【摘要】：新疆農(nóng)業(yè)用水在社會經(jīng)濟(jì)用水中所占比重極高,始終在90%以上。隨著農(nóng)業(yè)節(jié)水灌溉快速發(fā)展,持續(xù)大量的投入形成了大規(guī)模的農(nóng)業(yè)節(jié)水資產(chǎn),但農(nóng)業(yè)高效節(jié)水工程資產(chǎn)利用率不高,甚至閑置、資產(chǎn)運(yùn)營管理不規(guī)范、后續(xù)投入缺乏等問題也隨之產(chǎn)生。針對此種狀況,本文通過對新疆農(nóng)業(yè)高效節(jié)水工程資產(chǎn)情況以及資產(chǎn)管理模式進(jìn)行調(diào)查研究分析,在對現(xiàn)有農(nóng)業(yè)高效節(jié)水工程資產(chǎn)管理績效進(jìn)行評價、總結(jié)的基礎(chǔ)上,提出建立投資主體多元化、資產(chǎn)產(chǎn)權(quán)清晰、運(yùn)行高效、管理有序且規(guī)范化的農(nóng)業(yè)節(jié)水工程資產(chǎn)管理模式,并通過資產(chǎn)經(jīng)營公司的構(gòu)建,研究了新型農(nóng)業(yè)高效節(jié)水工程資產(chǎn)管理模式的實(shí)現(xiàn)機(jī)制。本文在對新疆水資源和農(nóng)業(yè)節(jié)水的現(xiàn)狀分析的基礎(chǔ)上,進(jìn)一步論證了新疆農(nóng)業(yè)節(jié)水的必要性,并說明了農(nóng)業(yè)節(jié)水工程投資規(guī)模大幅提高的同時,各類農(nóng)業(yè)節(jié)水工程資產(chǎn)管理模式不斷演進(jìn),但農(nóng)業(yè)節(jié)水工程資產(chǎn)管理效果和高效節(jié)水技術(shù)應(yīng)用推廣能力相對較差�；诂F(xiàn)實(shí)條件,以新疆農(nóng)業(yè)高效節(jié)水技術(shù)推廣較好的幾個典型區(qū),也是先進(jìn)的高效節(jié)水灌溉示范區(qū)為例,通過構(gòu)建了農(nóng)業(yè)節(jié)水工程資產(chǎn)管理評價指標(biāo)體系,對現(xiàn)有的農(nóng)業(yè)節(jié)水工程資產(chǎn)管理績效進(jìn)行實(shí)證分析,結(jié)果表明其資產(chǎn)的管理績效處于較低水平。基于農(nóng)民用水協(xié)會、農(nóng)民節(jié)水合作社等管理模式改進(jìn)和提高農(nóng)業(yè)節(jié)水工程資產(chǎn)的管理績效的可能性很小,本文認(rèn)為隨著社會經(jīng)濟(jì)的發(fā)展,必然導(dǎo)致農(nóng)業(yè)節(jié)水工程資產(chǎn)管理的專業(yè)化、科學(xué)化,而農(nóng)業(yè)盈利能力的相對弱化,依靠不具備管理能力的農(nóng)戶去解決這一矛盾顯然不現(xiàn)實(shí),必須進(jìn)行根本性的革新—建立農(nóng)業(yè)節(jié)水工程資產(chǎn)管理公司這種管理模式,利用當(dāng)今世界最先進(jìn)的、最高級的企業(yè)制度(公司法人制度)實(shí)現(xiàn)農(nóng)業(yè)節(jié)水工程資產(chǎn)的有效、科學(xué)管理�；诂F(xiàn)有的試點(diǎn)案例,運(yùn)用水利經(jīng)濟(jì)和資產(chǎn)管理的相關(guān)理論,從理論上構(gòu)建了新型農(nóng)業(yè)節(jié)水工程資產(chǎn)管理模式,并在此框架下,提出了其實(shí)現(xiàn)機(jī)制和運(yùn)行體系,以及相關(guān)的政策建議。
[Abstract]:Xinjiang agricultural water consumption in social and economic water accounts for a very high proportion, always above 90%. With the rapid development of agricultural water-saving irrigation, a large amount of investment has formed large-scale agricultural water-saving assets, but the utilization rate of agricultural high-efficiency water-saving project assets is not high, or even idle, and the management of assets is not standardized. Problems such as the lack of follow-up input also arise. In view of this situation, through the investigation and analysis of the situation and the asset management mode of the agricultural efficient water-saving project in Xinjiang, this paper evaluates the asset management performance of the existing agricultural high-efficiency water-saving project, and summarizes the results. The paper puts forward the establishment of a diversified investment subject, clear property right of assets, efficient operation, orderly and standardized management of agricultural water-saving project assets management model, and through the construction of asset management company, The realization mechanism of asset management mode of new agricultural high-efficiency water-saving project is studied. Based on the analysis of the current situation of water resources and agricultural water saving in Xinjiang, this paper further demonstrates the necessity of agricultural water saving in Xinjiang, and explains that the scale of investment in agricultural water saving projects has been greatly increased at the same time. All kinds of agricultural water-saving project asset management mode is evolving, but the effect of agricultural water-saving project asset management and the ability of applying and popularizing high-efficiency water-saving technology are relatively poor. Based on the practical conditions, taking several typical areas where the agricultural efficient water-saving technology is well popularized, and the advanced high-efficiency water-saving irrigation demonstration area as an example, the evaluation index system of agricultural water-saving project assets management is constructed. An empirical analysis of the asset management performance of the existing agricultural water-saving projects shows that the management performance of the assets is at a low level. Based on the farmers' water use association, farmers' water-saving cooperative and other management modes, it is very unlikely to improve and improve the management performance of agricultural water-saving project assets. This paper holds that with the development of social economy, This will inevitably lead to the specialization and scientific management of agricultural water-saving project assets, and the relative weakening of agricultural profitability, so it is obviously unrealistic to rely on farmers who do not have the ability to manage to solve this contradiction. It is necessary to carry out a fundamental innovation-to establish the management model of agricultural water-saving project asset management company, and to make use of the most advanced and advanced enterprise system (corporate legal person system) in today's world to realize the efficiency of agricultural water-saving project assets. Scientific management. Based on the existing pilot cases and the relevant theories of water conservancy economy and asset management, a new model of asset management for agricultural water-saving projects is constructed theoretically, and under this framework, the realization mechanism and operation system are put forward. And related policy recommendations.
