【摘要】：在馬克思的《資本論》中,農(nóng)地的"自然肥力"是自然歷史過程的產(chǎn)物,農(nóng)地的"人工肥力"是人類生產(chǎn)實(shí)踐活動的產(chǎn)物,農(nóng)地的"經(jīng)濟(jì)肥力"是指前二者的結(jié)合體。這意味著在農(nóng)地肥力中,有一部分"人工肥力"投入能夠立即和"自然肥力"相結(jié)合,轉(zhuǎn)化為當(dāng)期的經(jīng)濟(jì)肥力,成為農(nóng)產(chǎn)品價值的必然組成部分。還有一部分"人工肥力"不能立即轉(zhuǎn)化為當(dāng)期的"經(jīng)濟(jì)肥力",卻是未來土地肥力的重要補(bǔ)充,是土地肥力維護(hù)乃至農(nóng)業(yè)生態(tài)系統(tǒng)維護(hù)的重要內(nèi)容。由于這種生態(tài)維護(hù)凝結(jié)著無差別的人類勞動,具有生態(tài)維護(hù)的使用價值和價值。因此,在生態(tài)文明建設(shè)的當(dāng)下,將這種生態(tài)維護(hù)的勞動投入納入價值核算的框架,可以避免生態(tài)維護(hù)主體缺失、生態(tài)維護(hù)投入無法落實(shí)到位的弊端,因而實(shí)施農(nóng)地生態(tài)報償也就具有了必要性和合理性。也只需將人工肥力中能夠持續(xù)生效的部分做出準(zhǔn)確的估算,生態(tài)報償?shù)木唧w額度就可以落到實(shí)處,生態(tài)報償也就可以付諸實(shí)踐。
[Abstract]:In Marx's "Capital", the "natural fertility" of farmland is the product of natural historical process, the "artificial fertility" of farmland is the product of human production practice, and the "economic fertility" of farmland is the combination of the former two. This means that in the farmland fertility, a part of the "artificial fertility" input can be immediately combined with "natural fertility", which can be transformed into the current economic fertility, and become an inevitable part of the value of agricultural products. Some of the "artificial fertility" can not be immediately transformed into the current "economic fertility", but it is an important supplement to the future land fertility, and an important content of the maintenance of land fertility and even the maintenance of agricultural ecosystem. Because this kind of ecological maintenance condenses the undifferentiated human labor, it has the use value and value of ecological maintenance. Therefore, in the current construction of ecological civilization, if the labor input of ecological maintenance is included in the framework of value accounting, the defects of the main body of ecological maintenance can be avoided, and the investment of ecological maintenance cannot be implemented. Therefore, the implementation of ecological compensation for agricultural land also has the necessity and rationality. We only need to estimate the part of artificial fertility that can continue to be effective accurately, the specific amount of ecological compensation can be implemented, ecological compensation can also be put into practice.
