效應(yīng)最為重要;(2)從各種效應(yīng)的變化趨勢來看,新疆草原生態(tài)補(bǔ)償政策實(shí)施效應(yīng)呈上升趨勢;(3)從各種效應(yīng)間的協(xié)調(diào)性來看,生態(tài)效應(yīng)、經(jīng)濟(jì)效應(yīng)與社會(huì)效應(yīng)之間具有較高的協(xié)調(diào)性,三者間基本處于優(yōu)質(zhì)協(xié)調(diào)。總之,草原生態(tài)補(bǔ)償政策的實(shí)施不僅改善了生態(tài)環(huán)境,也促進(jìn)了新疆牧區(qū)經(jīng)濟(jì)發(fā)展和社會(huì)進(jìn)步。
[Abstract]:Through selecting 18 indexes to construct the evaluation index system of grassland ecological compensation policy implementation effect, the analytic hierarchy process (AHP), entropy method and fuzzy comprehensive evaluation are used. The effect of ecological compensation policy in Xinjiang grassland and the degree of coordination among effects were evaluated quantitatively. The results show that: (1) from the importance of various effects, the ecological effect of grassland ecological compensation policy implementation is the most important; (2) from the change trend of various effects, The implementation effect of Xinjiang grassland ecological compensation policy is on the rise; (3) from the coordination of various effects, ecological effect, economic effect and social effect have high coordination, and the three are basically in good coordination. In short, the implementation of grassland ecological compensation policy not only improves the ecological environment, but also promotes the economic development and social progress in Xinjiang pastoral area.
